that the next sefeion will be. held at
Loouville, Ky., on the first Wednea-
daj of December n'xt, and the farmer
of our State are invited to aend a rep
resentation thereto. The trip is a long
and ei pensive ono and it is doubtful
about finding a suitable person or per
sons to take solely the time and ex
pease of attending the Congress. Per
haps sufficient means might bo raised
among the farmers to pay the necessary
expenses of a delegate. Perhaps some
thing might be done in that way at the
approaching Fairs, both State and
County, how soon to come ofT. But
little can be done however, without the
aid of the press of the State. Califor
nia is already moving in this matter
providing for a representation. Why
should not Oregon do the sauiet
Doubtless Got. 'Moody would take
pleasure in appointing delegates, (this
being the present mode of selecting
delegates,) so soon as the farmers of
Oregon manifest a desire to have him
do so, and his commission would b
sufficient authority on the part of any
one holding it to receive any means
raised for the purpose of defraying
pensca of dulogatcs attending this Con
gress.

TO WE FARMERS OP Till I'S'ITED STATES.
It is mado my duty to make known
to you the object of the Farmers Con
gress, and to solicit tho earnest co oper
ation of all who till tho soil.
Tho first session of the Congress was
held at St. Louis in Outoler 1881
The second session in tho same city
in Octotar 1882, and the third session
will be held at Louisville, Ky., on the
first Wednesday in December next.
Ihe association meets annually, and
Is composed of one delegate from each
Congressional district, ono from each
Territory, and ono from each State Ag
ricultural College. It is intended to be
a representative body of the farmers of
the United States.
Its object is to bring the farmers
from all sections of tho country in
common council, that they may deter
mine as to tho lest policy to protect
and advance their interests. The no
essity of a Union of American farmers
has long been felt, and the future of
this organization is looked to with the
greatest interest. The question for tho
consideration and action of the Farmers
Congress, overshadowing all others,
. whether we regard them as the num
ber of our pooplo employed, the amount
ftnd value of farm products, or the cap
ital engaged in the culture of the soil
Agriculture is now, and must ever be,
the most important interest of the
American pooplo. That it furnishes
even-eighths of tho exports of the
country is conclusive proof of this. It
has patiently borne exactions and bur
dons .to foster and build up other in
dustries, without having as other pur
suits, union and concert of action for
its own protection. x
The result of this policy on the part
of farmers has been to have only a mi
nority of farmers in most of the Leg
islatures, but few representative iu the
lower House of Congress, and one or
two in the Senate of the United
States. The Banking, Rail Road,
Manufacturing and Commercial inter
est have their paid lobbyists in evr ry
State Legislature, and at Washington
while the millions of farmers are toiling
at home to meet the taxes and bur
dens unjustly levied upon them. It i
believed" that the Farmers Congress in
which the humblest farmer can be
heard will secure that kind of onion
and active co-operation so much needed
and desired by American farmers. They
do not ask, or desire class legislation,
but they demand that the machinery of
Government shall no longer be used
for their oppression. Among other
things they want the Department of
Agriculture represented in the Presi
dent s Cabinet, and to expressed them
selves unanimously at the last session
of this body. They want the Tariff
modified and justice done the great
mass of consumers. They want the
Internal Revenue lawa repeated as in
imical in their operation too free insti
tutions, and its thousands of officials,
and informers dismissed the public ser
vice. They' want it policy inailpirated

done to every industry with no favor
itism in legislation or in the action of
the Government.
