She gemactat. MA IIT. V. BROWN, EDITOR. FRIDAY FEBRUARY 11 1861. h VITOK SLITI.K 4XI THJ. TKKAT1. A Into- pn Ml dispatch from "SVasliing toa states tbat Senator Slater, of Ore gon, is of the opinion that the new Chinese emigration treaty will not prove the boon that is anticipated, lie bcHoves that the proper construction was never placed ujkui the Huilingame treaty, and that it Mr. Seward Bsd lived the people of the Tacilic States would uomt have l-een ovenun. as they have Wen, bf the Caiaeee, His objection to the new treaty is that it dots not define with sullieient strict ness what subjects of China shall la? permitted to enter the United States. Mr. Slater dees not understand how the Um!ed States authorities can tell what subjects of Qua who come to this country intend to become mer. chants or to travel. Their dcelarations are. in his cstinmtien. cf little alue. Mr. Slater says that while the new treaty and legislation which may be en acted in pursuance thereof may pre vent immigration for a few years, the Chinese will find meaus in tho end to enter tho country and pursue the avo cations of labor. There is nothing in the treaty v.kich will enable the Gov ernment to reiauv- the laborcis who are already in the country It is probable fioru this tiiat Senator Slater will either favor a radical amend ment to the treaty or oppose its ratiG cation altogether a position which the Pacific cast representatives will most generally adopt- AS Hf KXrSCTKD Washington dispatches of the SOtll ult. state that Prof. Rodgers, if the U. S. coast survey, has it Last made a re port on the matter of the selection of a breakwater and har'oorof refuge some where on the Northern Pacific coast between San Francisco and the Straits of Faca, and that lie has reported in favor of Ts faudad liay, California. Of course this is what might have been expected. Our sister State is in a position to manage these things, and she does it well. While Oregon was pitching in peH mell for every place every little inlet that indented our coast vociferously iireing its "claims" to tiiis grc.it enterprise, and fighting and brawling over it like Kilkenny cats, Califorcians concentrated their efTbrts on one eligible point, radjMl iL Port OrfoTl, -witb hr expected ap propriation 0 . 00, and Cajc Gregory, with her strong "claims," and Cape Foul weather with her "elligibiH- ty," ere all ignored, while Prof. L blandly "has the honor to sub mit to the board of engineer! his conclusions ia favor of Trinidad Bey, as bein" the most suitable location fur harbor cCrt.fuge on the Pacific coast, eesta of the Slraits of Fuca .'" t:s.li?:oos-. BTATie.v & vrtuiiiingtoa uispatc-n ot recent date says Congressman WhUeaker, of Oregon, will move an amendment to the sundry civil appropriation bill in tie House asking an appropriation of $15,000 for the construction of a signal station on Tillamook rock, near the mouth of the Columbia river. The conection by cab!; with the Astoria es tablishment of this station is recom saesded by tlie Chief .Signal Officer and the Secretary of War. Senator Slater will urge tho adoption of the amend ment in the .Senate. Should the signal Station be established ther, tho. entire Pacific coast would receive early infor mation of the arrival ef incoming .steamer.-. A later dispatch states thut the Sec retary cf Wax has sent to the Mouse of Kepre.-eittatives a comnfinication en dorsing the estimate nads by General Ilszen, chief ugrjftl officer, for an ajv profriation of $15fi00 for the MHtstrotV tion of a telegraph line from Astoria to Tillamook rock ; $20,006 to construct a line from Port Tewneend to Cape Flat tery, and 20,000 to purchase the Cbejenae and IJlack Hills telegraph KKwayaran caxxcac Last wedks Albany llcratd contained the diewdttUoa notice of Messrs. Pottin gr h Parnes the latter gentleman re tiring and the former becoming sole proprietor. The paper came out on the "half shell' and from the way its editorial leader talked about havin" shaken oil' an "incubus" "an having re lie re 1 itself of its "hanoy-cap," wo would judge the separation of 'our jour nalistic brethren was not of the most affectionate and gushing nature. We are informed that our young legal friend, Mr. C. E. Wolverton, is to be come editor of the paper, and we cor dially extend to him our fraternal "phist." DBcassnos bxbcts. Last Wednesday the two houses of Congress met in joint convention and counted the electoral vote, and Garfield and Arthur were declared elected re ceiving 214 votes to Hancock and Enjr lish's loo. The proceedings were merely formal, and although there was a bic crowd of hangers-on present no excite ment prevailed. Hayes has demanded and drawn his salary in advance of