"Sec. 14. That hereafter no state court or
court of the United States ahall admit Chi
nese to citiaenship and all laws in conflict
with this act are hereby repealed."
Such was one of the provisions of the
Chinese restriction bill introduced by Mr.
Page of California. At every one w ho
was conversant with the public events of
that day knowa,Chinese were being admit
ted to cltUenshlp and made voters in Mass
achusetts, Pennsylvania and several other
states. This provision was inserted in the
bill to prevent the courts from making any
further voters from among the Mongolians.
A motion was made to strike out this sec
tion. If this motion had prevailed of
course the courts would go on making ci
tizens and voters of the Chinese. Mr. Har
rison voted for this motkn,thus voting for
Chinese citiaenship. There is no escaping
or dodging this record. (See Concession
al Record, 47th Congress, Vol. 13, part 4,
page 364.)
Genereal Ben Harrison's argument for
the Republican policy of extracting all the
revenues from the wages of labor by laying
taxes on the workingman's clothes and oth
er necesarks, instead of laying them on the
Incomes of millionaries monopolies and
toll-taking corporations, is thus quoted from
one of his speeches by one of his support
ers : "I canr.ot find myself in sympathy
with this demand for cheaper coats, which
seems to me necessarily to involve a cheip
er man under the coat." General Harri
son's theory is that labor is elevated and
benefited by indirectly taxing its wages,
but every tax on the income of the invest
ed capital of the multi-millionaires, who
have to go to Europe to spend their sur
plus, he denounced and opposes as confis
cation or communism.
The Democrat has been instrumental
in increasing the democratic vote in North
Carolina by one this fall, if providence or
some other unavoidable circumstance shall
not intervene. A gentleman who came
from that state about two years ago and
settled near this city, and who is a constant
reader of this papcr,sent a copy to a friend
In the old North state who, all his life, has
refused to vote at any election. After
wards one of the family here wrote to the
friend in North Carolina asking him how
he liked the DaMocRAT.when he replied in
his return letter that he was much pleased,
and that through its influence he had been
led to the conclusion to vote for Cleveland
and Thurman this fail. That man's vote
might save the state to Cleveland or some
democratic candidate for Congress. Who
knows ?
The adoption by the Republicans of the
Americans flag, in handkerchief form' as a
set-off for the old bandana, may be resent
ed, and with good effect. Already you
may hear the celebrated order of General
Dix paraphrased and the use of the Stars
and Stripes as a handkerchief reprobated
in the words : If any man dares to blow
his nose on the American flag, smash him
on the snoot." It is not elegant language,
but indicates a readiness to defend the use
of the bandana and check the use of the
American flag for a similar purpose.
I shall assume that the arguments al
ready made at this session and at previous
sessions have convinced the oenate that a
limit ought to be placed upon the migration
of Chinese to the United States if. indeed,
that migration ought not to be stopped al
together. Allen G. Thurman, 45th Con
gress. Compare that sentiment with the entire
record of Harrison on the Chinese question
and then say which of the two deserves the
votes of labor people on this coast.
Just by way of practice te Republican
organs are claiming everything for Harri
son and Morton, while the Democratic or
gans are demonstrating to a certainty the
re-election of Cleveland by magnificent
majorities. Of course they do not deceive
themselves and they do not deceive their
readers. Every campaign horn-blower in
the land knows that the election will be de
cided by the vote of four States New
York, New Jersey, Indiana and Conncti
cut and anv estimate of the result now is
mere speculation.

The above is the republican platform
adopted at Chicago touching the tariff nnd
aurplus question's. It Is well that it should
be thoroughly analyzed by every voter,
and all Its meaning held up before the pub
lic. In order to do this, It is proper that
ou" revenue system should be first exp'ain-
ed.in general terms, at least. Nearly all
the taxes collected by the general govern
mcntcome from two aources.namcly.dutlcs
on imports and Internal revenue taxes.
Duties on Imports are taxes laid and col
lected upon goods imported Into this coun
try from a foreign country, and internal
revenue taxes are laxes laid upon tobacco
and whisky produced in thlscountry.Krom
these sources there was money enough col
lected during the fiscal year ended June
30th, 1888, to pay all the current expenses
of.and just demands against.the government
and then leave a surplus of ninety-seven
millions besides. The urplus for the year
ended June 30x11,1887, was fifty-five million,
thus producing a surplus in the two years
of-one hundred and fifty two millions dol
lars. On all sides,both by republicans and
democrats, it is agreed that something
should be done to prevent this accumulation
of money In the treasury. "Such accumu
lation of money into the trcasury.there to
lie idle, Is a direct and needless damage to
the business and labor men ot the country.
Thus far republicans and democrats are
agreed. But antagonistic differences at
once arise when the two parties begin to
suggest a way to reduce the surplus. The
democrats would reduce the war taxes on
the necessaries of life, such articles of food
and clothing as the poor as well as the rich
must have to sustain life. The republicans
would remove the tax from tobacco and
whisky alone in order to make the reduc
tion. The democrats would rMuce tariff
taxes and make clothing and food cheap.
The republicans would repeat the tax on
whisky and make that cheap. The demo
crats would reduce the tax on the wisher
woman's shawl and the republicans would
remove the tax from the millionaire's whis
ky and wine. The republicans utterly re
fuse to remove the tax from a single article
of clothing but would mat e whisky free.
This then is the issue : The dcm'oc rats
offer the country cheap clothing and food
and taxed whisky. The republicans offer
the country highly taxed clothing ami food
and free whisky." This is the luc and
t here is no dodging it.
