reversing the decision of a lower court,
wherein a judgment was granted to a man
who sued on a contract he made for doing
lobby work in the legislature to defeat un
favorable legislation against the use of fish
wheels In the capture of salmon. The'
decision was rende red by Judge Strahan,
and is said to be able and exhaustive. The
decision concludes as follows :
"Such contracts as the one sued on are
always closely and rigidly scrutinized by
the courts when sougnt to oe enxorcea.
Nothing wrong may have been intended
in this particular case.nor was it necessary.
If the terms of the contract required any
services to be rendered, or if the party
emoloved in furtherance of the general
ourooses of his employment, rendered or
designed to render any services, either to
cause or prevent any legislative action,
otherwise than by publicly presenting the
subject before the legislature or some of
its committees,such contract cannot be en
forced in this state. It followsfrom the
views expressed that the judgment of the
ftotirt below must be reversed, and a new
trial awarded."

paper says "a charge has been laid at the
door of the State Fair managers that the
entire machine is made snbservient to the
plans of a certain political ring, and that
no one is given any employment or place
of any kind who cannot stand In to advan
tage. It has been a noticeable fact that
the entire force is made up of republicans,
and that most of them are supposed te be
effective workers in conventions or at the
polls. There will be a "kick" on the part
of many prominent democrats when the
question of further aid from the state
comes before the next legislature. While

made a party machine and it is hoped that
future legislation will adjust the matter in
proper shape."
