Monroe town ship, last night. James Needles and Frank Lewis quarreled and started to fight. Lewis drew a razor and slashed Needles across the face, cutting his nose in two. The secretary of war today submitted to congress a number of reports from engineers who had made examinations of different rivers and har bor, as to tbe feasibility of their improve -ments by the general government.
