The reason assigned for these ex treme acts of authority on the part oi the President, is that ne was concern ed in the whiskey ring and the Indian frauds, and wishes to punish the prosecutors of Belknap and Babcock. This is the motive assigned by the President's enemies; but we have too much respect for General Grant to accept it. But is he not doing all he can to confirm this terrible impres sion? Will not the country think that this silent, swift vengeance upon Dyer and tho rest is only susceptible or one explanation? Our complaint lies wiCh the Senate and the House. The President is by no means an Ir responsible officer. Ho is m much the servant of the people as Yaryan, and entitled to no more considera tion. It is the duty of the Senate, who advises with the President upon oil of his appointments, to know why these changes are mado. It is the duty of the House to protect the people against these constant aggres innn thpRA dailv exhibitions of per sonal eovernment We are tired of this manifestation of Ctesarism in the worst lorm. The Republicans in the House and Senate assume a terri bly responsibility in consenting to these tyrannical treaks. It is natural that a man so stolid and selfish as Grant should care nothing about the party. The party to him is a sucked orange, and so he treats it. The leaders must end this business, or else the lair, ausniuious campaign of Hayes will full into night, and the people will rise against him as thu only assailable representative of a Ctesarism which alarms and offends the nation. And then turning to an aid. he said, "Put these men under arrest." I remained under guard at Custer's Jmadqaarters during the whole of the retreat, and was treated most nobly ana kmaiy iy the general and all around him. I never met a man so young who to my mind bore the stamp of the hero so visibly impressed on bis countenance, and though dar ing and dreadful in a charge and in the beat oi battle almost merciless, fcil mild, gentle, kindly manner to roe when the fight was over plainly shows what a vast amount of human kindness beat beneath that brave dra- Soon's breast.
