Tim flag ship of the Facifto aqundron is the armored nhip SwifUure, Rear Admiral John K. E. Hairdo which it the end of January was at Callao. The pr m- tion of the English ponwssions in Hrilinh Columhia and her shipping would occupy their immediate atten tion in the case of a declaration of war with IluMiia. There are now in the harlior of San Francisco forty nix Bntiuli ships and thirty-eight British vessels are on their way to this port from all o-er the world. Tho sha l w of the war cloud haa already fallen on the owner of shipping and on ship porn. A few davN since one of the Urgent English marine insurance com panies in the city received cahlu orders to take war risks at from J to J of 1 per cent. This, of course, is in ad dition to the regular rate of 2 per cent on iron and 21 per cent on wooden ves sck At the name time wheat went up one shilling a quarter in England. Many charters are refusing as yet to pay war risks. With the constantly increasing war rates on British vessels, of course, the 'arger amount of the carrying would le done in American ships. . Freight have already hegun to advance, and ship owners are now in no hurry to conclude charter parties The price of "future" wheat has already advanced, and even "spot" lias flt the influence. It is thought that while the war would Leneflt California it would also livH its diawbaoks,' as tlm cultivation of jute in India would naturally lie interfered with, thereby uiuking it very high. S. F. Post. Who OwumI the Fluor! A question never yet hrought to test in the courts, so legal ex perta say, is whether a lnmllorJ or the tenant owns tlm floor, if the tenant happens to le a jeweler. It is threatened now, how ever. For 'six years Julius Wodiska has carried on a jewelry manufacturing liusiness on the second floor of R. Isnacsen's building, No. 61 Fulton street, New York. One day a "sweep Hit elter," whose trade is to extract the microscopical atoms of gold left in the ilunt on the floor of jewelry factories and the water where the workmen wash their hands, the aprons they wear and the henches they work at told Mr. Isaacsen that he would give him (150 and a new floor whenever Mr. Wodiska moved out. That was months ago, hut tho thrifty mind of Mr. ImiacwMi never lost a grip on the occurrence. A month ago Mr. Wodis ka determined to move his factory over to Jersey City and gave notice to his landlord that he would give up the place on the 1st of March, hut consoled him with the assurance that he would put down a new floor Wore he aUn doned the premises. In vain Mr. Isiacsen protested that he ned not do ho, that the floor was quite satisfactory to him as it stood, and he even threatened to get an injunction t pre vent it being ta'ten up. He even went so fur as to have his lawyer write s formal letter, giving warning that the floor, as a part of the Wilding, must not he touched. But Mr. Wodiska went right ahngou his programme, taking out his machinery and then re placing the floor with a new -one. As the old lioards were taken up they were brushed and scraped, the dust Mow them was carefully swept upland finally, dust and all went to the smelt er's fumaoes, It is expected that tlm yield of gold will amount to several hundred dollars. We do not hold ou selves responsible fcr the truth of the story, hut we do not hesi tate to say that it is "not much ef s story," compared with that told by a Western man who makes nn effort: "One day I was driving my engine over the prairie at the rato of forty miles an hour, without a house in sight, and supposing the nearest town to bn thirty miW eieuuit. Hut us I glanced . ahead I was astonished to sett that I was approa:hing a large city. I rub led my eyes, thinking it was amir sge." 'Jim,' says I to tho fireman, 'what's this placer " "Blamed if I know," says Jim, start ing out of the cab, "I declare if there ain't a new town growed up here since w went over the line yesterdny!" "I talieya you are riijht, Jim. Ring the bell, or we bball run over some liody." "So I slowed up and we pulled into a large depot, where more'n 500 people were waiting to sen the first train come into (he place. The eonductor learned the name of the place, put it down on the schedule, and we W"ii( on." "Jim, says I, as we pulled our, keep your eyrs open for new towns. First thing you know we'll be running by some strange place." "That's ho, says Jim! An' hadn't we better git one of the brakenmn to watch out on the rear platform for towns that spring up after the engine gets byf Providence News. RecrlTcr't Brport The first report of Mr. R. Ka-hler, receiver of the O. Si O. railroad com pany has been filed in tho office of the Unit"d States Circuit Court. Mr. Kcehler assumed charge of tho road iu tho capacity of receiver on the 20th of last January. From that dalfti until March 1st, the gross earnings of the rond were $111,5G8 07. The expenses were $83,2G9 04, leaving the net earn ings of the road $28,299 03. Tho re port also shows that the company's assets are 433,870,216 C7, and the liabilities $33,919,681 81, while tho actual cash now in tho hands of the receiver amounts to $83,211 88. Lunier propose that the Government tike legal steps to facilitate marriages, to search out the patemity of infants, to accord prizes or immunity from taxation to parents having more than two children to guarantee secrecy to any mother who may wish to leave her child at a foundling hospital and to extend the protection of the State to all children "morally sMndoned." Since the year 1800 the French birth rate has fallen from 32.9 to 25.5 per 1,000 inhabitants. We montioned last week among the fat things in the State Treasurer's office, that of the $76,000 lying there belonging to estates without heirs; wn omitted to mention the $2,230,000 de posited there by insurance companies doing business in this State. The de posits are lying there quite as idle as the $76,000, and judiciously manipu lated, as State Treasurer s have likely got the knack of by this time, can be made to yield "like bread east upon the waters."
