The Eugene correspondent of the associated press in reporting tho Encampment says that the only drawbacks to the perfect success of the second regiment encampment are the "want of shade and water." It reminds us of the remark of grutT old Ben Wade when traveling through sunburnt Nebraska. He accosted a native at one of the railroad stopping points with the inquiry as to how he liked the country. The reply was that it "only lacked water and good socie ty." It is compounded in the following manner: Eight pounds of quussia chips are soaked in cold water for twenty minutes, then lxiiled ton minutes; add five pounds of soft soap, stirring until thoroughly mixed. Tho compound costs 1.15 jht 100 gallons, which to the aero is a lilior al supply, and when once made re tains its qualities for a long time. Floods and cyclones are tho bur den of many of tho eastern dis patches. The latest on tho Sioux river, Iowa, covered a territory of u hundred, miles in diameter anil caused loss of life and enormous destruction of property. No won der that the emigrants aro pleased with the ulametto alley. The Encampment. Juno 27th. At Camo Grant th lent have been spread, and the boys are getting everything in readinesa for th week. It i a lively and jolly crowd, and while doing camp duty, they are also bound to get all possi ble pleasure ont of tbe same. VIII No oflloer or enlisted mentexoept the Guard and aick) will ba excused from parados, drills, roll call or other duty. Tba sick are those, only, who have been regu larly reported aa such by tbe Surgeon, and they must remain at tbe hospital. XI Men will fall in rank promptly at first note of tbe Assembly under the direc tion of tba First Sergeant, and at tha head of company street. Formation must be completed by tbe last note of tha Assem bly. XII After roll oall and inspection, if tha formation ia of tbe battalion or for guard mounting, oompaniea will be marched to foot of company street, so ia to ba aeen by tbe Adjutant. Battalion formation should not oocupy more than five minutea. XIII file closers should b vigilant; muk corrections quietly; so a not to dis turb commanding offioer.
