be held at the Court House, on Saturday
evening of this week.

L ocals .— Owing to the fact that
we, this week, give a large space in our pa­
per to legislative proceedings and New Or­
leans news, and that we are having flues put
up in our office, preparatory for winter, wo
have not had time to devote to our local col­
umn that we could wish. We will publish
the Governor’s Message next week.
The peison who “ blackmailed” Miss Sarah
Edwards to the tune of a Spanish knife, or
Stiletto, a towel from off her stand and a
pocket book with some ten or fifteen dollars
in it, will do well to return the articles to the
owner. A great reformer should practice
what he professes to teach. “ Nest-hiding’
on a table is a strong point with some “ Emi­
grants.”
G rand R affle . —We call the attention of
the public, and horse-men in particular, to
an advertisement in another column headed
“ Grand Raffle.” The horses advertised for
Raffle, are all that they are represented, and
the raffle will be a fair and just one. Here
is a chance for the lucky ones to get a good
and valuable horse for $10 currency.
C abell L edge .— Johuy Roy, fiom the Ca­
bell Ledge, came in te our city, and left at J.
W. Virtue’s Bank, over three hundred ounces
of bullion. Water has increased in the Elk
Creek district, and eight stamps are running
at the mill. There has bpen another rich
ledge discovered there.
D r . C. H. M ack has returned to our city,
from Boise City, and can be found at his of­
fice, one door south o f the Rail Road House,
where he is prepared to attend to all calls in
his line. The Dr. is a first class Dentist,
and will not let a bad job go from his hands.
John Lemon, who for two or three years
patt connected with the stage line between
this place and Umatilla, was in our city and
called on us last week. John was on Lis way
to Boise City, to take a run with the boys up
there. A pleasant time to him.

BRIGHTS DISEASE,

A large number of the citizens of
Portland assembled at the Court
House last Saturday evening in re­
sponse to a call signed by a great
number of the business men of the
city. The object of such meeting
was to express, by a series of reso­
lutions, the sentim ento!the commu­
nity relative to the construction of
the Portland. Dalles and Salt Lake
Railroad, and to urge upon the con­
sideration cf the Legislature s ich
action as is necessary to insure the
successful inauguration of the enter­
prise. Although quite large, and a
fair proportion of the taxable prop­
erty of the city was represented,
the attendance, we regret to say, was
not as large as could have been de­
sired—certainly not so numerous as
was expected.
At 8 o ’clock Judge J. H. Reed
called the meeting to order, and
nominated Chas. M. Carter, Esq.,
as Chairman.
The motion prevailed, whereupon
Mr. Carter came forward and took
the Chair.
Richard Williams, Esq., placed in
nomination Judge J. H. Woodward
as Secretary. The motion prevail­
ed.
The Chairman announced that a
statement of the objects of the meet
ing would now be in order.
Loud calls were made for col. W. W.
Chapman, in response to which that
gentleman came forward and ad­
dressed the meeting for a few min­
utes. Col. Chapman, in the course
of his remarks, gave a succinct his­
tory of the enterprise to which he
has been devoting several years of
indefatigable labor, giving an ac­
count of the present condition of the
porpect, its prospects of ultimate
success, and concluding with a
statement of the objects and purpo­
ses of the present meeting. It was
simply to induce State legislation in
favor of the enterprise and to secure
aid in that direction.
At the conclusion of Col. Chap­
man’s remarks Mr. J. H. Reed
moved that a Committee of three be
appointed to draft resolutions ex­
pressive of the sense of the meeting.
The motion prevailed and the chair
appointed as the committee Messrs.
J. H. Reed. W. W. Page and R.
Williams.

spoke for a short time, urging in the
strongest terms the construction oi
the road; asking the people to in­
voke the aid of the State in promot­
ing this important enterprise, which
is of such vital interest to Oregon,
and especially to the city of Port­
land.

Northwest, and especially so to Ore­
gon, the said road being the great
central artery connecting the North
Pacific coast with the world of com ­
merce, immigration, wealth pmd en­
terprise lying east of the Rocky
mountains seeking easy flow to our
shores to populate our couutry, and
develops the vast and varied resour­
ces, agricultural, mining, and man­
ufacturing, thereby multiplying and
enhancing the values of property
and increasing the sources of reve­
nue. And
W hereas , It is the sense of this
meeting that the Columbia river is
justly entitled to be styled the gteat
commercial artery oi the Pacific
Northwest , opening the way through
the Cascade and Coast ranges of
mountains for the products of a
country embraced by seven degrees
of latitude and eleven degrees of lon­
gitude, with unsurpassed climate,
sod and productions; and
W hereas , The enterprise of the
Portland, Dalles and Salt Lake
Railroad has progressed to a point
where, in the opinion of this meeting
the State, and every lover of the
oountrv. should put forth the best
efforts "to assure it complete success

Resolved, That the Legislature, as a

should so modify the aid heretofore
granted toward the construction of

proaches in the Southern States the
more fruitful are the subterfuges in­
vented bv the leaders of the Radical
party to control the Southern people.
The telegrams inform us that the
National Radical Republican Com­
mittee are already at work and they
have published a call for a large con­
vention to meet at A lanta, Georgia,
on the 12th day of October, “ To con­
sider the condition of the South and
to suggest reforms necessary to se­
cure perfect reconstruction in those
States.” This is the key note that
the Southern States must be again
put into the crucible of reconstruc­
t s . State elections are now coming
on. Two years hence, the Presiden­
tial election is to take place and Grant
wants a renomiDation and election.
His power is fading away in the
North and his only hope of safety is
to subdue the Southern people just
as they are rising up from the debris
of he tlate rebellion.
Negro suffrage was adopted by the
Republican party not for any par­
ticular love for the negro, but be­
cause it was necessary for the suc­
cess of their party. This was boldly
proclaimed by the leaders. The
South must now be again recon­
structed in order to perpetuate an­
other four years of tyranny on the
intelligent and law abiding people
of that section. Democratic victo­
ries have terrified the Radicals into
this last resort and the sweeping
Democratic victories that will crown
the party in October and November
will so shatter the forces of Grant
and his followers, that they will not
have the Courage in face of a strong
public opinion to try the gag law
and the damnable doctrine of recon­
struction on the Southern people.—

richest and mostextensive diggings that have
been discovered for a long time. Those
grand diggings are to be found in the Grand
Gift Concert of the Public Library of Ken­
tucky, of which he has charge, and which
takes place November 30th, at Louisville,
Ky: The four that have already taken place
were grand successes, and this, the last one,
will he the most successful of all. as it is the
largest. There will be $2.500,000, in cash,
distributed to the ticket holders. There are
only 100,000 tickets, in all. with 20,000prizes,
or one prize for every five tickets, and such
sums as the following are embraced among
the grand prizes: $250.000; $100,000; $50,000;
$25,000; $20,000,&c., &c. Application should
he made at once to Gov. Bramlette, at Lou­
isville, as there is a rush for tickets from all
parts of the country, and from Europe.
