Being only a sojourner iu Oregon, if I had
not already in letter to ths San Fraueisco
Bulletin, and in another to the Corvallis Ca
&tte. said a great deal and said it very posi
tively, in favor of Yaijuina Bay as au outlet
for the commerce of Central Oregon, I do not
know that I would feel called upon to rise to
a) (tiestioa of privilege on this occasion. But
the fact is I pride myself upon the careful
atteution I pay to the sUtemeuts I make
public in my capacity as newspaper corres
pondent. Except in the case of one laud
speculation in Southern California, with re
gard to which the most astute were deceived,
I do not recall any prediction I have ever
made cencerning the value of any ' locality
which uluseiutent events have not fully yeri
tied. "
With regard to what I have already said
about Yannina Bay I am of the same opiuion
still.
It was therefore with no small surprise that
I read the following extraordinary statement
which was recently tired across the continent
by the aid of the telegraph. A dispatch to
the K. F. Chronicle of the Uth inst says:

Kay, Oregon, transmitted to the senate a let
ter from Gen. Wright, chief of engineers,
submitting a copy of a letter from Iieut. CoL
C. S. Stewart senior member of the board of
engineers of the I'acitio coast, and also a re
port of George W. Wood upon the survey ol
the bay, dated Nov. 23, ls7. Front au es
amiuatiun of these it is found that a bar ob
structs the entrance which is not fixed in po
sition, but is rapidly movable within a rather
wide limit. CoL Stewart states that the
material of which it is composed shifts back
and forth under varying forces which act
upon it. Its outflow from the bay is not suf
ficient to keep the entrance free from sand,
so aa to enable a vessel to carry in at low
water more than sine feet. He concludes by
adding that an artificial channel, excavated
from deep water inside to deep water outside
would not in the opinion of the board of en
gineers, with the data before it, remove per
manently the obstruction to the entrance.
When the above first met my eye I felt a
good deal as the gentleman Mark Twain tells
about must have felt, when he rushed into
the sanctum which Mark was temporarily
occupying, and requested him to read bis cele
brated article on "Garden Saaa," in order to
convince him that he, the visitor, had read
Mark's lucubrations aright. The whole state
ment was, and is so utterly at variance with
what I saw and what was told me at the Bay,
and afterwards repeated and confirmed by
Capt. Wood to ma personally at Corvallis.
that I settled down after a dezen readings of
the dispatch, to the firm conviction that
things bad either got mixed coming across
the wires or that they wero very badly mixed
before the operator got bold of this alleged
intelligence. I am of the same opinion still
And I should be as badly perplexed to-day
as I was wken I tint saw the dispatch if I
bad not happened upon the Corvallis (.'-.
of the 23d inst.
My friend Carter, of that wide-awake
journal goes for the dispatch in most ap
proved style. He says :
Cul Stewart could not. of bi own per-
tottal observation, state that the obstructions
to the entrance of l equina are "not rtxau
in position, but rapidly movable wthio a
rather wide limit." Himself and party were
landed at Cape Fonlweatber, four miles north
of Yaquina Bay; took a caniage and weie
driveu to Newport; went op the bay a few
tudes, and returned to t out weather, same
afternoon. This is all the opportunity Col
Stewart bad for observing the obstrk tionh
to Yaquina Bay.
Soon after this official visit to Yaquina
Mr. B. A. Habersham was ordered to make
a survey of the Alsea bay and entrance, some
15 miles to the south of Yaquina. Here was
found a movable oeMTBi-cnow," shifting
sands; and CoL Stewart, without auy intention
of mutattmcul, baa, undoubtedly, got the two
places confused in his mind, and the state
ment he make above, should apply to Almka,
and not Yaquina."
The remarks by Mr. Carter which I have
quoted, furnish me with a possible key to the
extraordinary dispatch referred to. They
leave room to suppose that there may have
been a mistake instead of a most unpardon
able perversion of facts. I quote again front
the Gazette which says :
"As a positive and unanswerable proof
that the "obstruction to Ysquina bay ARE
NOT movable or sjjiftisg," it is only necessary
to state, a a fact, that the range and bea
con erected by Lieut. Chase, in IS69, were
found by Capt. ood, in 1979, to be correct,
remain unchanged, and have been used by
mariners all that time. We assert, upon the
authority of both Chase and Wood, and with
out fear of successful contradiction, that the

rock, easily removed. It i a sunken reel or
ledze of rook, ene hundred and fifty yards
across from deep water ootside to deep water
inside. The only sand that is, or could pos
sibly remain, ujon this obstruction is fouud
in holes or "pockets in the roc.
I happened to be in Corvallis at the time
Capt. Wood went U Yaquina to make the
exauJnation referred to. I was in Corvallis
when lie returned. " f had sent py letter on

if he had satisfied me that I . was wrong in
my impression I would have telegraphed to
that journal to eliminate rny remark on that
branch of the subject J have not the alight-

with that journal by reason of statements so
glaringly incorrect as mine would be if the
dispatch quoted contained the fact in the
case..

with a rush and a roar that completely swept
the buoy in front of Newport nnder. A bet
ter current for scouring purpose that the out
flow at Yaquina, a far as my judgment and
observation go, one would hardly wish to
see.
In view of all the facts in the esse I am in
clined to think the dispatch quoted is a mit
take. 0n the hypothesis suggested by the (7a-
zette that CoL Steward was thinking of Ales
Bay, it publication may be regarded as

against a constructive contradiction of state

The friends of Yaquina Bay have no occa
sion to be alarmed. As the Cavil say in
closing its protest ageinat tho obnoxious tele
gram :
'Of course no statement of Col. Stewart,
or any oue else, will change the tkk t iu the
rase, or make on inch more or 1m water ou
the reef. AU we desire is fair play and ol'i
cial statements. If Ynquiur, Bay is not all
we claim for it, we will give it up. Kut we
have not beeu striking iu the dark or guosning
at this matter for the past fifteen years. We
know whereof we affirm, and Capt. Wood's
urvcy, when published, will forever close the
mouth of all croakers, aud entmiics t Ya
quina Bay. Facts are stuborn thing". "
I adhere to my original proposition, if
Yaquina Bay had not been Uolatcd, as this
whole State, singular to relate, to a certain
extent, lias beeu, it would have, as it ought
to have, a populatiou of ten thousand people
ou and around it fertile aud surpaasingly
beautiful shores. Of ono tiling you make a
note. , Yaquina Bay ami tho adjacent region
as a harbor, and as the site of a Huttrinhing
city and a splendid development into a region
of orchard and dail ies and grain tlelds and
comfortable homes, i not goiug to bo put
