Th Washington correspondent of lie New York Tribuns of March 10th gives the following account of the pro ceedings in the Senato that daj oa the Sumner removal affair : Since tho memorable all-night debate on authorising the appointment of the San Domingo Commissioners, no more paiufal or disgraceful sceno has occur red at the Capitol than the six1 hours' discussion in the Senate, to-day, on postponing the appointment of the Standing Committees ; and sinco tho veto of the Civil Rights Lili, there has not oeen so exciting and aDsorDiog a scene for thoso who crowded the caller les and ailed the vacant spaoo on the floor of the Senate Chamber. The very nature of, the debate, involving on it tno question ot tho transfer or Mr Sumner from the Chairmanship of the Foreign Relations Committee, mado it unusually personal, and as the interest increased, scarcely a Senator spoko without indulging in reorimination and invective unbecoming the dignity of that honorable body. V " Ilaving failed In their attempts to de lay action on the report of the Caucus Committee, Messrs. Wilson and Sohuri opened the discussion as the champions of Mr. Sumner. Both spoke with great feeling, ana insisted that tho proposed action was a surrender on the part of the Senate of its independence, in changing the composition of its Com- ynittcea at the demand of the President or his Cabinet. Mr. Wilson, especial ly, showed great emotion, and berred and implored his political friends not to -consummate the action which bo assert ed to bo adverse to nineteen-tweatietha of the Republicans of the country. Messrs. - Howe, Nye, Edmunds and "Morton positively denied that the Pres ident had made any request to have Mr. Sumner remoretf from the Committee and repeatedly asserted that it had been done by the majority ot the .Republican Senators, solely because they believed that tho true interests of the country, and of the party, could best be served by such action. They also called Sena tors to account, who, having taken part in the Republican caucus, refused to abide by its decision. jur. mison, in nis own detense, wai very emphatio in denying that he could ; be bound by any caucus decision which Jie did not believe to be right. Messrs. bherman, Lragin, Corbet and Morrill of Vermont entered their pro .tests against the removal of Mr. Sum- ner, on the ground tnas mere was no just causa, for it, but added, that, hav ing done this, they considered it their -duty to abide by the will of the majori ty of their partyj and Mr. Nye (with one eye on the reporters' gallery) again - took the occasion to express his diatin : gubhed contempt for the opinion of the press of the country on the subject, in timating that the conductors of the .leading journals were ignorant of tho usages of the Senate, and no right to meddle with subjects that did not con cern them. Mr. Tipton asserted that, deny, it who would, the reason given in the eaucus for the .removal of Mr. Sumner was the opposi tion of that Senator to Santo : Domingo .annexation. This was denied, however, -and Mr. Tipton charged with revealing -private conferences, and the proceed ings of the Senate in Executive Ses . sion, when he retorted that the proceed ings of the caucus were all published in to-day's newspapers, and the fact that -the vote on the Santo .Domingo treaty .stood 23 to 23 was printed all over the country, that the report had never been .denied, and that he (Tipton) knew it to vfao true. When again called to order Mr. Tipton said he would not deny it. '.The galleries applauded and the presid ing oScer threatened to hare them cleared. - ' - v lit. Sumner took no part in debate, except mere to pat in a denial of the t)ft-repeated assertion that he had re fused to hold intercourse with the Pres ident and Secretary of State. To this denial Mr. Howe opposed assertion 4hat he had been told by the Secretary and a Senator that Mr. Sumner hau, in a public place, refused to answer a cirii question put by Mr. Fish, acd Mr. Sumner only shook his head, and said lhat it must have been in the "lightest possible whisper." He, however, in sisted that his name should be omitted in the nsw Committa on Privileges and .Elections, to which he had been as signed as Chairman. All motions to -postpone were voted down by 6mall ma joritities, the Democrats , voting with the republicans who sustained Mr. Sumner The evident determination of tho majority of the Senate was not to adjourn until the question was settled ; and finally at six o'clock a vote was reached, when tbe order was adopted by a vote of S3 to 9, those in the nega tive being Democrats. A' number of Republican Senators left the Chamber just as the. vote was taken, and among them were Messrs Logan fwho made his maiden speech to-day in favor of Mr. Sumner), Schurz, Trumbull, Tipton and Wilson. Mr. Patterson was not in tho Senate at all to-day. Mr. Cameron came into the Chamber at about three o'clock, bat seemed to take- no interest ia what was going on, and did not vote itiicr. The Democrats did not partici pate in toe debate at all, except to ex claim their votes. . t - The sympathies of . the great throng ia the galleries were entirely with Mr. Sumner, and demonstrations of ap plause were constantly made at every complimentary allusion to him.
