State or ObeuoM.Exbcltive Depart J mknt, Salem, Sept. lit, 1W7. ) By the authority retted in me by the leg islative assembly of the state of Oregon, I, Sylvester Pcnnover, Governor, 60 hereby submit to the legal voters of the state, at a asocial election hereby called to be held on Tuesday succeeding the first Monday in November, 1007, the following proposed amendments to the ttate constitution. riRST PROHIBITION AMENDMENT. Section i. The manufacture, salc.or the giving away, Or the offering to tell or give away, or the keeping for sale, of any spirit uous, vinous, malt, distilled, fermented, or any intoxicating liquors whatever, is prohib ited in this state, except for medicinal .scien tific, or mechanical purposes. Section 3. The legislative assembly shall provide by law in what manner, by whom, and at what place such liquors, or any of them, shall be manufactured or sold.or kept for sale for medicinal,scientif)c or mechanical purposes. Section 3. This amendment shall take effect and be in full force in six months from the date of its ratification by the elec tors. Section 4. The legislative assembly shall without delay pats all necessary laws with sufficient penalties necessary to enforce I his amendment. SECOND AMENDMENT TO SALAB1BS OF STATE OKFICBBS. Article Mil. Section t. The Governor, Secretary of State, Treasurer of State, Judge of the Su preme Court, and all other state officers of this state shall receive an annual salary of such sum as the legislative assembly shall hereafter by law for each of such officers provide ; provided.that when the legislative assembly shall have by law fixed the salary of anv such officer, such salary shall neither be increased nor diminished during the term for which the incumbent of such office shall have been elected or appointed. He placed a num ber of piece of woolen yarn red, yellow, purple, and gray in colornear a tree in which a pair of Baltimore orioles were building a nest. The pieces of yarn were all exactly alike except in color. There was an equal number of each color, and the red and yellow were placed on the top. The birds chose only the gray pieces, put ting in a purple and blue ones when the nest was nearly finished. A young New York broker fell in love with a country girl while summering here but the mother, who seems to have been a sort of he dragon, objected to ihc suit.
