I'lIHKEtT TREATY WITH CHINA The President has issued a proclama tron announcing tho ratification of the ad dilioual treaty with China, andcommuni c itlng its provision. Article first provides that in. (baking ojnimrssioDS to citizens or subjects of for eign powers cf privileges of residing on c jrtain tracts of land, or of resorting to cjrtairis" 'waters of tho cmpiro of China, tho Ktnpcror by no means relinquishes his right of eminent domain. Ho agrees that on such concession shall bo constru ctor given to any power or party which cay bo at war with or hostile to tho Uni ted States, tho right to attack citizens of tlie United States, or their property, with in said lands. It is also agreed that tho United States shall abstain from attack it "offensively citizens or subjects of any fcreiga power, with whom thoy may be at fir, and tho right of tho Chinese Oov ein went over persons and property is re tained, except to far as that right may hare been expressly relinquished by troa- J- V - , Articlo second, provides that any privi Ufp or immunity with respect to trade or navigation within the Chinese dominions, which may not have been stipulated for by treaty, shall be subject to the discre tion of tho Chinese government. Articlo third, authorizes the Emperor of China to appoint Consuls at United States ports, who shall enjoy tho immuni tljs ana privileges of the Consul of Great Britain and Russia. Article fourth, guarantees to tho citi lei of the United States visiting or resi ding in China tho samo privileges, immu nities and exemptions. in respect to travel or residence as are thero enjoyed by the ciiizens or subjects of the most favored nitious, and reciprocal privileges to the citizens of China in the United States. B it tho stipulation is not to be construed 03 conferring naturalization on cither. Article seventh provides for the recipro cal enjoyment by the citizens of the two coutries of public educational institutions ucder tho control of either, which are en joyed in the respective countries by the citizens and subjects of the most favored nations, and gives the privilego of estab lishing and maintaining schools within the empire of China, at those places wherJ foreigners arejby treaty permitted to reside. Tie Chinese citizens are to enjoy the same privileges and immunities in the United States. Article eighth says, tho United States, always disclaiming and discouraging all practices of unnecessaay dictation and in tervention of one nation in tho affairs or domestic administration of another, do hereby "disclaim and disavow any inten tion or right to inferfere in tho domestic administration of China in regard to their construction cf railroads, telegraphs, or other national internal improvements; on tho other hand hb majesty, the Emperor of China reserves to himself the right to decide the time, manner and circumstan ces of introducing such improvement -within his dominions, with this mutual understanding, that it i3 agreed by tho contracting parties that if at any time hereafter his imperial majesty shall detcr zaiio to construct, or cause to be construc ted, works of the character mentioned within the Empire, and shall make appli cation to the United States, or to f ny oth er western rower for facilities to carry out that policy, the United States will, in thct case, designate and authorize suitable engineers to be employed by the Chinese Government, and will recommend toother nations an equal compliance with such applications tho Chinese Governmentin th.t case protecting such engineers in their persons and property, and to pay them reasonable compensation for their service.
