Tht aiost substantial ind ention that the imperialistic policy ia doomed In the south wett, Is the result of the special election Wednesday, to fill the vacancy caused by the death of Mr. Bland, late congretsuian from 8th Missouri district. , TLU election waa noi an ordinary one. By consent ol both sides, the remit waa to be accepted ai a teat ol the I'&Ulppine - policy of Mr. McKinley. No other Uaue was discussed for weeks during the con test preceding election. Not only that, but recognising the significance of the resalt, large sums ol money were poured Into the district by the republican con greesional committee. The republican candidate was acknowledged to be a eood man, ol German descent, and strong " with the German vote in the district. More than that, be was given the ap pointment of Census supervisor, thus enabling him to use for campaign advan tage appointments ol a couple hundred ceas.ua enumerators to beip him win. The democratic candidate was bandi capped. The district had been repre sented tor a generation by Mr. Bland, who by his ptestig as a silver leader bad secured practically a Hie tenure of the nomination. Accordingly, when he died, democrats who tor years bad been unable to he considered for election to concrete, were impatient to make the race : and there was a bitter contest for the nomination, which lelt many of the candidates and their friends embittered. Thediatiictbasbeenof recent years democratic, by a narrow margin, and six years ago it was carried by a republican without great difficulty. The republi can papers throughout the state have bad epecial correspondents working in tne district, and with editorials and ri nanclal aid as well, have done their ut most to stcore the election of the repub lican, ssan endorsement cf the president and his Philippine policy. The demo crats stood on this simple declaration: "We are unreservedly opposed to the militarism and imperialism of President " McKinley." Conc'udin& a series of edttorUI efforts to pnll the republican candidate through to victory, the St. Louis Globe, the lead ing ad ministration organ of the west, said: "With the whole country watch ing the result of a motion to censure the president's Philippine policy, the fail ure cf a republican to go to tne polls is practically a vote for the democratic pro position to reprimand the president and surrender in Luzon." But this is practically what the re publicans decided to do. They took this as an excellent opportunity to show the president that they disapprove tot only of ti e weak and inefficient manner in which the war againet Aqainaldo has been waged, but their opposition to tak ing the hordss of Asia into assimilation and compe'.uicn with Amrrican labor era. This diitrict piled up the band someet democratic plurality It has given for many yeers . The result waa a mor tification to the republicans not only in the district, but throughout the west, who see In it clear proof that whatever ; strength expansion bad a year ago, it has none today. It was strong in Missouri, as it was generally through the west and southwest. It is fading away rapidly, and the result of this spe cial election shows it bo conclusively that republicans in Washington now ad mit the probability that this adminis tration will be forced to patch up some sort of agreement with Aquinaldo and get out of the Philippines with as much grace and dignity as circumstances will admit. It was an inference drawn from the Democrat iuregarJ to the recent expansion of the U.S. His next thought was one tbat he never would have thought, if tbe Pxsio chat had net set bis thinking apparatus to work; and tbat is, that there is a striking resemblance between his expan sion and tbat of Uncle Sam. Expansion has been the traditional policy of both for many years. Uncle Sam has been in business lor almost a century; C vikhs has been at it more than half that time; and both are more expanded than at any other period ol their traditional policy. The expansion of both was brought about ia verv much the same wit. Uncle Sam undertook the Utspano-Aoierican war in the interests ol humanity in Cu ba. C-slkbs went to Sodaville in the Interests of one homo.
