The corporate limits of the city were ex
tended b the last Legislature, but some
who , were thus brought in propose, to coo
test the legality of the set bnngiairthem in
against their consent. ., If under the eiten
sioo act we have the, rilit to tax one it is
our dlee'r and bounderi duty to tux all. which
has not been done this year. An issue is
now mae that lo ull probability must be
determined by the courts. I therefore bring
the matter before you that you muy take
such action in the premises as the case de
mands.
Within the 'last month conplairrts 'have
been made to me Against the Marshal for
non-performance of duty in permitting the
hoes belonging to the Mill Company to run
at large. I have Ion? since discovered I hut
it is much eas'er to And lault with an omcer
than it is to perlorm his duties. The diffi
culties of the Marshal io this case are not
well understood. While the law makes it
bis duty to take up certain animals found
ronninu at large, it also contemplates some
provision in the way of a Pound to put tbem

In order to obviate the recurrence ol this
complaint,, and meet another want greatly
felt, 1 would suggest that permission be ob
tained of the County Cnnrt to pnclose the
block fronting the jail, this enclosure to be
ued u3 a pound and also by farmers when
they come to town w;tb their wagon.. Uy
this provision we would prevent animal
from running at 'lurge and tht firmer fnin
the depredations of lit" herd nl cows that
wrm through our streets from one year's
end to soother. If we will not prevent
cows from running ut large, justice demaude

I know ol no contemplated improvements
