The Oregon noli mix will commence their forty days work Monday. There are no political questions to be considered and it may be ho-d that substantial amendments to our as!-fsment, taxation, road and other itnortant laws may be f fleeted. The I'ortland Telegram says that what tiicociiition can do is idiown by the fact that while our silver dollar is actually worth only ho cents thanks to gold-bug legisla tion and influence the Columbian coins, valued at 50 ccr.H, are selling as Iat as the v are out for II. I a- triotirtn and Chicago enterprise are rif jtoiisible. The utate board of equalization did tin) proper thing when they equalized the nssosiiient of mort gage :it 100 cents on the dollar. So long as the mortgage tax law re mains on the statute it should be strictly enforced. I'ortland is a big tax dodger but cannot get around this law, although the as sessor with blushing effrontery ad inittedQuft money, notes and ac counts were asfessed only 50 cents on the dollar. A rough estimate of game now in Yellowstone park would include, according to the Helena Indepen dent, 4U.tKX) elk, 1500 antelope, 400 buffalo, 1000 black tailed deer, 300 mountain sheen, with identv of bear, beaver and other varieties. The game increases every vear, The troops stationed at Mammoth are now devoting their time t the protection of these animals, w hich must be more closely guanled dur ing the winter than in the sum mer. (So ernor McKinley is not satis lied with tlie warning he has re cti veil, and is preparing to crawl from the avalanche and tempt fate once more in a race for governor of Uhio. The governor is unwilling to admit that his bill defeated his party in 181K) ml?SM. He pro nncs to demonstrate that fact by a ersonal vindication in his own state. He will once more put him self near the heels of "the political mule" the McKinley bill in or der to demonstrate that the animal is harmless. Springfield Messenger: A re monstrance against the division of Ine county is beinir circulated and freely signed. But now Junc tion h;tjissucd a manifesto and is already preparing for the formation of "Mitchell" county out of the north part of Lane county and ter ritory from the counties, on the north. We shall therefore have little need of a remonstrance: the Mineral" and "Mitchell" county propositions will naturally kill each other. It is to las regretted that the legislature will iw com pelled to devote time to these divi sion schemes, that could I better pent in the consideration of laws for the betterment of public high ways, the improvement of as-es- tnent methods and the passage 0f many new and wholesome laws that w iul 1 be beneficial to the countv. Superintendent Iowningdiscuss es in his biennial rejiort to the leg islature what he considers a popu lar demand for a jute mill at the -.enitctitiary. lie has visited the Walla Walla and tan Quer.tin jn itentiaries, and speaks at aotne lcngti of the workings of their manufacture of grain and wool sack by convict latior. The Wash ington mill of 50 looms cot the state about IITO.OUO, and pleases the prison official. At San Quen tin he savs they have been running a mill oi'100 looms for eight year, and ire so well pleased that they will tlouble the caacity. The out put t icre last year waa 2,000,000 sacks, sold at CJ cents each. Should the Oregon legislature de termine to establish a jute mill at the -cnitentiary the firt thing would bo the erection of a suitable build.ng, a one storr brick, 100x250 feet, with truss roof, covered with tin, and concrete floor. Mr. Down ing says on appropriation of 1200, 000 nould be necessary. The out side labor necessary would be a su erintendent, three spinners, two weavers, an engineer and an ac countant, i'olieeroen are some times employed also, to aait in main iaing order. A jute mill of 100 1 KMtia would require about two years to be put in running order and would need only 230 laborer. Some provision would be necessary for the other prisoners, 387 having lieen in the night of December 31, the total number incarcerated hav ing been aa large a 424 at one time during the summer, for the superintendent believes that it is the duty of the state to furnish its criminals with some employment. He conceives a part of the object of incarceration to be the lnculation of habits of industry and encour agemcnt to reform, both of which are incompatible with an idle life, He will therefore urge some pro vision for the convicts' employ ment, whatever form the legisla ture may approve, both for moral and economic reasons. American Railroads. The preliminary rewrt on in come and expenditure for railway! for the year ended June JO, 18(J2, compiled by a statistician to the in terstate commerce commission will be made public soon, the gross earnings on 12S.34'J.99 mile of railway are shown to have been '.151.225,159, from which the gross earnings of the entire railway sys tem are estimated to have been 1.222.711,098. This ia an increase of 1125,950,303 over the earnings of the J revious year, or an increase of fitOs per mile. The operating ex pensis for the year were $814,722, 082, an increase of $82,834,189, which leaves the increase in the net earnings $4 1,1 IG,1 14, or $247.20 per mile. The actual increase in revenue from passenger service was 31.00,038, or $247 per mile, as agaii st an increase in the revenue from the freight service of JlOG, 071. or $349 per mile of line. The railways which rejrt the largest inert ae in gross earnings per mile, are the lines connQting the wheat growing territory with the sea board, and in the Southern states bordering on the Ciulf of Mexico. It is significant, however, to notice that on these railways the increase in 0erating expenses is nearly equal to the increase in the gross receipts. The rcKrt shows the ag gregate gross earnings of 62 roada to be $794,478,831, being an aver- age income c) $12,814,171. The average gross revenue per mile for all mads was $8840. A classifica tion of the 02 roads in question show that eight received rach an income in excess of $20,000 per mile, ten between $7443 and $13,- 000, while the income for each of the remainder was less than $7443 per mile. The density of the pas senger and freight traffic is also given for each of the roads whoso gross revenue exceeds $3,000,000. From what appears there was. in some part of the country, a healthy expansion of trade during the last two years, while in other part the increase in traOic in 1.S92 did little more than balance the loss of9raffic The Oregon legislature, savs the Portland Dispatch, will spend con siderable time this session in fram ing road laws. There will be in numerable bill presented oa the question. Nothing ha been more ind libit impressed upon the Ore gonian of late tliAn the necessity of improving the public highway. t etch man experience and ob servation ha led him to see the remedy in a little differ ent light from hi neighbor, the probability it that the legion of bill prepared lo moet the necessi ties of the case will bo of many di verse nature but all leading up, intentionally at least, to tho ono object road improvement. Our hop. i that out of a multiplicity of view tlie beat bill pos, ihle mat be evolved.
