Now, the .Va dard'w considered the leading Democratic ptper in the State. It editor is allowed to he a ripe echol ar, an experienced editor and a politi cal writer of much aagacity and there fore the uttoranc of the Slumlord are looked upon as authoritative. But are the views of the Standard in har mony with other wiso thinkers on the proMem of custom dutiest I frankly admit that I am Hiiahle to atsert any thing with regard to this very knotty question. It seems to me, liowcvet, that the Standard moy have made a nistak. It seems to inn there are three kinds (I say kinds for want of a better expression) of revenuu tax, and they msy he stated thus: A duty for protection with incidental revenue; a duty for revenue with incidental protection, and a duty for revenue only. The prime object of the first would I to protect home industry at the ex pense of the consumer hy a tax on the common production of this and foreign countries, tending to prohibition, ex opting at times of unuHunt demand, and to impos t a duty on articles not produced in this country sumVient to raise the needed revenue. In the sec ond the ohject would I to raise suffi cient revenue to meet the wants of Government hy an impost duty on ar ticles shipped to this country from for digit ports, ha dixtribjted as to liore nn lightly as possible on the consumer. To illustrate. If it should he found that 2o p r cent, ad valorem w ould raise sulfide it revenue for tho needs of Government, and foreign manufact urers were taxed to that extent. Then the home producer would lie protected to the extent of 20 per cent on all he produced, "incidentally." Now, the third proposition is thai home productions shall lie even inci dentally proL tcUJ, that the- necessary revenue shall he raised hy imposing a duty on luxuries to the exclusion of necessaries. What are luxuries? They are for the most part articles that can not 1)0 produced in this oountry, proini nent among them are onirite, tea, sugar, spices, etc. IUit have tint all these articles, although deemed luxuries, In come as prime necessaries to the poor as to the rich! If there should he duty cf 100 per cent luid upon them, would not tho poor ufo just as nun.li of them as they now dot and would the Standard deprive the pour laborer of these till, ta , tail luxuries if he could t I think the tariff is a very diflicul! subject to thoroughly understand, and many who talk very learnedly alout it know no more about it than I da It would be unwiso to have a tariff the prime object of which would he protection, and it would W equally unwise to oppose a tariff everything else lieing equal, simply lieeause it did protect. Much may be said for or against almost any give t proposition in tariff reform. It seems to me the plank on the IsnlT question in the Democratio plat form of Ohio oomes as near covering (lie ground as language could, and if honestly carried into effect ought to satisfy every reasouablo man. It is as follows: "We favor a tariff f revenue, Jim I'.ed to the necessities of Uovernment, economically administered, and so ad justed in its application as to prevent unequal burdens, encourago prcductive industries at home and afford just compensation to laUr, hut not to cre ate or foster monopolies. To me that seems to be a fair t-x po sition of the ides of tariff reform. Jfow, I know that many IVmocr. On the contrary, with the ruin still falling arid tho weather wild, 'the only question now is as to how much last year's flood will he exceeded. The most alarming feature of the present situation is the rapidity of the rise. List year when the river had reached its present height, it was rising less than an inch an hour. At' noon to day the gauge shows fifty-nine feet. This is unprecedented at such a high stage and shows what a prodigious rainfall there has lieen. With last year's ex perience In-fore them merchants and manufacturers will losn much less than then, as no time is now wasted in pumping water from cellars. Every available man is employed whero wa ter may increase in placing goods on higher ground. Business is completely suspended throughout all the lower part of tho city. The Grand Central Railroad depot has been abandoned and the warehouse of Duckworth's dis tillery has been undermined and fell into the water causing a large loss.
