Edward Bond, of Anderson, Ind., has
retained attorneys and served notice on
the English syndicate not to pay George
Bramble, of Sleepy Eye, Minn., $5,000,
000 for the patents on a machine which
applies steam power direct. It is claim
ed that the patent brought $7,000,000.
Bond invented and patented a machine
in 1SS1, which he asserts covered all the
points in Bramble's invention. Capital
ists, however, were afraid to take hold,
and be forced himself into bankruptcy.
Sew York's 400 is getting it from all
quarters, deservedly so . In reference to
the big Martin-Bradley 8250,000 ball
Mr Henry Labonchere, editor of Truth,
remarks : "No one is a heartier admirer
of Americans than I; bntif tbeyaie
judged by Sew York society, a more cor
rupt and contemptible crew never played
their pranks before heaven. They are a

the most is deemed the leader, while the

The rotteness of politics is well illus
trated in the appointment of Lou Payn
as Superintendent of Insurance in New
York state. The World says that the
Governor fias placed a notorious, con
fessed and branded lobbyist at the head
of tho bureau having in charge the
largest and most sacred trnet ot any de
partment of the state government. He
has set to supervise the hundreds of
millions of dollars Held or controlled by
insurance companies, a defaulting offici
al, a man once indicted for perjury,
bankrupt who could not even keep his
own ill-gotten - gains, a ccrruptioniat
whose practices were condemned by a
Republican Senata committee and whose
contaminating presence was ruled off
the floor of tbe Assembly by a Republi
can Speaker. It is the most brazen de
fiance of pnblicopinion since Boss Tweed
ruled and robbed, and asked the people.

Mrs. Emma Jackson of Chicago, hat
been investigating a much discussed
subject with results acceptable to the

At tho -recent meeting of the Indian
War Veterans in Salem the following
communication, to be forwarded to con
gress, was read and adopted and signed
by all those in attendance :
"To the Congress of the United States:
"A representative meeting of the sur
vivors of the Iudiaa wars of the North
Pacific coast would represent that fifty-
one years ago when the American pop
ulation of this vast territory did not
number over twoor three thousand men,
women and children we gave to our
selves the task of protecting the rights
of the American cltiiens who lived in
this then far-off land.
"We furnished our own outfit, horse,
gun and ammunition, and those of ns
who could pledge our wheat and credit
to the provisional territorial governmen
to aid lhA ran A for whi.-.h u n were fitrht-
apog a foe that outnumbered us ten to one ;
and forty-one years ago, while our
numbers had increased somewhat, the
dissatisfaction and stubborn determin
ation of the Indian to murder (he white
settlers or drive them from the territory,
had spread to all the tribes from the
British possessions on the north to Mex
ico on the south, and from the Pacific
ocean on the west to the 'Rocky Moun
tains on the east. Ho widespread was
this Indian outbreak, and so sadden and
universal was the movement on the part
of these 50,000 or more Indians, that
hundreds of men, women and children
were murdered and scalped before we
were aroused to the danger that con
fronted us.
"Every house in two counties was
burned, except one. .The cry for help
came from all quarters. The territorial
government, as such, was without means
to help and, as in the first struggle, men
volunteered furnishing all their own
supplies and willingly went into the
field, many of them leaving their own
families cooped op in a block - house,
where nine-tenths of the people had to
live for nearly two years.
Out of the sparse population we lost
of our number about 1,800 men, women
and children.
"We cannot but feel that after what
we did, suffered and accomplished, and
after these many years waiting, while
those who came after us and endured
like suffering have been p-eferred be
fore us, that we are now entitled to a
pension as well as they.
"On behalf of the few who now sur
vive, we earnestly ask you to pass the
bill now pending in the house, to pen
sion Indian War veterans." ' .

Large quantities of gold are used in
gilding portions of exteriors of public
and private buildings. For instance if
we take the Church rf St, Isaac at St.
Petersburg, we find that it required tbe
use of two hundred and forty seven
pounds of gold to guild its five crows.
They can be seen glittering at a distance
of 27 miles.
Seven miles an hour is the camel's
limit, nor can it maintain this rate over
two hours. Its nsual speed is five miles
an hour. When a camel ia pressed be

