'THE EUGENE CITY GUARD. 4ATUKDAY .NOV. 4, 1832. Tbe Liw ot LlbeL In a recent suit for libel against the Ban Francisco Evening Pott, wherein the rrrdict was given (or defense, Judge Hunt (aid the law of libel holds to be innocent a statement of facts made without malice, even though it should afterward appear that some in accuracies wre contained in the-articlo. A little reflection will convince anyone that it is a natural impossibility for a newspaper to be strtotly accurate in its recor4,of passing events or statement nf fni-Ls Th mml rurpfiil rtnnor nro. bablj makes errors in statement every day, its editor, like all other men being fallible. The public demands prompt . reports of events as they occur, and the best a paper ran do is o give the most trustworthy information it can ob .tain. We like the remarks of the San Francisco Examiner on this Judge's -r. --v "The honest papor attempts to be as ,'just and impartial as possible. , It .prints nothing that it does not believe Ho lie true, and it tries to get at the f truth as closely as it can. But in the matter of arrests on criminal charges, for instances the paper most usually trust to the police for the facts. Its reporters get their information at polico headquarter generally, sometimes being -able to snpplement it from other - '-sources. No doubt very many incor wee- statements thus fand their way into Dnnt: nut. clear! v. the tianer is 'without malice in making them, and is ' only endeavoring to give the news as obtained from the persons most likely tto be familiar with tho actual facts." 80 it is in giving news of any kind. "The province of the newspaper is to give facts as they are at present known to tho publishers, not as they may bo known sometime in the future. It is t plain therefore that a paper should not suffer but should be protected in giving the news of the day without malicious purpose to misrepresent The meaning of ll Would yeu know tho moaning of the apolitical revolution which struck its first blow in Ohio .about three works tago, and will sweep through Pennsyl vania next Tuesday! It means these four things: L Reduce the expenses of every branch of the Federal Government to a basis of simplicity, economy, and lion estyl WW" a t .a . 11. a 001 inn the internal revenue .abomination! III. Make the tariff simple and national, and just sufficient to provide . ; for the wants of an honest and ocom mical Administration in time of peace! IV, No stealing, either by the Ad ministration and its agents, or by Con grrss and its employees? This is the meaning and tho purpose ' of this mighty overturn. Tha I'nmln. Tl.lnl' IFnf. "Evidence accumulates, says tho Al ibany, N. Y., Earning Journal, that this is to be another tidal year. In the smaller States, relatively affected vbut slightly by the conduct of an Ad ministration, the Republican party is as strong at the polls as ever. Rut in the three greatest states of the Union, which gave Garfield their eight-six ,t .electoral votes two years ago, the Re publican party is in an unspeakably 'bad condition. Republican papers in various parts of the country give signs f expectation that Illinois, Indiana, New York and Colorado, all Garfield States, will be submerged by the tidal wave, It is wise to be prepared for . all this. It is well to brace ourselves against the wave, and settle in advance precisely how much it will moan, and how its effects can best l turned to ad . vantage. Tbe Re? York Uulloot The letter of Grover Cleveland, the Democratic candidate for Governor of New York, has the right ring. It is the utterance of an honest and earnest man, devoted to the public welfare and sincerely seeking to inaugurate reforms. It is uhdertttood that the Stalwarts in tend to make a desperate effort to elect Folger by the tactics so successfully e m plyed in the last Presidential campaign. They will expend money lavishly, and , will seek to unduly swell their vote in certain interior counties by colonizing and purchase. There is much reason to hope, however, that these devices 'will foil, and tint Cleveland will lie electod by aWge majority a consum mation most devoutly to bfl wUhcd It 11 good citiiena. ClTt nim 1 Start Mr. Mitchell at the reception of Mr. Dolph at Salem, soid: "Twenty years ago thia month, there came to my office in Portland, ft long, lean, awkward young man, who was introduced to me as Mr. Dolph, by the Rev. Mr. (and you know I 'always had a good deal to do with ministers.) Jle was f retty ragged and pcnilnss, said he was 1 lawver and wanted work. I then had a large law practice, and had case over at Vancouver that I wanted continued, made out the propr r aflida vit and asked the young man if hi thought he could attend to it. 1 gave him $20 the first (20 gold piece he ever saw in Oregon. He attended the work satisfactorily and returned. I then took him for thrse 'months, which I was to pay his board bill as full compensation for his service, btit during the time it became necessary for me to become responsible for a sclt of clothes for him. At the end tif ' the time we went into partnership 'for year, and continued in partnership for eleven years, during which timo our relations were of the most plarsant character. That gentleman is now your U. S. Senator, and I congratulate you upon the selection of a man of so much ability and personal worth. ' The remarks of Mr. Mitchell ctjcd Cap. Humphrey to remark that k 'was, amazing liow largo a man could become from a small start Supposed Murder. About two weeks ago, Thomas Ray, a young man living a short distance alwve Scio, took his gun and went out to hunt sheep. Not returning home when ho was expected, search was in stituted for him, but without success. He was then supposed to have been drowned, but upon further investiga tion, his gun was tonnd on Thomas creek. A short distance further down his hat with four book shot through it was picked up. This immediately aroused suspicion, and returning to where tho gun lay, they discovered where a cun had been fired by some one on a knoll a short distance eff, and where tho shot had grazed a small grul in a direct line with where it is sup posed ho stood when killed. One of tho buck shot was removed from the grub and it provod to be of the same size as the ones that had passed through his hat. The body has not yet been discovered, but is supposed to be secreted either in the enwk, or some where near the spot where the hat and gun were found. The plan of shipping dressed beef to the Hast has borne good results already In N. Y. the price of beef has Wn reduced ono cent per pound, and the prospects is that when a large amount is transported prices will tumble stil more. No monopoly is more crushing than one which strikes at common arti cles of food. The Eastern butchers have combined to put beef out of the reach of tho pocrer classes. This rig orous competition by Western men will compel thorn to adopt ft different policy, and will make impossible any furthor "corners" in beef. Tub Mumlou lco ne, Portland's neatest paper, has changed hands, be ng now the property of J; F. Macln tosh, John J. Burnett, late editor of the Mercwy, and last but not least, Tho. J. Sutherland. The latter geu Hainan purchased the one-half interest of J. D. Wilcox, and will take charge the first of November. Thos. S. has made the paper interesting, but with the assistance ot Burnett we expect to sco a journal filled with first-class talent Let the good work go on. - " Local Market Report.
