taiOAY JANUARY 1!S, 1878 CFF1CIAL PAPER FOR OREGON. UUK.H "VNTOlU'llSATKi." . Tm mora dettent white people of South Carolina ro getting 011 thoir tlignitj at Inst, anil attempting to pu rify and "roconstruot" the oarpst- Vjag and nigger rooonstruotionieta of that unfortunate commonwealth. By series of bane tricks ouly known to the arerago earpot-bagger, two noto rious politicians, named respectively n ntpper una juosos, eucooedod in capturing the Legislature and oloot inj thomaolvea Judges of the First and Third Districts. The first named is a degraded negro and the last ii a still mare disreputable white man. To illnatruto the chili-actor of . these two "Judges" it is only noces ssrjr to stato that nflor thoir election Uh;j formed nt the head of n proces sion of drunken negroes and carpet baggers and colebratod thoir victory by marching through tho streets of Charleston, whooping and singing Baohanalian airs. It is gratifying to know however, that the people of that State have re solved not to tolerate the infliction of these misorenuts upon them in so high and honorable capacity as Judges, and to this end have Beoured the promise of the Governor of that State that ho will not sign thoir commissions nor reeognizo in any way their election. It is also said that the oitkens of that Stale are about to Bocure the indictment of both of them for high crimes Whip per for an ombe2zloment of the siuk- '" ing funds of the State and Hosos for being a party to tho great "Hum bert steal" perpetrated upon that State a few years ago by a hand of oarpat-bag politicians who bare for the past ten years swayed tbe desti nies of the once proud Palmetto State. It is indeed gratifying to see that the people have beioiue aroused to the necessity of vigorous action against these villiutis of tho South. The only wonder is that they havo stood the infliction so long. But a crushed and down-trodden poople, when once aroused to action, are not to be retarded by any common meas ures of opposition, and we now hopo that, with the assistance and support of the conservative, order loving people of the North, this Ccnlvnniul year will witness the freedom of tho South from carpet-bag rule, and the re-establishment of those State Gov ernments upon the high pedestal of honor and dignity upon which they once so proudly rusted. I OMINCl TO rU THI.VO iFs are credibly informed that Old Flaxbrake is coming back to Oregon ith HolhuLy for the purpose" of! fixing things fur the campaign. They will first attempt to form a coalition with the "Corbett fallows" and make the Oreyonian the Republican organ, but failing in that will resuscitate the Jiullciin and sail iu for war. TVuhama return to Oregon must mean something of that sort. He has no use for Oregon or for Oregou isus, except to further hiB own schemes or ambitions; and now that lis is out of a " posish" he naturally seeks his long neglected and con stantly ignored supporters and vassals for Buotber "boost." And we think the people of Oregon will give him one with the toe of their political boot. Speaker Emm's friends say that his best work in tho composition of the committees has escaped general notice, and that it is iu the arrange ment of the committees on expendi tures in the various departments By the rule of the house creating them, thpy are given power to t xnm ine into the puymoat of all accounts, and as to the suflicieucy of vouchers, to Bee thut the moneys are expended strictly according to appropriation. Thoy are also charged with reporting all abuses in tho departments to tho house, and alL retrenchments which .they think proper, having due regard to tbe efficiency of the service. On these committees, which are of es pecial importance, just now, in in augurating and perfecting the work of retrenchment and reform, are some of the bent and ablest members of the house. Enuurrre t Wabiiinoto.n. There are indications that the old war of etiquette that has boon waged for centuries, will break out a-ain iu Washington with redoubled fury. It Beams to be conceded that the wife of a Representative, is rankod by tho wife of a Senior, but is the Sena tor's wife ranked by the wife of a Cabinet Ministor or a Justice of tho Supreme Court? Who ought le call first? Who ought to be first invited to state dinners at the White House? Those lie grave questions, men and brethren, and branching out involve many mors of the sains sort, over which our fussy old tabbies havo boon auuuttlly very much exuitod. -ill .,.Ul,lv ,.tr be fettled . but will serve to keop snubs quiver during the winter. In the light of tho .pocalations, fraud and Vaacnlity perpetrated upon the country with perfect security during the turbulent days of the re bellion, it is now an encouraging sign of the times to noto how rapid ly men fall in publio estimation aftor they are susjiioionod of dishonesty in the publio sorvice. Via all ro member, not long sinco, when a suc cessful thief could buy his way into society with his ill-gotten plunder