A Canning Subsidy Scheme. - From the 8. F. Chronicle. S?faal years ago Congreni clmr tered a company to bo Id a railway from Portland, by wy of McMinu ville, in the Willamette Valley, to Astoria. That pnrl of the route bo tween Astoria and Mcinntile is very difficult, and the company has done notb Dg on it and has lorleited the land grant. Now comes Smiator Mitchell, always Iwatchlul of tbo In terests of hi State, with a helping bill to revive the scheme and insure the completion of tho road, Ilis proposition is, not exactly to atml the company by a land grant outright, lmt to nledire the Government te the extent of tho proceeds of tho sales of nil the edd sections for the intoicst nn tho comnnnv's construction bonds. It is provided (1) that all tho oven sections shall bo open to pre emption nnd homestead settlers at 1 25 per ncre, in tracts not to exceed 160 acres for each Bottler. (2) That the Gov ernment Bhall hold and sell the odd sections to pre emption settlers at (2 50 per acre; and alter any fifty mile section of tho road s'jall have been completed for five years "the company ahull have the , rieht to do mnna a public sale of all such remain ing even sections of land (the mini mum price to be tl 25 per acre) to tho highest bidder." (3) The pro ceeds of all such sales of even sec tions, whether at $2 50 per acre to pre emptors, or by public salo to the highest bidder, to constitute a sinking fund.'whereof the Government shall bo the trustee, to liquidate tho inter est on tho compsuys bonds', (i) The United States shall not be bound to pay any greater amount than shall beroalized by said sinking land. There is no doubt that if this bill c:in bo passed it will insure tlio com pletion ol the road.
