When Garfield was chairman of th boas
committee on appropriation nineteen year
ago he said: "It is manliest that the neces

the mere increase of numbers, and while the

sarily be greater from year to year th

Mr. Wallace's experience with .praying

tory. Observation last year up to July 1st
