Come one and all. you will he heartilv welcomed to the eountry ottering the best oenliigs to be found anywhere, and which will In a short time be more fully dcveloiied than any other nioun tain region. Its resources are unsur passed; it gives employment to more men than any other section, as it is the eountry which the sawmills situated along the Willamette look to for their logs, and convert annually several mil lion feet Into lumber which cannot be excelled In quality. A better place to locate permanently and make a home cannot ue rounu. Regular. An Earned Appeal. We are indebted to Mr. 8. M. Yonin for .. the ,t following draft of the letter ' writteu to oar representatives iu congress orbing ids improvement ot toe siuslaw oar: To M(xtr. J. y. Dol,h, John II. ilitchtii, ami Uinqrr lUrmann, Vtt Bon. Dtltgalion of Oregon in Coivjrtiui: The Board ol Trade of Eugene, Lane Coauty, Oregon, fully understanding the vital importance to (be development of tb van! material resources of tuU portion of Oregon, that depends npon the prompt ex penditure of the amount appropriated by cougritsfor Ibe commencement of work upon the Siuslaw harbor, most respectfully urge tbat said work ebali be begun in obed ience to the expressed will of tbe people, as appears in tbe net of their duly cboeen representatives in making tbe appropriation. ' Tbe moat thoroughly competent buiineai men aud mechanic familiar witb tbe cost of tbe material necessary for tbe com njenceineut of operation, moat respectfully object to tbe extravagant estimates submit' ted to tbe department by Capt. Symons, ol tbe Board of Examiner charged with the duty of formulating a plan fr tbe works, witb the probable cost in detail. The business men of Western Oregon feel tbat a great injustice may result from tbe report it uncontradicted in some of its most g'sriug errors. Firt Tbe engineers made no soundiogs whatever, upon which to base their report of depth of water. Seooud They were not in tbe vicinity of Ibe bay a sufficient time to learn tbe cost of material required for tbe works, for which subtintisl offer are now in band from tbe most responsible parties, at prices from fifty to seventy-five per cent, below the engineers' estimates. We also object to the gratuitious allu sions by the board to the inaccessibility of that harbor from the interior. It is true that the means of communication are now by stage or private convey ance, instead of the palace ear, but a railway line is surveyed and a i?rma nent grade established ready for build ing, which only awaits the action of the government engineer department in giving eiiect to an act of congress that represents the will of the people. Men of abundant capital stand ready to Inaugurate vast enterprises the mo- tiient it becomes apparent - that the harbor will receive the attention which the act of congress granting an appro priation Implies. Without further comment, or any disposition to impugn the motives actuating the engineers in making their report, the Eugene Board of Trade most earnestly urge the gov ernment, through the Oregon delega tion in Congress, to begin the work, that our resources may be developed and the commerce of the country re lieved from the chief barrier to its 8ieedy increase to vast and important proportions. Believing that our re quest is reasonable, we shall anxiously and hopefully await the decision of those in authority, in the execution of the acts of the people. 8. M. Yoran, Chin. Special Com. ' H. M. Adams, Major Corps of Engiueers. Direct Pressure. On receipt of the appeal made by Ibe Eugene Board of Trade for counutnoement of work on tbe Siuslaw bar Hon. John H. Mitchell and Binger Hermann forwarded the following diopatch to Ibe national Capi tol: To Oen. 77io. L. Ctwu, Chief of the Engineer tor;), itnluugwn, V. t. Great disappointment exist because appropriation ot $30,000 is Dot expended at Siuslaw. The people and boards of trade are appealing for commencement of work. Railroad operations toward Siuslaw aud large milling interests are suspended in apprehension that improve of bar will not be bad. Tbe scows, row boats, stone dump ears, flat cars, tram way approaches and wharves can be constructed of material ebeap and plen tiful on Siuslaw. We sincerely request that this mnch at least of the plant be ordered now. Even this will allay tbe intense feeling now existing, expediate work of construction, and insure further appropriations on amended project Tbe assurance given by yoa to Senator Dolpb, who is now in Alaska, and to Representative Hermann last April tbat appropriation of &0,000 should be ex pended tuts summer was announced to the people. We are personally reminded by the people ot this assurance, aud embarrased by the impression tbat the Department now declines even to con struct any ot tbe plant preliminary to Hnotuer appropriation. Won t yoa help us? John II. Mitchell. Uinorb Hermann. Board of Trade Work. The prompt attention given to the de mands of the people of Lane county nn the question of improvement of the Siuslaw bar should prove an iooentive for every business mau in Eugene, and thoaa inter ested in property development to become a member of the Board of Trade. To ex ert influence on public questions men must organize, then they wield a power that force publio servants to obey their be hests. Senator Mitchell anil Congressman Her mann deserve great praise for the prompti tude cf action by which they brought the war department to a re '''neon of Ita duty. But back ol item the Kug. n and Florence Boards of Trade and the publio press of the oounty exerted au iufiuence tbat compelled obedience to the will of Coogiesa. An laterested Official. Tbe Portland Telegram, after reciting the fact of Captain Symons' connection witb the Yarrow towmite lays the cudgel on the captain's back, a follows: It is a question that not only Ibe people especially Intereated in the improvement of Yaqniua and 8iuslaw, but the people of all Oregon, and the war department at Washington have a right to ask, whether an official cbaiued with so important a work ought to become personally aud peenniarly Intereated In one ot these place, it may not make a shadow of differeooa iu bis work or report, but be must know tbst people will tbink it does, and it must be acknowl edged tbat his reports justify snob a suspi cion. A Change af Heart, Tbe Oregonisa of Thursday lays: Captain Symons is grstitied to know tbat this vexed question is settled and that the starting of the work will be satisfactory to all con cerned. He t xpect to send Mr. Lyell, who is in charge of tbe work at Yaquina bay to the Siuslsw temporarily, as tbe experience be has bad at Xaqulna will be of value in starting up the works. " Tbe first thing to be done will be the building of a wharf, tramway, scows, piledriver, securing right of wsy, quaries, etc Captaio Symons wrnta to Mr. Lyell yesterday, and be will start for Siuslaw as soou as ha can turn over the work at Yaquina to the m in who is succeed bun temporarily. Disorderly Conduct. The city authorities claim that they are not warranted in arresting a man who. w 1th bbxxl In his eye and evi dently to some extent under the Innu enre of liquor, walks up and down Willamette street with a dangerous looking oldfashioned Colt s revolver in his hand held down by his side, into saloons, hunting for a man. If there Is no Taw to warrant an ar rest In such case as that of yesterday evening, the city fathers should at once pass an ordinance making It pun bihalile.
