THE EUGENE CITY GUARD. SATURDAY AUGUST 3, IH89, How to Make a City. E. 0. Pentlend. editor of tbe West Bide, visited Spoksoe full, and write a long and very interesting letter lo his pain r !-. 1 1 1 -live ol that wonderfnl city nnd tin ratid progreat il ia making. In conversation with A. M Cannon, our of Ibe li ading un " of the place, he naked biui bow Im managed lo build aucb a proapernus oily. "B) out enterpriae, be aaid, "we had faith in our town. When I canio here in 1878 I had onlj $2i0. J M OloverandJ. J. Drown ami rojaclf pnrcbaaed the town ait. We wad. op our minda to either have a city here 01 bankrupt ouraelvea. That determination baa made all of ut our lortnuea. In I8H3 we bad only three or four hundred people. I alone have gireu in cah subsidies otrer $60,000. The people here have ilnualed $500,000 in one way or another. In the early daya of the town we could not g. t lum ber, so we ouraelvea built a aawmlll. I have taken atock in every enterprise in the city and helped it along. Our newsnapere here I have helped in every way. We propoae making the Review equal to tbeOregoniau. We muat have a good paper, nnd if it doea not pay, we will make it pay. The tlrt town lota we aold we let people have them for almoat nothing if they would only build After the Northern Pacific waa completed, we found that we needed u road to Ibe Ps louse country, so we built 110 miles of the road with home enterpriae. The Cwor d'Aleue miuea trade waa wauled, and an we built a mail to them. The Seattle & Lake Shore road waa wauled, mul wu gate $17S,000 toward it. We gave a bouuM of $100,000 lo the Northern, which will con nect ua with the L'auadiau I'acifio railroad. We managed to get the termiuua of Ibe Waabinglon Cvutral railroad, which haa 50 mi lea already built, and now cornea the Rockford road, which will connect ua with the Canadian Pacific railroad. We have the termini or advantage of aeven railroads. The water power of the falls ia 214,000 bote power. The reason we have succeeded II because we have hern enterprising. We wanted people; when they came we found them work. We spent 13.500,000 on our atreeta. All our street railway lines sere built by borne capital. In apite of all the money that I have given away I bne miule money. (Mr. Caution's wealth i eatiinutid t $2,000,000). Mr Brown and I nro put ting up a brick in which will be an opera home which will coat $:ino.onu All the fine buildings are being Imilt bv men living here. H. Bolster came here llirre years ago with only $U but he bus been energ' lie and shrewd, and now he ia woilh $200,0011, Portlatid is not an nicrpritiug eily Take the same amount of euleipil-e Io n and our town would posaiUy have h oi " in uteail ol 22. 000 in eight yens In la-d. The Rom Imrg Review says1 "It is isli mated Ibat H.WO.OOO grain bags will bs used in harvesting this year's crop in Ore gon." From this the f.mners shnulil learn mi im portant leaaou. The material nut of which saoka ia made ia all imported, none lu-ing grnwu iu this counlrj. The duly on raw material ia 2iri per cent, ami on the aacka 40 per cent. This wills at lenst 2 cents to tbe price of every suck which the farmer bnyaornacH.
