er Ami FRIDAY. Li .MAY 21. 1871. LEE IX 9a1:XIC . a THaiixtNo incident ri.- n l.i .. .... it neB u-eoerai ocou commanded tne - gray ia Mexico, it became neeesnary to explore a mountain that lay between mar ana tne enemy s samp, it waa uue of tboss lofty peaks whose summit cleft the clouds, and reached the re ga of, eternal' snow. The aides were precipitous.- and clad io a tangled web of brushwood and rugged rocks, which isade the ascent seem perilous, it not impossible. There was some difficulty, therefore, in finding in officer bold nough to undertake the task. At last, a young Lieutenant stepped forward aud offered his services. lie was accepted, and hiring selected a smad company of m0, set out for the mountain. They loundit more unpromising than even their fear foreboded. Tnere was no iga of a path, no trace to show that human footsteps had trod . the toilsome ascent. They used both hands and feet with diligence, swinging themselves up by the andergrowth, climbing orer rug ged rocks, or making a toilsome journey around them, tilt one after another gave op,' aid determined to make the best of Lis way back. Before half of the ascent was accomplished the young leader was ' left alone. ' Most men would have given fup a utter despair iSot so the young Lieutenant. There was a heroic lire in his breast oat to be quenched by diffi culties, however arduous. lie paused loag enough to take breath, and away he went again. . The path became wilder and wilder, but our hero, like Milton's fiend, "O'er bog and steep, through straight, rough dioN, or hrt, With head, or bands, or feet, pursues his way. And (inks, r swims, or wades, or creeps, ' till he stands panting on the icy turn out. .There was a moment's pause of exultation as hn'saw beneath his feet the cloud., that, a tew hours since, had seemed so far abovo him. But the broad summit was yet to be explored, and he hastened on. The rarified air affected him painfully, and the cold was intense. Just as immediate descent became a matter of life and death he discovered that the whole mountain side was a sheet of ice. There was do time for thought; any death seemed preferable to the OBe which would overtake him if he delayed a moment. With a hasty prayer be threw himself, feet foremost, on tha sJinnrv rr J surface. Down, down he went, at a dizzy, breathless speed. The clouds passed upward and became sky once more, and away dowa .below stretched a : deepV'clear lake.;,; There was not a tree or shrub to break his course, and death seemed inevitable.'' Down, down, dowa! But lo! the ice grows thinner and thin ner; it" softens, it cracks, and his feet are planted in firm, moist earth, on the verge of the lake that had so nearly been his grave. The sun had. meUed the ice just enough for it to give way in time to save him. . Since - then he has stood on a more perilous hight the snmmitof fame gained by the same dauntless courage that characterized his youthful exploit for the young Lieutenant was Hubert E. Lee. The substance of the above incident was related by himself during the Summer sojourn at the Peaks of Otter, in Virginia, a short time before his death. , hit ii m agaix. That venerable son of Neptune, "Old Gid Welle,"' Abe Lincoln's Sec retary of aquatics, is ont in a vehement letter against Grant, the besotted. Io the coarse of his epistolary flagellation, he says: " "I have no respect for those who claim that it is. necessary for Massac hu setts or for others to supervue Virginia and to take care of the people of that and other States io their local concerns. If the people are incapable of self gov- eminent, our system is a laiiure. ii tne people of the States respectively cannot make and execute their own laws, but are to be governed and controlled in their local and municipal affairs by a' central power, then American Democrat cy and American iiepublicaoixm are mere shams and delusions. The Union of these States-can be r reserved oolv by maintaining the reserved and guar w ... anteed rights of the States. If the Federal Government is not restrained by constitutional limitations, it is a cen tral despotism of unlimited power and authority. lhe laws or Uongress, giv ing the President authority to introduce the military at the elections, and all schemes by which the central govern went assumes to take cognizance of and to punish offences by Kn Klux organ i zations, or by others in the state, are .like almost every act in what is called reconstruction, unwarranted, unconsti tational, centralizing and revolutionary. Pnnishmeut for crimes against a State,- committed