and be reckoned as good as anybody, But that disgraceful era closed when tho Democrats of Nmr York hurled Xvreod and his associates from pluee and fowor and oousigned many of them to the Penitentiary; and when tho bravo und honest Tildes followed this up with a determined onslaught upon the gigantic Now York Cnual Rin;j the Imuk of pulilia corruption was broken, and tho example lluiH sut was inesistnbly followed by those iu authority throughout the whole nation: crimes of that churautor wore innile. odious anil u reformed uud re generated publio opiuion demanded that Joyco should gn to prison; that ISoboook should be indicted, and that Grunt himsolf should bo closely watched. It is sale to assert that iu the present stutu of the public mind, Grant, if proven guilty, would be forced to wear the prison stripes the same a Tweed, Bubcock, Joyce and McDonald. The is a re action iu favor of hoiiosty and the scntimcut of the country is strongly in favor of a re turn to the good old days, when men stood on their honor and not nlonc on their dollars. It is eucouraging then, wo snv, to think that the youth of our land are again being educated into the belief that it is bettor to bo tho poor but honest Wilson, than the prosperous Grant; bettor to wear tho rags of poverty than the uniform of Tweed and Joyeo; and better to be poor, but honest, than rcvol in stolon wealth. It is said that Ilolladav has dis posod of hia railroad interests iu this State to nil association of wealthy gentlomen, the representatives of whom are now f route for Oregon to take charge of the luminous; and further, that theso gentlemen have mado tonus with the Ceutral Paoific Company wlioioby the 'Vimomucoa road is to ho completed within the next three vaunt. This i:i joyful tidings for Western Oregon nt least, and if it should prove true would ive nu impetus to trade uiul improvements which would scud our young commonwealth for ward with w inged strides to a glorious future. The completion of the 'NViiinonnicca road would turn the tide of Eastern immi gration immediately to Oregon, leav ing California out in tho wot so to peak- and giving us the advantages so long derived by that State at our great damage. It would put us in a position of rivalir, instead of our long dependence upon California, and iu a few short years, with the completion of the Suit Lake road through Eastern Oregon, give us i a formidable advantngo over our pros porous sister State. CU.L rAMMKO, The bill appropriating a million and a half of dollars, to bid the Cen tennial, passed the House of ltepre Bontatives day before yestorday by a vote of HB to 1,10. Hon. L, P. Lane voted in favor of the bill. During the discussion on the merits of the bill Bobbins of North Caro lina said when the war broke out a North Carolina farmer had six sons grown up to manhood, who at the first tap of the drum wont to the field to fight in the cause of the South. They fought from Bull Bun to Appotuiatox, but not all of them. Ono of them was sleeping at Autie tam, ono at Chanoellorville, one at Chickahoniiny and another in Ken tucky, but two of thorn were at Ap potuiatox. They had seen the flag go down which thoy bad followed with unfaltering devotion. Ono of thooe survivors was ho who now addressed the committee, and who now said he had sooii enough of war and wanted peace. Ho wanted reconciliation and brotherhood all over tho conn try. That was why ho proposed to vote for the bill, for the tendency of the celebration was to promote peace Tho soldiers had fought throughout the war with buy e nets, muskets and cannons, and now they had censed fighting. The reason w hy thcro was not peace was because a few selfish, rustless, political agitators still want od to keep up the fight, und thoir weapons were nssos' jaws. Ho was opposed to participation in thut kind of warfare; he wanted peace; hia people had sent him there to talk peace, to holp bring about reconcili ation and good understanding. Lamar of Mississippi also spoke in favor of this bill, and iu the course of his speech, ho said ho fa vored the celobration in ordor that tho people of the North should be come satisfied of the longing desire of the Southern people to live with thim in perpetual uuion, and before that fooling, ull others sunk into in significance. He deprecated an al lusion made bv Towunend, of New York, last week, to Preston Brooks und intimated that tho iuevi able ef fect of the allusion was to excite passion, lo inflaino animositv, uud to itwuku the hatred of scctiunulum He, Lamar, advocuted the scheme W'uuse it carrieu out tho spirit of peueo and rocunciliution. If Tivided into (' shares the shares will ost $1,350.00 each. Wo notice in tho Oregon in ii of this morning that a schemu is on foot there to build a ship of 14(17 tons (nearly 40U tons lighter thsu the above named) for $K5,U0tl; so we presume the figures given ub by Mr. Simpson are lower thau any ever proposed for coastruct- a ship of similar proportions in Oregon.
