The testimony of Tilden himself amounts to this: thai he did not know that corrupt negotia tions for electoral votes were going on. Wo hope the Oregonian will not miitconstrue the testimony ol Tilden as given by it a few days ago, which made hlra say that ho had saw no dispatches, had not received any either in cipher or translation, knew no cipher, had no key, ttc. They are no better than Chinese sens, and perhaps not so good, sinoo per sons like his excellency never slop to inquire even whether they have souls to be saved, a solicitude they deep ly feel in the case of the Chinese, People of the l'uuifio coast, who know what the Chinese are, are tired of this Hull' and bosh.