within the jurisdiction of State "belongs exclusively to the State aqd hot to the general government. am aware th;t the attempted jus tinea tion for these usurpations is necessity always the tyrant's plea for crime, op pression and wroog the sham excuse which was set up for the wrongs inflict ed in Kansas, and for the greater wrongs since inflicted on Georgia and other States of the south. While not disposed to obtrude, my, Opinion upon others, I desire not to be misunderstood. I fully recognize the necessity of party as a meats to sustain' essential prtnet pies, hat let the means ' be subordinate1 to the ends. lama Democrat, but .noi a Secessionist, who would admit that State has the right to . withdraw irotn the .Union and (throw off its Federal obligations. I atn' a Republican, but ' .not an excliisiooist, who would ' exclude -States from their rightful representation in Congress, deny them the right to 'frame their fundamental laws, the right to regulate their own domestic affairs of deny them their reserved and an . doubted exclusive right and authority to pmoish offences committed within their respective jurisdictions. This doctrine of secessioo, and this doctrine' of exclu aion are each "shams -each locompat- ' lble with s federal anion, each incon sistent with and in violation of the Con stitutioo. . and each subversive of the government. i I therefore opposed the Jiuchanan administration, and I also op i tpose the Orant administration. ' - - GIDEON WELLES. 1 A country Journal having declared ' that during the carnival at Vashiagton , "widows on the avenue . were let . from 8 JO to 5oU each," -explained the' 'next 1 day by saying ."windows, not widows . were meant. , A NEW RAILROAD PROJECT Among the lines of proposed on this coast, outside otour own State.' perhaps none wilt so much contribute to the benefit of Oregon a that lately projected, and information tf which has been conveyed within the past two or throe days in the dispatches Irotn San Francisco. We refer 16 that project to extend the California l'aoifio Kailroad freiu Uaviiville, between Napa and Sac rauiunto, to Goostt Lake, iu Southern Oregon, and thence on by the way of Christmas Lakes and the southern side of Soake ivcr to Bear river, and to connect with the Uuioo Paoifio road at or east of Ogden. The dispatch states: - Tbii road will form a part of a grand oombi aatiua formed ia New York wtaiob already con trols the Pennsylvania, Central, Pittsburg and Fort Wayne, Chicago aud Northwestern, and Union Pacific roads, and will complete the sli. rent line from New York to San Francisco inde pendent of the Central Pacific It ia reported that the stock is all subscribed for by European capitalists, and the construction of the road is positively determined oa ; work lo oommcaeaja I tiewi sixty days. Nold m With such Eastern combinations the projected road cun not fail of becoming perhaps of the first magnitude xf trans continental lines.; Its construction will hasten the progress of the railroad sys tem of Oregon, both from this city southward through the Umpqua and Rogue Kiver Vallics, and thence to con nect with the great truuk lino of this California Puoiho at Goose Lake, so as to give us coutmunicatiou with San Frauctaco and the whole East likewise; and again, tho project will cause re newed energy towards the construction of a road from the Columbia through Eastern Oregon aud Idaho to Salt Lake. That it will have an important effect up on the plans of the .Northern Pacific Railroad cannot be doubted, and it will materia!! affect the interests ot the Cali fornia Central Pacific Company. But whatever may be the consequences to these other roads and interests tho new project cannot but bring uo measured good to Oregon. , We ahall have prac tically two, if not three, trunk lines of communication with the States across the continent, and our communication with San Francisco will bring to our people the greater proproportiuu of ben efit in trade as between themselves aud our California neighbors. The gratifying ward that , this grand project will be practically started within sixty days, the fact that the Company will orgauize under the favorable laws of California, and that the capital is al ready assured to rapidly push on the work, will have the good immediate ef fect of enlivening times on the 'coast, imparting additional confidence in the future prosperity of this whole division of the Union, and in attracting hither thousands who will come with, capital apd labor to aid io the development of the mighty resources here profusely lav ished.
