Douglass and stood hy him in tho Cincinnati Convention of 185G, ami again at Charleston ia 186 J. During thn war he was an active and consistent Union man. At tlm D.ilti.norR convention of 1872, ho favored the iiotuiuuiou of lloi'iuo Greeley. In 1874 Im was elected to Congress from the Cleveland District ly a ma jority of 2,51(0 over Col R. 0 Parsons, of DeOoy.er contract fame. Mr. Payne was the first Democrat from that dis trict nod entered Col gre.s just in time to take part in tlm Tilden Hayes con test. He was Chairman of tim House Committee on tlm Electoral Vote, a strong advocate of tlm Electoral Com mission lill, and a meiuLer of tlm Coin mission itself. He was ah:o a inemlier of tlm Committee on Hanking and Cur rency and tlm author of tlm hill for the giadual resutnp:ion of specie payments, which was adopted hy tho Democratic caucus, hut was never enacted. At an informal meeting of Anti Monopolists held this day at Salem, Oregon, to consider plans for Organiz ing an Anti-Monopoly movement in the State of Oregon, Hon. M. Wilkins of Lane county, was chosen Chairman and J. GhhIoIi of Washington county, was made Secretary of tlm meeting. After tlm olject of the meeting had !ieen stated hy the Hon. T. Davidson, of Marion county, letters were read from Hon. Eu vh lloult of Linn coun ty, Hon. Roscoe Knox of Lhiio county, Dr. A. C. Ou motion a committee, consisting of Gaston and Dunhar of Washington county, and Doise and Bonham of Ma rion county, wos appointed to draw tip a statement ff the. principles of th Anti-Monopoly movement, and directed to report at tlm evening session of ths conference; after which action, the meeting took a recess for three hours. RESOLUTION'S, Upon the reassemhling of the Con' ferencn the con niittee reported resolu tions, which, after long discussion and amendments were adopted unanimously as follows: 1, Resolved, that the law of the last session of tho State Legislature 'uiown as the Mortgage Tax Law, ia juHt, and assesses mortgaged property in the locality where it properly be longs and that the assessment laws should he so amended as to prevent the making of temporary and ficticious in debtedness to offset assessed values. 2. Resolve That all grants to rail roads in this Slate, unearned according to contract should lie forfeited and re stored to the puhlic domain, for the use of actual settlers. 3. Resolved. That Congress and the Legislature of this State should enact laws to protect the people from the un just discriminations and tho oppressive exactions now levied on them by rail' road corporations. , 4. Resolv d, That whenever a per son or corporation is doing for, or aeri ously allVcting the general public, such business is subject to regulation by law. 5. Rtsnloed, That it it the duty of the Legislature of this State to pass at its next session a registry law that shall guard the ballot box and prevent illegal voting. G. Resolved, That ths duty of the citizen to the public goo.l is paramount to his duty to any political party, and that no caucus shoul J hind any citizen or legislator to vote against his con scieutious judgment; and that the cau cus system, as now practiced . in con' trolling S'ate Legislation and the M' lection of U. S. Senators is productive of fraud and bribery, and often defeat! the wishes of the people, ( 7. Resolved, That il is not proper or vafit to fleet to Congress or the State Legislature the attorneys or servants of any monopolies. 8. Resolved, That all the tariffs and taxes should lie limited to the needs of the government, State and nation, economically udministered. 9. Resolved, That we will no np port any man for the Legislature, Gov emor, Supreme Judges or Congress, who is not pledged and known to be rc liably in favor of theie principles. ORGANIZATION. Resolved, That an executive com mitteu of tive be appointed, which shall 1st directed to issue an address to the voteri of Oregon, emlodying and sup porting tho above resolutions; and w hich shall invite correspondence rom all friend of this move.nent through' out the State, and which shall have power to call a State convention of Anti-Monopolists whenever in the judg- nient of the committee such action i desirable and necessary to the success of the above principles; and which shall advise the Anti-Monopolists of the various counties that they must de termine for themselves the propriety of either nominating separate county tickets, or of supporting Ant Monopo lists on the Democratic or Republican tickets; and which shall cause to be is sued an edition of 15,000 copies of the Oregon Vidette containing the address of the committee. Messrs, Davidson, Bonham, ponbar, Knox and Gaston, were appointed aa such executive committee, and Hon T L. Davidson, of Salem, made chairman, to whom all letters, papers, and. docu ments for the committee meat bt ad-dresm-d.
