Tlie telegraph informs us that the President has expressed a determina tion to declare martial law through out the entire South at an early day. Of course every sane man who is honest enough to confess it knows what this move on the part of Grant means. This infamous Ku-Klux law was adopted in view of the possibility of the Southern people attempting to vote the Iiadical carpet-baggers out of power and casting their electoral vote for a Democratic President in 1S72. During the past two years the llad cal leaders have seen the Southern States one by one pass out of their clutches, just as rapidly as the terror ism of military surveilliance has been removed, and take their old station in the Democratic column. Out of the entire eleven late Confederate States, only two or three now bow to tho Iiadical yoke ; and unless the inquisi torial screws are again turned on that defenceless people not one of the Southern States will cast its electoral vote for Ulysses next year. The Radical party cannot afford to lose the solid vote of those eleven States, and they are bent upon securing at least a portion of it, even though the foulest means must be used even though force, intimidation, false im prisonment, and vilest persecutions are made necessary. The Iiadical schemers are succeeding in their hell ish purposes by ihe basest means that could be conceived bv sending hirelings through the South to insult and provoke citizens beyond forbear ance, and then, at the least semblance of resistance to this persistent perse cution the helpless Southerner is ar rested and imprisoned on the charge of being a Ku-Klux cut-throat and a lawless villain. Of course it is in the programme for the Long Branch house-jockey to now declare martial law. And with martial law declared with a suspen sion of the civil authority and with the sword hanging over the necks and the bayonet pointed at the breasts of the Southern people, Radicalism expects to accomplish its purpose and to carry these States for their lied Republican ticket. The Ku-Klux ., , i V e ; VIill anil I VmflrrpjSKirmil Knfnrcpmpnf i . f e t the President will carry out the de signs of Congress. It remains to be eeen how far the villainies of Radical ism will yet extend in that direction, and how much the once free and chivalrous people of the Sunny South can Btand without an open revolt. Fleelxg Brigham. A well known Mormon writing from Beaver, Octo ber 21st, says: "Brigham Young ar rived this morning and left after five hours' rest for St. George, on the southern border of the Territory. He was escorted by 12 mounted men of the Xauvoo Legion. I am told, says the writer, he has bid a final farewell to Salt Lake City. Brifham'si movement has greatly agitated the i minds of the people in the "City of the Saints." It is authoritively asserted that oth er Mormon leaders will quietly disap pear from Salt Lake City as fast as possible and that the lay members of: the polygamous church 'will be left to I battle with the authorities for the preservation of their "divine institu tion." It is generally believed that Polygamy has lived and flourished through the length of its days and that its decease is near at hand. OrB Radical thief Memobax dum. We note the following traiis actions among the Radical thieves since oar last week's report : R. A. Bowerman, U. S. Revenue collector, embezzlement. Thos. 3. Wilson, 6ame, embezzle ment. Judge J. Wright, of Indiana, rob bing Indian soldiers and forging dead soldiers' names for bounties, amount ing to a steal ot $400,000 ! The fraudulent issuance of $20,000,- 000 by the carpet-bag Government of South Carolina ! Next! Some critics are finding fault with Joaquin Miller's poem of " Kit Car son" because he begins by making him ride bare-back and in the same breath rise in his stirrups. A poet is licensed to anything, and if Miller or Bret Ilarte were to make water run up hill, it would not stir-up any ex citement. Slaxdeeous. The Walla Walla Union, speaking of J. W. Murphy of the Standard and W. II. IS ewell of the Statesman joining in with Susan Anthony, says " politics make strange bed-fellows." The thing has hardly come to that, has it? It is asserted that Gov. Palmer, of Illinois, is determined to have Gen. Phil. Sheridan and .the Mayor of Chicago indicted as accessories to the murder of Col. Grosvenor. Whyte, the Democratic candidate for Governor of Maryland, says: "The only New Departure I am in favor of is the departure of Grant and his crew from the White House." I . The New York5 Tripune thinks the Radical party needs a little less preaching of harmony and a little