Eugene City Guard. SATURDAY SEPTEMBEB 1801 Tariff the Main Issue. In a recent interview ujion tlio issues of 1892, Senator John 0. Carlisle says: "I have no hesitation in saying that the democracy should keep the tariff to the front. It is tho great issuo of tho day and on it the fight should bo made. Upon it tho party is united and can mako a confident and nggrcHsivo battlo. "Tho party is not united on tho free coinage of silver, and it would x be suicidal to advance that issue to ' a iosition of equal importance witli the tariff; but this will not, in my opinion, bo done. Nothing can get in front of tho other issue; tho cause of revenuo reform will still bo tho Jmramount question, even with reo coinage. If the drain on tho pcoplo produced by high prices is continued, how aro they benefitted? Their money will still bo wrung from them through custom house exactions." Euceno will havo the best water obtainable. Wells that go below tho surface drainago will supply tho fluid. ' Tho ittoplo'g party of Ohio will probably K)11 40,000 votes, three fourths of which will como from tho republicans. There is demo cratic encouragement in tins. McMinnvilio is agitating the sowerage question. Tho ilourish inor Yamhill citv could not do better than consult tho movers of the Eugene sewerage improve ments. While land is comparatively cheap Eugeno should Becure a publio park. It has been sug gested that tho strip of land be tween tho river and Skinner's butto would bo an excellent loca tion. Secretary Noblo is said to bo a man of moods who sometimes loses his tcmjwr and Btorms about tho interior department in a very tem pestuous way. Ho has an undying antipathy to cigar smoko, and re cently made himself very offensive to a corresiwndent who entered the Secretary's room with an unlightcd cigar in his mouth. Mr. Noblo onco had a similar encounter with Senator I'ettigrcw. Col. Elliott F. Shepard is erect ing a new building for tho New York . "Muil and Express." Tho cornerstone was laid lust week. On tho occasion a banner was stretched on Broadway, on which was in Bcrilwd, "God bless tho 'Mail and Express." Col. Shepard's littlo son lowered tho stone into place with these words: "In tho namo of tho Father, and of the Son, and of tho Holy Ghost, eternully one God, Ilay this cornerstone. Amen." In tho stono wcro deposited copies of tho Holy Biblo, an engraving of President Harrison, tho constitu tions of tho United States and the state of New York, tho charter of tho city of New York, a box of gold, silver, nickel and copper coins, this year's rejorts of the Young Men's and Young Womon's Christian As sociations of tha city. There is not a man in tbo United States who is so great a humbug, drnna goguo and clown as this saino Colo nel Shepard. Earnest men shud der when they hear his name. East Oregonian. Ashland now has less water in tho creek than has been known for a long timo, the supply being al most inadequate to supply tho water system of tho town, and sub jecting tho mills there to serious inconvonience. The reason is said to be that tho peach-growers argue that the joach crops bring in from 150,000 to 175,000 a year to that Ilaoe, an amount far exceeding that realized from any other one Bource, and they have made up their minds that they will encourago peach culture to the utmost, even if it takes every drop of water in Ash land creek to give it tho necessary fostering care. Somo lively litiga tion is looked for in tho not far dis tant future. Jacksonville Times. i - Tho next legislature will settlo tho question of freight rates. Lane county has espial interest in tho question, and no man who is not Wedged to give a maximum freight law nowls show his head on tho canvass. A corrupt legislature, under beck and call of the rail roads' paid organs and subsidized attorneys, defeated ex-Senator Hoult's bill that would have limited their exactions. The railroad com mission promulgated freight ratal, but that ends it. Tho next legisla ture will not le derelict in duty. General John C. Black, who was commissioner of pensions under Cleveland, will go to Ohio in next month to make speeches for Camp bell. Ho thinks Campbell will be elected. He says Ohio will send a Cleveland delegation to the na tional convention npit year.
