Present President Dorris; Councilmen Sloan, Church, Underwood and Edris, and Recorder and Marshal Absent Councilmen Dunn and McClung, Minutes of previous meeting were read and approved. Finance committee reported favorably on he following bills aud warrants were ordered drawn on the Treasurer for the same: F.B. Dunn, 51 U; & F. Dorris, $3 50; H. Knox, j 80. On motion of Mr. Underwood, Mrs. Mo Cord was grauted the privilege of putting a crosswalk of two planks, m front of her res ideuce, under the supervision of the city marshal A petition of citizens to pat a crosswalk on Willamette street, in (rout of Thompson A Beau's office, was read, aud the petitiou re fused. The following petitions of citizens, to have Ordiuauce No. 11, passed by the council March 17, 1873, repealed, was read, aud on motion of Mr. Church, was laid on the table for one mouth: To the Honorable Common Council of Lugene City, Gkntlemex: As the laws of our citv. now in forcj, are almost prohibitory to certain kinds of business, and in consequeuce weroi naa engenuerea a retaliatory spirit on the part of the proscribed class, which is liable to involve us in litigation aud cause us much trouble, aud believing that justice should be done all classes ef citizens, we would most respectfully ask your honorable body to give ns relief from this impending trouble, by repealing the objectionable ordi nance, so as to leave the Isws as they were adopted September 11, 1876. To the Honorable Common Council of the City of Eugene: We the undersigned business men and citizens of Eugene City would respectfully call your attention to a change iu Sec No. 2, ot Title 3, by which all saloons are en tirely pioliibited from doing any business ever on Sunday. baloon men are willing to comply fully, both iu letter and spirit, with the ordinances as they were made Sept. 1 1, 1876, As you are well aware all business men are obliged in order to accommodate their customers to do more or less business on Sunday, and oy the enforcement of Sec. 2, Title a, as it uow stands, we fully believe serious injury is am to our city by driving from our mule many of those who have fa vored us with their custom; besides by en gendering a spirit 0f retaliation amoug the proscribed class, which will cause us heavy expense in litigation with no good to any one. Wo do uot tk to do a general busi ness on Sunday, but believing that all law, whether State or municipal, is made to reg ulate trade, not to annihilate trade, or busi ness, we ask that Sec. 2. Title 3. be re pealed so as to leave the law as it was made Sept 11,1876, believing that by so doiuii justice will be done to all with harm to none, aud as in, duty bound will ever pray. The young Udy has been suffering from an ovarian tu mor and it finally became nocossary to at tempt its removal. Imiorlaat Matters. we call tha attennion of those of our retders who own lands, the title to which was originally obtaitod from the government by reason ef settlements made under the old Donation law ot Sept 27, 1850, to the ue eossity of seeing that their titles bava beea perfected by the filing of the proper evidence m the Land Office, and the issue of a oertifi cat and patent fur the lauds claimed. In July hut the Register and Receiver of the U. S. Land Ollioe at this place, pursuant to instructions from the Commissioner of the General Laud Office, publish d a notice to such cltiments that they would bo given six months is which to perfect their proofs, aud failing to do that, their claims will be Leld for cancellation. Upon inquiry at the Land Office, we are informed that about eighty of these claims remain in the office for which certificates have not been issued, and in almost all of which the evidence is imperfect These claims are of long standing and should hare lieen perfected yrars ago, and it is the desire of the Government to have them settled up and closed out as speedily as possible a special agent of tho General Land Office having been sent out here for the purpose of examining the proofs and as certaining what is necessary to perfect the claims. Wo adviss all therefore to examine their titles aud ascertain i( the patent from the UnitottStates has been issued, and if not to take the steps necessary to secure its issu ance. More than a thousand patents remain iu the Laud Office undelivered through the neg ligence of claimai.ts in not calling to get tliem; all of which are liable to destruction in case the Land Office should bo burned. This matter is of interest, not only to land-owners in Douglas county, but also to those iu the couutiee of Laue and linn. Independent Telegraphic Change. A late rule of the Western Union Tele graph Company makes all telegraphic offices on the Pacific Coast half-rate offices. The half-rate system allows auy one during the day or eveuing leave a message that will be transmitted after business hours at one-half the regular rate. Returned. Judge J. J. Waltou, the re presentative to the Grand Lodge of Odd Fellows of the Uuited States from Oregon, returned Monday. Judge Walton reports a pleasaut time, and an interesting session of the Grand Lodge. The name of the Grand Lodge has been changed to the "Soverign Grand Lodge," omitting United Scutes, this making it cosmopolite in its siguillcanc.
