By reference to our advertising columns it will be seen that the Board of Svhool Diroo- tora of this district have called a meeting of the legal vott n to take actiou npon the ques tion of levying a special tax for the maiuten auce of free schools. At tho same titne the question will be considered of enlarging the present school buildings or selling them and erecting others. These questions are of great moment and the attendance at the meeting should be large. It is an acknowledged fact that our schools now rank hither than ever before, but at the same time the buildings are perfectly iuadennale to accommodate those wishing to attend, and more room most be provided. This will take money. The question then which the people must decide i will we have free schools? if this ques tion is decidrd i'i the ailirntatite, more school room must lw provided, or the sebuols al lowed to de-ueratc into w hat they were ten or tiftecn yers ain. All those iutetrsted in these questions should at once oimti'Hve in vestigating the matter so that they may be able to speak intelliKcutly opoo the subject at the meeting to lie held at the Cuart liuase on Monday evening. We are extremely proud of the fact that Albany has one very observant individual who is so well posted in every th'ng that be can correct us whenever we make an error, and judging from appearances he is very will ing to do so. In fact, after read-ng the above we arrived at the conclusion that be was alto gether too willing. When we placed that item in our columns relating to tbe price of wheat it was correct, rnd it is so yet We know of several thousand basheht of wheat having been sold dur'ng the past three weeks at SI ir bushel and only Lutt week, at just about the time probably that the If fro! When Dr. Simma delivered his last lecture here he invited qni'a a, xiiaber oT, yoong people up on the stage and then "paired" them off according to the roles- which he thinks should goTtra. marriage. The young men he had np there were of all aorta; the wrinkles oa their foreheads ran in every con ceivable direction; some of their noses indi cated great penetration, while others kicked like they had been battered in the priieriog; some cb;na pro traded worse than that of Ditty Nick" which stared at them from among the pictures on the wall,' while others bad dimples in them equal to a gopher hole; their walk vsi of every 'Herfptiou some woold glide like a zephyr, ethers would am ble along over the floor in a manner that would outdo the miMe antics of a saw-horse, while others had worn off their boot heels behind until their toes turned bV like s Turk's; in fact almost every feature described by the learned Doctor as indicating tbe dif ferent mental and moral traits of a person's character were here thrown promiscuously together on the stage, and, strange as it may seem, when tbe young men were asked if they knew ef any reason 'why thcjT ahonld net be immediately joined in the "holy bands of padlock' to the persona with whom they had been paired, they all with one voice an swered "ne." Although so many different temperaments " were congregated there, all were of the same op-'nion on that subject. The attendance delegates was very good, there being over two hundred re ported by tho com mittee and the meetings were interesting. ; The following officers were elected i Pres ident, J. Y. Watts; Vice Presidents, TV J. WHaon.'N'. B. Humphrey and Mrs. Kato MoCluug: Sue, J, K. Houston; Asa'tMco., A W, Eowerj Corresponding Sec,; F R. Skip worth; Treas., Mrs. L. K. Blain; Srgcaut-at-Arms, J. K. Atterbary; F.xecutiva Com., B. F. iHirris, Thomas Condon, Isaiah Hurt, I M. Davis and J. J. Walton. A new constitution was adopted, and tho next matter of importance was the passage of the following resolutions: Be it rrnolml, that this Alliance reenm. tend to the tax -payers of the respective coin tittees, tho formation iu each county, as a matter of economy, a Tax-payers Protection Association with a view to tbe collection of the necessary funds, and the payment of such rewards for the arrest and conviction of persons guilty of violating the laws regulat ing tbe sale of spirituous liquors, etc, as shall render such arrest and conviction cor tain to follow a violation thereof. I That while we are not at preseut In favor of organising a prohibition party, we believe it to be the important duty of our temperance workers to se their political intluenoo in the cause of temperance, n The third resolution was iu substance that no tetuiterance man should vote for a drinker, or one who will not pledge himself to do all in his power to advance that cause. On motion of Dr. Geary, the President was authorized to appoint, at a titne optional with him, a committee of Qvo to meet aud confer with other committees aud present the de mands of the temperance cause to the Legis lature of Oregon, - ' Mrs. IhiDtiiwsy was on baud and as usual had her woman suffrage resolution iutro duood, which after being debated was indefi nitely postponed. ' Portland was chosen as tho place of hold ing tho next annual meeting of the Alliance. This we believe is about all that was accom plished by the Alliance. The delegates from this city are loud in their praises of the hospitality of the eiticus of Eugene, saying that they were never in a cesttiuaaity which paid so much attention to tbe welfare of iU guests. Halew Water rower. - Front a late issue of the Tclnji-ntn we learn that tho city of Salem is about to luse its water power, derived from a diU-h tapping the North Saulism at Stay ton. During the past winter the Hantiam river at the point where it was tapped by tbe ditch has so changed its cli.-mc, that it is now some dis tance beyond the head of the ditch and thirty feet lower. It shifted over into a iav:ne and piled aand and boulders into its former bed. making a high embankment between the river ami ditch, thereby cutting off the sup ply. In a short time aml-a soon as the sur face water runs off, tbe dozen of (louring mills, sash factories, etc., tbe mill machinery at tbe penitentiary, and in fact nearly all the manufacturing interests through that tmrtion of middle Oregon, will come to a stand still A ditath at least iifty fect in depth w ill lie necessary to draw a supply from the Santiam, and most be dug through sand, bouldet and solid rock at great expense and hard labor. From indications it will have to be substan. tially wallod in to prevent waabing out and caving in ot the banks. Water must le taken from that stream to supply power along Mi'l Creek, no matter w hat tho cct may be or the amonut of labor necessary to complete the same. The mill property along the banks of the stream, which is valued at several nvUions of dollars, would bo uclcts almost, without water power. As soon as tbe surface water is exhausted and the shoals and bed of tbe stream begin U put i an ap pearance above the surfaoe of the sluggith water, there will lo a tusl'ing among mill owners along its banks. In the meantime Allaiiy's fmi iu water power is as good as ever, in fact lw-tter. It now propria about sixteen turbine wheels, ami this number w ill be doubled iu very few years. There is bo chance for the cupply ever giving est, and it can lie iiu-rra-d to any amount dwitred at a slight cost. Albany is the best location in Oregon fur manufacto ries of any kind. Krknl Strrt. Ouo day but week our city was ch ctiiliid by seeing an item in the Portland papers an nouncing tliat L- C. lhckey, sheriff of this county, had been arrested iu that city on a' charge of adultery made 1y one Gofoilh, but a'l who knew him felt sure that tbe charge was groundless. Those who knew (loforth at ouce set the matter down as on attempt by him to extort money frmi Mr. Dickey, and tbe sctjucJ shows that tbi-y were correct in their surmises. The folloaing from the Portland Trk'jram shows tbe matter up ia the right light and lets us know what the people down there think of the rase : Tbe crowd and tumult of yesterday was repeated to-day in the police court, the habitues being vUibly duapoiiited in the turn of affairs, which cheated them out of n sweet sensatioual morsel. For such persons be had no symttathy, and as tbe law had been coinnlied with, and tbe defendant appeared ready f.ir trial on the; three occaslous upon which he was ca''ed, he felt it bis duty iu the alswnce of the witness to discharge Mr. I tickey from further attend ance. This mtleman was warmly congrata- lated by bis friends who felt a'l tbe time be was the victim of a rntliauly plot.