the appropriation. What a hog ! But it is characteristic of ' men who will steal the Presidency. enr. ru r aboit ianiavriov We noticed by tho dispatches the other day that K.irl IVilVerin and Other Boyish leaders are still urging Irish immigration to the Nee World, and this with a persist eney that savors more of exile or banishment than of a friendly move in favor of the BOO, downtrodden Inhabitants, of lain. Doubtless these LSngliah landlord of Irish soil bsliere this tho best' way ta settle tho strifes between the crown and the Irish subjects. It seems in deed hard thnt these people should b driven away from the land where their ancestors have lived for centuries, and eomjwdled to seek homes across a wide ocean, to satisfy the rapacity of her op niiBBfsTl Yet we of America rarely cannot object to this. Our count ry lias profited greatly in the past by Irish and other foreign immigration, and there is no reason to believe that it will not do so in tho future. In this connection pethepS MM facts shout immigration iuhv not be un- Uktefeating to tho readan of the Demo ci at . A careful estimate of the number of foreign pafSOBS who have come to nettle tn the United States sittCS they became an iudeiaMident nation places tho iiguie as high as eleven uiilii 'Us. As the tee ords have been pretty correctly kept for sixty years, and the wholo iiuuiWr of immigrants prior to 1830 is SOU mated at but :'.7S,;(H, the above figure is doubtless not at sJl exaggerated. The bulk of these are f Geiman ami Inh origin, but of late years many other na tions have combim-d to swell the vast total. For the year ending Jan. 30,1880, immigrants from England and Sjot land have exceeded in number those from Ireland, while the number cum ins to us from Sweden and Norway have about oqoalied then, but Canada has contributed far more than any oth er country, while Germany comes m a good second, and tho immigration frew the rest of continental Kc.rope is epual to that from Ireland, or the u ited kingdoms of Sweden and Norway. ut of 3,906,985 immigrants whose dcottna- tion was recorded, forty one j-er cent, were absorbed by the S.ate of New York, thirty-two jer santi went to the Western States, New Kngland and the other Middle States took twenty three per cent., while the remaining four per cent, were scattered between the Pacific States and Territorial and the Southern States. It is likely that ere long the systematic and liberal efforts of the State ot Texas, will result iu securing State so largo a share of foieign immi gration as to greatly change thwe pro ovftions. I; is worthv of note that Utah took iu i",3i", being nearly bix times as many as all the other Territo rial combined, of which it is more than probable the greater jortin were con verts to II or monism. It has been estimated by some that of our present population of 50,000,000 one-fifth ia oOBpHsed of foreigner, but this scarcely tallies with the immigra tion lecjrds given above, for of the total number of 1 1 ,;OO,O0O a very large jortion can no longer be living. On the other hand, if tho term foreign ers is meant to include not only per sons born on foreign soil, bat their im mediate descendants, the estimate of one-fifth, or 10,000,000, is far too small, and present indications are that immigration, for some vcars to come, at least, will rontinnri to rapidly in- crease. The imjortance of immigration to J the material interests of this country is too great not tO make the subject one of the deeeKt interest to every Ameri can citizen. It amounts in reality to the transfer of a vast iinioi;::' of w ealth from Kurope to our own country, not only, in money, f.,r it has been esti mated on goo I authority that immi grants bring with them an average of not less than 8100 for each individual, but in producing jKjwer. How long Kurope can .stand this ter rible drain remains to be seen ; in the meantime America' vast territory ab sorbs them without difficulty, and ap parently very much to the benefit both of thamserres and the country. a m ;u i ..'!.-1 1 ; . That freadfo cuss who was last year ongsged in tke marvelous business of extracting gold from water in Califor nia, has tinally been completely smoked out and his methods exposed at Chica go, where he swindled a party of gulls out of about 812,000. His plan was to "salt" ore with chloride of gold and have the assayers in Chicago value the lump. The mines were near Salt Lake and Little flock, Ark. lie would al low investigators to select any lump of porous rock they wished, ami when it was taken to their rooms he would get in with false keys and dose tho ore with tho solution of gold. He also operated in bogus oil wells in Wisconsin. V IM 13I.K PVB. I0 4.
