Who is Right? -
Some day ago an Albany correspondent
wrote the Oregonian saying that free-il-yer
men claim that by the so-called demon
etization of silver in February 1873 silver
dollars were robbed of their legal tender
nee i.i any turn over $5, bat that the legal
tender value was made good by the Bland
act of 1878. The correspondent disagreed
with these free silver men and claimed that
silver dollars have always been recognized
as full legal tender by law in the United
States. Tne Oregonian said the corres
pondent was right. Then some of these
free silver men, after reading the Oregoni
an's reply, called the attention of the cor
respondent to section 3586 of the revised
statutes of the United States, 1873 and
1S74, which reads as follows: "All sil
ver coins of tlie United States shall be a
legal tender at their nominal value in
sums not to exceed $5 in one payment."
Act February 12, 1873. The Oregonian 's
attention was called to this by the corres
pondent whereupon that paper admonishes
the correspondent that he Is right ani to
stand firm and not let financial quacks con
fuse his mind with their ignorant assur
ance and pretended knowledge. The Ore
gonian then adds: "The silver dollar was
not a coin of the United States when the
statu'e you, (the correspondent,) quote was
passed. None had been minted for many
years. The silver coins of the United
States at that time are enumerated in title
37 section S513 of the same volume. They
were the trade dollar, (coined for the Chi
nese trade,) the half dollar, the' quarter

physician called to assure himself that all
was well and to make sure disinfection had
been thorough. The mother of the child
had listened to the instructions with one

sulphur and sprinkled tne floor with cop
peras and carbolic, and washed the walls
with borax, and had the maid put all the
bedding in the tub, and aired the blankets,
and shook the rugs, and spilled some cam
phor over the mattress, and gave the chil
dren a good scrubbing with ammonia in the
water. But Dick doesn't seem to feel quite
so well today, and Nellie is drooping."
The doctor listened aghast at this lingo
of disinfection. Poor Dick took cold and
was very ill, and Nellie seriously demon
strated her mother's perfect knowledge of
"how to disinfect."
The use of half a dosen disinfectants at
once shows ignorance at the outset. Few
chemicals are valuable as disinfectan's,
and of these only such are worth anything
as are intelligently applied. Some persons
think anything with an odor is sufficient.
Quite the contrary. Corrosive sublimate,
one of the best for killing microbes, his
little or no odor. Sulphur is only reliable
when its fumes are very e'rong and th?y
permeate every fiber of material and every
creyice of an infected room or lis furniture.
Three pounds of powdered sulphur are nec
essary thoroughly to fumigate an ordinary
sited room. Every crevice should be tight
ly eloped, and any draperies which are not
taken down before the cat e progressed
should be spread out over a temporary lime
or on chain. The fumes shou'd reach the
remotest part ot whatever is In the room
to 5 applies. The Oregonian is guilty
of doing the very thing which it seemed
to fear the silver quacks would do. It has,
whether intentionally cr otherwise, eon
fused the mind of its co respondent.
It says the silver dollar was not a coin
of the United States when the statute you,
(the correspondent,) quote was passed.
We can not conceive what led that paper
to make such a statement. The truth is
that congress passed a law in 1792 pro
Tiding for the coinage of a legal tender
e'lver dollar. This law,' with some modi
fications, remained in full force until 1S73,
when congress repealed that part of the
law providing for the coinage of the legal
tender dollar. Under this law from 1793
to 1805 there were coined 1,433,517 of these
dollars. It was then that President Jef
ferson suspended the coinage of the silver
dollar for the reason, (as stated in a letter
written by James Madison, who was then
Secretary of State to the Director of the
mint at Philadelphia,) ' that considerable
purchases have been made of dollars coin
ed at the mint for the purpose of export
ing them, and as it is probable further
purchases and expo nations will be made,
the President directs that all silver to be
coined at the mint sha'l be of small de
nominations, so that the value of the larg
est piece shall not exceed half a dollar.

and when the least suspicion of serious-
trouble is present there should be no hesi
tation in secluding the patient until posi
tive diagnosis can be obtained.

simply an advertising dodge. .
The Ashland Record is to blame for the

great jurist of Portland, was in court at
Jacksonville this session. Judge Bronaugh
is a very intellectual and respected Chris
tian citizen, who interprets the calamities
befalling the people of late as in line with
the destruction of the earth and the second
comicg of Christ within the next seven
years. Be has contributed a number of
very able and clear articles on that theme
to current literature, and belongs to that
sect in Portland, ludge Bronaugh is also
very wealthy in this world s goods. At
one of their meetings a poor devil in the
denomination roasted the judge s unchris
tian like, attitude in holding so much
property while countless millions were
starving. The judge was fatten bacsr, but
said he would look up the scriptures and

The following statement !s authorized for

A Spanish Pretender.
- -The most interesting of the Spanish pre
tenders is not Don Carlos, but a man whose
name is seldom mentioned outside the Ibe
rian peninsula. He is the duke of iledlna
Cell, chief defender of the faith, fourteen-
fold grandee of Spain, first of all Castiliaa
knights and direct descondant of Ferdi
nand and Isabella. For him and his faml
1 the race of Bourbon-Anjou, who now
rule Spain, are nothing more than usurp
ers. As often as a new king of Spain is

his youth. His intemperance was rather

WAhiiiNGTOx, Pec. 18. Senator Dolph
has introduced an amendment to the
sundry civil bill, providing an appropri
ation of $lo0,000 lor the Portland public
building, with the further provision that
the Bwrotary of the treasury may con
tract for the completion ot the building.
The senator nays this amendment will be
favorably reported from the committti
on public buildings and grounds, which
will give the amendment a parliamenta
ry status. I t will then be incorporated
in the appropriation bill.

Jacasosvtujt, Or., Dec. 18. The mo
tion for a new trial and arrest of judg
ment in the Howe embezxlement caae,
from Klamath county, argued yesterday
and taken under advisement, was over
ruled this morning. Tbe judge sentenc
ed him to nine years in the penitentiary
and to pay a tine of $16,000. The case
will be apjaled to the supreme court.

Philadelphia, Dec. 13. The case cf
the Central Transportation Company
against I ho Pullman Palaca Car Com
pany, which has been in litigation for
nine years, was decided in favor of tLe
transportation company this afternoon
in tbe United Sutes circuit court. Tbe
