"A Prolcst."
The Jlerctiri hatt entered a sensi
ble protsut HgaiuHt ilm wh vsau ex
rein of the parJouinj power. From
September 2JJ I ill .March 14, 40
"pardons, ri'miMt)n. and c timiuta
tions" were grauted by Gov. Thayer.
Tho prisons gates. have been opened,
nl out ol it pons! 4Q corn ictu, or
about one fourth of in inmatas, have
in the brief tpaco tf nix month been
turned loose to again j rey upon the
community. Hardly have s iru of
them cast off their prison habiliinenl,
and stepped forth to freedom, ore the
clutehei of the oflicers are lasteneil
upon them, and they aro arraigned
for the perpetration of cr m.s mottt
feul. It is iaid that this tnjimou
reduction oftlio penitentiary inmatei
bat been made with tho view of cur
tailing the expenses of the institu
. t ion, and to make it in a measure tell
supporting. The convicts that were
dangerous or troublesome, aiil re
futed to labor, the infirm whose pliy
sicsl powers were deficient, and the
sick have been the cases upon which
executive clemency has been princi
pally bestowed. This is false icone
my; after the trials el these men have
ccst the state thousands of dollars,
and their confinement secured, the
Superintendent finds llicm unproiluc
tire, a d their release is necessitated
because the penitentiary must lie run
on in economical basis. If economy
is the Mecca towards which all in na
gemcnt oi the penitentiary must turn,
tho Governor should use his influence
with the courts of justice to turn the
tide that imcrasingly flows into that
institution. If economy inusl'be the
object thca exercise it at the fountain
lioad nnd tho Governor will bo re
lieved of the laborious woik ot writ
ing pardons, and tho pcoplu will is
enpe the costs.
The actions of Gov. Grovor in these
premises in comparison with the pres
cut incumbent, ure striking and eug
Restive. They ore conviucin that
no thought of popularity actuated
him in bis exercise f his par Ionium
prerogative. Dunn 5 tho two years
ending Nnt. 1st, 18jG, o.dr sixteen
pardons wore granted by ( lov. drover,
and of those hvo wero to boys under
age, who were released on the respon
sible parties to secure them homes.
With these farts, before us we shall
not be surprised if the new .uluiinis
tralion proilainn with flourish i,
trump Is, that tho expenses of the
penitentiary lave been r !uced, and
ll lie Goveiner contlnui s to indulge
bis propensities in this direction, the
ilato can well disp-nso with that cor
rective iris'iuition. the penitentiary.
