He received the following answer; Executive Maksio, Washington, Aug. 11, 1886, My Dear Sir I cannot romat the temptation to absolutely steal time enough to acknowledge the receipt of your gratifying letter in relation to the reappointment of Mr. Matthews. I very much hope that this act will not le regarded as in any way doliant to tbe Senate or as an attempt to ap pear heroic. I have deemed the question involved in this matter one rising above politics nd as offering a teM of good faith and adherence to pledges nothing more or It. When this thing is put face to face there should he no shuffling. It is absurd to promise all and perform nothing. If the colored man is worthy of a promise, he is absolutely entitled to ts fulfillment by every honorable wan. Last Wednesdeay evening at about 10 o'clock the historic city of Charles town, South Carolina, was shaken by a terrilio earthquake, which, besides killing forty persons, destroyed 10, 000,000 wortli of property. The ex tent of the damage may be fully real ized in the statement that three-fourths of the buildings in that city must be rebuilt it they are to be used. Charlestown after four years bom bardment, so the dispatches state, did not present so desolate and ruined an appearance as to-day, after this earth quake quiver. In amount of damage and loss of life the earthquake is uni dou'iedly the most disastrous known in the United (states.