When the joint convention met at
noon Monday Representatives Bilyeo of
Lane county was at hi deck, and as the
roll call proceeded he continued to oc
cupy the same position. When Mr Bil-
yeu's name was called, be made a few
remarks, as follows:
Mr President: I want it distinctly
understood that I am here for the par-
i
poe of assisting, if possib'e, in the or
ganization of the legislature to the end
that business may be transacted. I am
not here to aid the Benson house, for I
believe tbe temporary organisation of
tbe bocse is the tree bonse. It has been
stated in the newspapers tbat I am one
of those who are responsible for the fail
ure ot this legislature to organize. I am
here to disabuse tbe minds of the public
of any intent on my part to hold np tbe
legislature. The time has now arrived
for organization and if one is not effected
soon I shall wash ray hands of the whole
proceedings. Organisation must be
effected for tbe transaction of business
and tbe passage of laws. I have studied
the matter carefully as a lawyer, and tbe
temporary organisation, I believe, ia
sufficient for ns to proceed with for tbe
election of a United States senator.
There is nothing in tbe constitution of
tbe state on tbe subject and according to
the United States statute on the subject
ths United States senate has bald that
temporary organization is sufficient up
on which to base the election of a United
States senator. vv hen a majority of the
members elected to both houses are
present and a vote for senator at such
joint convention is taken, no power to
the universe can interfere with it. I
answer as present, but unless eomplet
organization is effected soon I will wash
my bands of the whole proceedings.
Tbe Sew York World charges that the
railroads got $10,000,000 more than tbey
were entitled to for carrying tbe mails
during 1896. Tbev padded tbe malls
when weighing time came, thus de
frauding the government. TJadecjthe
law tbe mail matter passing over a given
line is weighed every day for a month,
once in four years. Tbe result is taken
as indicating the average amount of
mail matter carried by tbe road, and tbe
company is paid for that amonnt for tbe
next four years. Tbe World charges
tbat when weighing time comes, sena
tors, congressmen and public officials
are induced to send enormous quanti
ties of mail matter under their franks,
in order to increase the showing of tbe
road. One senator had sixteen tons of
free matter sent several times back and
forth over t single line, to swell its
average on which tbe government mast
pay ezcessive rates for lour years to
come.
The Engineering Sews, of Sew York,
of Oct 8, gives an account of tbe electric
trie light plant at Johnsoc, Vt, a village
of 000 people. The total outlay for tbe
plant was $5 GOO. The charge of 10
cindle power incandescent lights is:
For first light, $3 per vear; for extra
lights in same room, $2 per year; for
lUh's in bed room, $1 per year! At
this price, after paying all expenses, in
cluding interest on bonds for tbe plant,
the village, which owns the plant, has
60 street lamps of 30 c p free, and there
was a net profit paid into the local treas
ury last year of 1431 ! From these Ag
ri res, we can arrive at the cost of a lamp.
If the town bad tbe bonds paid, so no
interest account would ba necessary, and
the town paid pro rata for its lights,
the actual cost of furnishing a 18 c p
light would be less than 50 cents a year.
A World correspondent, Mr Bcovel,
who was with tbe Cuban army, has
been arrested by tbe Spaniards, and will
be tried. ' A gentleman In Albany is per
sonally acquainted with Scovel, a bright,
enterprising young man.
The Statesman is very kind. It
promises that if tbe populists have a
rosj rity in 1899 it will not favor a hold
up by the republicans- Certainly not.
That will not be senatorial year, and
again it is to be hoped tbe populists
would be smart enough to ask f it a bal
lot for temporary speaker, as the repub
lican had a right to do this time; but
were too sleepy to do.
A man in Sew York citv as a rebuke to

florist's window, and then waited to be
arrested.

The state printing office should be

A bill has been introduced in the sen
ate making the salting of mines a crime.
It is all right. Such frauds per ae are
the worst kind of crimes.
A bill has been introduced regulating
the clerk evil. That is tbe only thing
that will regulate it, so long as men like
Rev. Driver am sent to the senate. The
present senate has 67, where Ute actual
need is not over ten.
"You're done np. Senator; I'll fight
too till the resurrection," was Elder
Bark ley's cordial greeting to Senator
Mitchell, who shook hands with him in
the lobby this forenoon. Mitchell turned
white and the crowd had a good laugh.

was to continue. Candidly, it is time
for it to stop. Let tbe members elected

ations. The precedent is not a good
one, as satisfactory as it may be to see
Mr. Mitchell's colors lowered.

developments concerning the consideration
of the arbitration treaty by the senate in
executive session today were the offering of
an amendment by Morgan of Alabama,
providing for the abrogation of the Clay-
ton-Uulwer treaty, and the speech by the
same senator in favor of this proposition.
Morgan declared that the conditions which
called for the Clnjton-Bulwer treaty bod
