4th. That the eystematie effort made by that
party, to extend to the African, the Indian and the
Chinamen, all the civil and political right and
privilege enjoyed by the white race, evince a de

. eat in ate placed upon that invaluable heritage and
render dcapotiam lea objectionable and more
. eaay of aecomp.ishiaeut.
ita. That the ratification of the recently pro
poaed amendment to the Constitution of the United
etarea, extending toe right or suorajra to the
aighted negro and Indian, and which opena the
door fur ita enjoyment to the heathenish China
men, ia irregular, arbitrary and unlawful, and they
must earnestly protest against the passage by the
. United State Congress of the pending act, des
igned to enforce the obnoxious and illegal pro
vision. tth. That they urge and entreat a repeal of the
recent treaty concluded between the Coiled States
and China, watch guarantee to the latter nation
each extensive privileges aad immunities without
- corresponding benefit to American eitixens, offers
to Us horde of semt-barbartan such favorable in-
u ace ments to swarm in upon us, occupy our min
eral and agricultural district, create a ruinous
competition with our laboring masse, establish va
rious pursuits, disgusting rite, ceremonies and
practice in our town, diaeonrago and repel the
immigration of our own race, decrease the white
BtonuUtioa. retard thrift, impede the advancement
f education and enlightenment, abstract from our
resources aad aead away our valuable mineral
Wealth, and demoralize and apoetatixe our comma
nity; and they resolve, that a party who will sus
tain a policy so unwise, ruinous and ruthless, a
that which uphold uoh aa infamous bargain.

7th. That in the management of the municipal
affair, they arge a judicious application of the
priceiple of sound political economy, a laudable
encouragement to agricultural, mineral, raanulac
taring and commercial interest, a just and eoui
table protection to the laborer and the capitalist,
aad the faithful exercise of a system of rigid re
trenchment, that the government should be ad
ministered fur the people , and not against them
ia protecting their right and interest, and not in
" fostering monopolies to prey upon them and des
poil them of their sobstaooe. That a system of
taxation which ha for ita object the establishment
of privileged orders under the government, either
by preferring one elaaa to another, or by imposing
grievous burden upon the tax-payer while con
ferring favor, exemption and immunilie upon
' the holder of government securities, deserves no
other name than legalised public plunder.
8th. That the continual payment of the semi-
ana sal interest on the bonded debt of the United
State, without abatement, together with other
- Mormon expense for which the people are taxed,
make a harden too intolerable to be borne without
aa effort to tad some speedy means of relief. That
the amount of the bonded debt ia increased more
than two fold, by the venal, illegal and unjnstifi
aUe term of it contraction, that their is neither
justice or wisdom in the repeated payment of the
principle by the continued payment of the interest.
That it is no part of good policy or good government
to embarrass tbe energies of labor, and all business
enterprise by excessive and oppressive taxation for
the exclusive benefit of a combination of untaxed
capital, that to relieve the country and to restore
prosperity, we favor aa equitable adjustment of
the bonded debt or the United States.
th. Tuat the desire of the present Congress, as
manifested by ita proceedings, to secure to the
wealthy bond-holder payment iai eoin on account
of indebtedness growing out; is Vn to the Uni
. ted States of treasury notes, eu worth less than
one-half their eoin value, after the bolder there
of have received exorbitant interest thereon, and
at the same time leaving the pensions due unfor
tunate soldiers, their wives, children or other kin
dred, to be paid in a depreciated currency, exhibit
a spirit of injustice unarpaed ia the history of
elaaa legislation, and fully demonstrates the ex
istence of a design oa the part of the moneyed ar
istocracy of the country to influence the establish
ment of a policy favoring the aggrandisement of
the rich at the expense of the poor, a policy which
ha for its object the aggregation of wealth, opo
lene wad power oa the one hand, and misery,
poverty aad. slavery on the other ; a policy fitted
only to a monarchical form of government. ,
& 10th. That the Democracy of this State
new, "as heretofore, am strenuous advocates
of a tariff' for purposes of revenue only. That tbe
principle of "protection for the sake of protection,"
is at ajar with the diversified interests of the peo
ple err tae Dtates, an expenenee has shown its
tendency to aggrandize a elaaa in tbe community
at the expense and to tbe injury of the producing
aid laboring millions, taxing their industry , equal
ly ia violation of the authority of the Constitution,
andr of the great principle that should govern this
people in their intercourse with the family of na

being pursued by tbe Legislators of this State in

13th. That tbe Governor and resigning member
of tbe Legislature in engaging in a-eonspiracy.to
overthrow tbe State government, collect large
meant ot com as revenue to be drawn from tbe
buswes sad bard earnings of tbe people to be
idle in toe. treasury, or to be the subject of gam
(ling speculations in warrants,, bond and other
securities, were guilty of a L!gh erime against tbe
Xnvernment of Oregon, rendering them unworthy
stherespset and confidence of the people or of bo-
nae further entrusted with the Administration of
the gorsrnment. - And While we thus condemn tbe
avetkx of lb Governor and resigning members,
awe AnheaitAtingly approve and endorse the con
ductor the Democratic members in earnestly and
laitoiuuy striving to restore and maintain tbe or
ganization of tbe Legislature, and provide for the
aue administration or toe law. .