more practice of it. AUOTEES EEFOEIi KOVEMENT. "We learn from Eastern papers that at a meeting held in Xcw York City September 19, to ensider the subject of calling a general conference of Re formers to meet in tho City of Now York, it was " Resolved : That a con ference bo held on Tuesday January tho 9lh, 1S72, to adopt measures to prevent tho further alienation of the people's inheritance in tho public lands, mines tfce. through corrupt leg islation and the granting of subsidies to railroads and other monopolies; to consider tho best means and method of securing a rightful limitation to private property in land aud tho re vocation of land grants already made. Also to discuss the proposition to re peal tho laws instituting tho National Banks, and generally to discuss the questions of iutcrest and money, and the problem of taxation as a remedy for existing evils." A committee on invitation and ar rangeatents, consisting of prominent Land Reformers throughout tho country, was appointed, and other necessary steps were taken to insure a general attendance of represent ative men on that occasion, ims is what is wanted by the oppressed peo ple, and we hope that it will bo a movement which will meet with hearty approval by Democrats every where. There is no country on the globe which needs Reform so badly as oura. We want Land Reform, Money Reform, Revenue Reform, Civil Service Reform, Labor Reform. Political Reform and every other kind of Reform that will turn the foot of the tax-gatherer from the door of the laborer and remove thieving offi cials from power; a Reform that will relieve the Southern people from bay onet rule and a horde of drunken van dals and carpet-bag villians; a Reform that will remove a President who usurps authority and arrogates to himself Kingly powers; a Reform which will release our country from corrupt rings, heartless speculators, and thieving monopolists. This is tho kind of Reformation that is needed, and when it is accom plished then it may be truthfully said that we have "the best country that the sun ever shone upon." SLATES 03 TEE ' ITE"W DEPAETUEE." Jlere is what lion. Jas. II. Slater said in a speech at La Grande a few 1 davs ago, m regard to the uXew Dc- parture : There is no diflcrence among the people as to what should be the issues or the facts oat of which these issues arise. All Democrats agree that the 14th and 15th amendments, in their inception, adoption and principles, are revolutionary ;and that as they were conceived in fraud and adopted by force and fraud combined, they are ' void; and ought to be so adjudged. The 14th and 15th amendments, independ ent of all questions of sull'rage to the inferior races, is a vital abridgment of the rights of the States, and a direct attack upon their republicanism, upon which the very perpetuity of the Union must depend. The Royal Visit. A corespond ent of the Eugene Journal, writing from JTew York under date of Oct. 20, says : The State and city governments nd the people are making extraordi nary preparations to receive Prince Alexis, third son of the Emperor of Kssia, whose arrival is daily expect ed in the Russian fleet. A vessel is now outside of Sandy Hook, which is to report the first appearance of tho Russian fleet by telegraph, when the Prince is to be met by the United btatei naval vessels under Admiral Rowan, and then by a numerous com mittee ot "leading citizens,' who are to be notified by telegraph and hasten down the bay m a steamer. Un ar riving at the wharf, he is to be met by about all the militia and police in the city, and escorted to the Claren don Hotel, where twelve rooms have been convened into a palace by the Russian minister, Mr. Catacazy, and have been litted up and furnished throughout for his special use, at a great expense, in a degree of magnif icence never before equaled m New York. It is said that New York is to surpass herself on this occasion. and the reception will be the grand est acair ever witnessed in this coun- try. Nokth Carolina, is informed that the " Walter Raleigh vine," on Roa noke Island, is nearly three hundred years old ; that it covers an acre of ground, and that from it last year $3,000 worth of wine was made. We don't know which to admire most the size of the vine or the story. It is stated on reliable authority, that the amount stolen by Radical of ficials, since Grant came into power, is only some 025,000,000. The pub lic will be glad to learn this, as the impression is abroad that the steal ings have amounted to at least 27,500,- coo.: .... , . ,: - New York subscribed over a mil lion of dollars to Chicago.
