Legislation is required to authorize the renewal of the charters of thene institution!, and the enactment of such legislation will give opportunities tor any amendments cf the charters which experience or in. lination may suggest, The iVino crats have already formally opposed the national banks on general princi ples; and have particularly antagonized special features of their charters. He proposes to publish in the newspaper of each county, at stated intervals, the names of tho pensioners in that UV-ality, with the amounts re ceived and the reason why the pensions were granted, which would subject the list to the scrutiny of the public, and impostor couM be eaaiir detected. Toe editor of the llmton Globe, a paper of Republican proclivities, La laUly returned from a tour in the Southern States, and this is what he iayi: "Some northern editor would have you believe that the Southerner re still unrepentant, irreconcilable reb la Go down South, with the people, behave yourself like a gentleman, and when you return, you will uo.hea.itat ing'y call thos ejitor something worse than liar. Tbe Chinese Dill The vote by which the Chinese bill u passed in the Senate should be analyzed and studied by the people of the Pacific Coast, An analysis of the same will demonstrate that the charge made in the last Presidential campaign, that the Republican party of the East was in favor of Chinese im.uigrUion, was true. They were in sympathy with the Chinese at that time, and are today. On the final volo 21 Demo crats and 7 Republicans were recorded in favor of the bill in the shape in which it passed, and 13 Republicans, 1 Democrat and 1 Independent, Dwis of Illinois, were recorded against it. Add ing to these totals the announced pairs, the showing is 30 Democrats and 7 Re publicans in the affirmative, and 23 Re- publicans, 1 Democrat and I Independ ent in the negative, leaving 14 mem lrs unuccounted for. To the credit of all the Tacieu Coast Senators it may lie said they labored strenuously privately and publicly, and to their united efforts the passage of the bill may be ascribed. Mr. Blaine, in his eulogy on Pres ident Garfield, made aome reference to the charge made against Garfield dur ing the campaign characterizing them a unjust and false. The X. Y. Sun, commenting on the aaine, says : ' Gn, Garfield may have Wen calumni ated in the heat of the campaign. Mr. ISlaine may have information of false charges brought against the Republican candidate, of which we have never heard. In that case he is historically accurate when be says that these, "un just imputations" passed unnoticed, and at the end of the campaign fell into ob livion. Dut if Mr. Blaine means that the charges based on the rvport of the Credit Mobilier investigating committee were unjust imputations, or that they have fallen into oblivion, ho misrepre sents the facta. The circumstances at tending the death of the President clos;d every accusing mouth to , every utterance save words of pity; but it did not change one letter of the record. It was on tbe motion of Mr. Blaine, Speaker of the House, that the Credit Mobilier investigation was Wgun, pros ecuted, and concluded. And if Mr. Blaine Wlieved that the verdict of the committee was an unjust imputation, he refrained from saying so at the time, and lias maintained his Wlicf in si lence from that day to this.
