The supreme court ot the United State
It to be given an opportunity tn decide
whether Speaker Kecd't new method ol
counting quorum I conkiltutlonnl or not.
The democratic leader have mapped out
program with that end upeclally In
view, Mr J O Pendleton of the flr.t dlt

by the votet of lett than the majority of
the House, which It a constitutional
quorum, proposes to claim lilt salary at a
member ol the House of Kvprescnatlvcs,
and II the Treasury oftlcUls refuses tc pty
him and they will he will enter suit for
it In the court ot claims ant' appeal It from
there, If decided ngaltmt him, 'to the su
preme court. And If the republican,
show any dl.po.klon to delay the case In
either court he will sue out a mandamus
to stop the Treasury officials from paying
the salary ot the man who has been Illegal
ly given the teat belonging to htm. It is
well that I his question Is to be lcg.l'y dc
cldcd, and the sooner the decision can be
gotten the better.
How circumstances alter cases was
never made plainer than by the actions of
the election committee, ot the two Houses
ol Congress, In the llouie where the re
publicans need every vote they can get
there ha been an Indecent ha.te In report
Ing contested election case, while In the
Senate where no votes are needed there Is
a dignified leisure In the way contests are
treated. On the 1 5th of Febt uery the evl
dence was all taken and the arguments
heard In the Montana Senatorial contest.
Saturday Mar. t, the comrr.lltee met and
appointed a sub-committee to collate the
facts to be reported at the next meeting,
which will be next Saturday. j
'Governor Thompson, the democratic
civil service commUsloner, Is the only one
ot the trio that has not been smirched by
the Investigation now In progress. Lyman
hat been convicted of fa voil'L.Tt ot the
worst kind In having promoted his
brother-in-law alter he had acknowledged
that he had stolen examination papers
from the office for a party who was seek
ing promotion, and now Roosevelt, the
high priest ol the "I am better than you"
element In politics, Is convicted ol hating
deceived the Secretary ot Warl.i ord:r to

deceived the Poit-ma.tcr General and the
Superintendent ot the Census In order to

man who had perjured himself In order to
help Roosevelt make a report against tha
post-master at Mllwakee.

At soon as this is determined upon the bill
will be reported to the House and there It
little or no doubt ol I'. being promptly
passed by the House. The doubtful part
ol the bu.lnesa will be reached tn the Sen
ate. A New York Syndicate, ol which D O
Mills, the father i i law ot Wl.lte'.aw Rled,
editor ot the Trihtn and ex-Senator Tom
Plaltt, the republican boss, are leading
member, has been awarded, by Secretary
Windom, the execluslve right to catch
seals Ir. Alaskan water for twenty tears
from the first ol next May, This I a com
bination ol politic and business that is
quite characteristic ol the republican
party.
Mr. Blaine I as became odigu.ted with
the administration that he refuse to see
any applicants for office even In hi own
department; he turn them over to one of
ihe aatlstaat Secretaries of State.
Assistant Postmaster General Clarkson

The questktn ot o railroad to South A
merlca ha been much talked about since
the Pan-American Congreit adopted reso
lutions reccommendlng the appointment
of a commission to go over the proposed
route and report a to its feasibility etc. A
joint resolution has been introduced in the
Hsuae, by Mr. Buckalew, authorizing the
President to uppolnt suitable parties to ex
amine and report on the advisability of a
railroad to South America.

Tbe JoutH'ii it happy to find that what it
hat advoca'.ed is lo be adopted by congress.
The republicans of the Yays and Means com
mittee of the bouse have decided to admit raw
sugsr free of duty and offer a bounty for the
production of domestic sugar, 1 he high tariff
on 'uptr, although retained for many years
with the idea of encooraging the production of
sugsr in the Untied states, never accomplished
that object. Salem Jont ml.
On tbe contrary, the Democrat would re.
gret very much to tee the republican sugar
scheme carried out. The preceden. would be
demoralizing and hurtful. There ate reasons
for putting sugar on the free " list, but none
whatever for giving a bounty to home pro
ducers. If, under ver" high duty, which, for
years, hat been levied upoe suju, there hat
been no tuch increase in the production as
would justify the hope that the whole people
of the country could he supplied with the home
product, then bow could any one hope that
under a bounty of two cents the industry could
be further developed here when raw sugar is
admitted free of duty.

Urrrns-Q Kvkn. Farmer, as a clawi.are
supposed to be noted for ttieir honesty,
and we believe that generally the sup
position is correct but there is a certain
class of dMioncsly so insidious that spe
cial care should be taken against it. The
editor happened to lie in a certain store
in Ililhtlioro the other day w hen a farmer
whom we have known for years and in
whose honesty we have every confidence,
came in with butter to sell. The mer
chant thought the rolls looked small.and
upon weighing them it was found they
weighed but a pound and three-quarters
each, iiiHtcad 01 two jKjunds. It was then
evident that moulds had been used that
would not hold two pounds of butter.
We believe that if there Is not there
should be a law agaiiixt selling short
weight rolls of butter, The rolls are sup
posed to weigh two pounds each and
whenever they do not the purchaser is
swindled. The Grange could not do bet
ter work for tliu farmers than to take this
matter up and see that it is reformed.
The farmers as a chuts cannot afford to
loose theirhonesty. Ilillsboro Democrat.

TUB MAX ABOUT TOWN.
Marsh Aubrev arrived from Webfoot on
Tueadajr of this" week. Marsh says he
thinks now than he ever did of the
land of big red apples.
The above is from a Prineviile paper
and we give it as a specimen of peculiar
taste ; yet it is the kind ol items one sees

On asking the price ot some apples the
Man About Town was told 7 cents a
nou ml. How much would that make
bushel. Yon are wrong, it would only
make about $2.80. Now, a bushel in the
spring only weighs almut 40 poatnis ; in
the summer about 60 pounds. In this
land of mi annles that is a good price :
but being as scarce as diamonds of course
is the cause.
Albany has a board of trade. Support
it, electrify it, wake it dance.and Albany
will be electrified. As in all such bodies,
though, the memliers should make up
the r ntlntls that a few members will have
to do the work while the Board as a whole
foots the bill. Like a fire company a
great many of the memliers are sidewalk
ers, but all the same asefulones, for their
pocket book are ojen,
, Circuit Court seems to be a place where
men get even with each other. Many
cases are brought from what is sometimes
erroneously called principle, men being
willing to pay "heaps" to show a neigh
bor tbat tney ao not propose to oe run
over,and sometimes how assiduously one
wan will follow another, often for life.
Br Mistake. A letter addressed to a
certain Albany lady, on being opened waa
found to be meant for some one else. In
tact a little investigation showed it to be
a clandestine correspondence between an
Albany married woman, receiving letter
under a fictitious name and a man, probab
ly a drummer, writing from Spokane Fall.
Arrangement were made for a meeting
in Portland. Better stay at home.
