that have subjection at all; so that con
servancy is imposnible, and a govern,
ment monopoly very difficult. Only
two courses seem possible; either to
allow speculators to make their own
bargain with the hill ruc-o as they like,
or to enforce an effective governini-nt
control.' Sir George-Campbell con
siders the latter course to be the right
one. The exports of caoutchouc,- it
appears, which njiornted to '21,000
maunds in 1871-2, fell in 1872-3 to 11,
