The ordinary revenues from all s sources for the fiscal year ending June 30, 1682, amounted to the sum of (403,925,250 28, 'of which customs yielded $220,421,730 25, and internal revenue $14G,497,593 45, and the balance from various other- sources, which are enumerated at length. The total expenditures for the name period were 1257,981.439 57, leaving a sur plus revenue of $115,543,810 91. The foreign commerce of the United States durin? the pant fiscal year, in cluding imports and exports of mer chandise and specie, was as follows: Exports, $799,959,661; imports, 8767, 111,964; excess of exports over im ports, 425,902,683 which excess is less than it has been In-fore in any of the previous six years. During the year there were organ ized 171 national banks. 'Of these in s"titutions there nro now in operation 2,269, a Inrgf r nun her than ever be fore. The value of their notes in ac tual circulation on July 1, 1882, was (1324,656,458. . Referring to tho coinage of silver, the President says that during tho year ending Nov 1, 1882, there had been an increase of 26 million dollars coined, ana of tho eighty millions thus fur minted a little more than $35,000,000 are in circulation. The mass of ac cumulated coin has grown so great that tho vault room at present avail able for storage is scarcely sufficient to contain it It is not apparent why it is desirable to continue this coinage so enormous in excess of the public de mand. The President discusses the question of taxation and public revenue, and says: "For the fiscal year ending June 30, 1881, the surplus revenue amounted to $100,000,000. They have not only answered the requirements of tho sinking fund, but have afforded a large balance ap plicable to other reductions of the pub lic debt. I renew the expression of my conviction thut such rapid extin guishment of tho national indebtedness as now taking place is in no measure a cause for congratulation. U is a cause rather for serious apprehension. If it continues it must spetdily be followed by one of the evil issues so clearly set forth in the report of the secretary. Either tho surplus must lie idle in the treasury or the government will Ihi forced to buy at market rates bonds not redeemable and which, under uch circumstances, cannot fail to command an enormous premium, or the woolen revenues will lie devoted to extravagant expenditure, which, as ex perience has taught, is ever the bane of an overflowing treasury. . "Upon the showing of our financial condition at tho close of the liut fiscal year, I felt justified in recommending to Congress the abolition of all internal revenue taxes, except, those upon to bacco in its various forms and on dis tilled spirits and fermented liquors; and excepting tho special tax upon the manufacturers and dealers in such arti cles. They were pro tiptly quelled, and the quiet which has prevailed in all oihcr parts of the country has permitted each and ad dition to be made to the military forces In the region endangered by Apaches that th-re is little reason to apprehend trouble in the future, lite portions of the secretary' report which relato to ?r sea wast defense and their arm,- aniniit suggest th gravist reflections on our istin: fortitications, which are ! notoriously inadequate to the defense of the great harbor and cities for whose protection they were built. The report of tho Secretary of the Navy states the movements of the various squadrons during the year in homo and foreign waters, where officers and seamen with such ships as we pos sess have continued to illustrate the hih character and excellent discipline of the naval organization. It appears by the Secretary's report, that the available naval force of the United States consists of 37 cruisers,14 single terret monitors, built during the rebellion, and a large number of smooth lored guns and Purrott rifles, and eighty-seven rifled cannon. The cruis ing vessels should lie gradually replaced by iron or steel ships, the monitors by modern armored vessels, and iho anna nents by high power rifled guns. The reconstruction of our navy which was recommended in my last message was begun by Congress authorizing in its recent act the construction of two large armored steel vessels of :he char acter recoiiunei do I ly the late naval advisory board and subject to the final approval of a new advisory loard to le authorized as provided by that act. Methods for reviving American ship building and restoring the United States flag in the ocean carrying trade, should receive the immediate attention of Congress. We have mechanical skill and abundant material for the manufacture of modern steamships in fair coiiipetilioiiwit.h our commercial rivals. Our disadvantage in building ships is the great cost of la1or, and in higher taxes and greater interest on capital, while the ocean highways are already monopolized ly oi:r formidable competitors." A reduction in the rates of postage is recommended, al.so a national Unk rupt law. The condition of the forests of iho country is alluded to, and the Presi dent says the wasteful manner in which their destruction is taking place gives cause for serious apprehension. After discussing the, question of civil service reform, and recommending its favorable consideration '.y Congress, President Arthur concludes his mi ssaer as follows: "Tht closing year 1ms been replete with blessings for which we owe to the Civer of all qood our reverent acknowl edgement; for the uninterrupted har mony of our foreign relations; for the death of sectional animosities; for the exuberance of our harvests and the triumph of our mining and manu facturing interests; for prevalence of health; for the spread of intelligence and thn conservation of the public in terests, and for the growth cf the coun try in all el 'ments of national great ness. For thesn and countless oilier blessings wt should rejoice and be glad. I trust that under the inspiration cf tins great prosperity our counsels may oe harmonious, and the dictates or pru- enoe, patriotism, justice, and economy may lead to the adoption of measures in which Congress and the Executive may heartily unite.
