Starrc&der of tho Cuba to the Govern nxent, Washington, Oct 19. Tho Cuba T-as libeled. Tho U. S. Marshal boarded ler and demoded tho surrender of the ship into his hands. Commodore Ilig gins declined to surrender, except to an officer of the U. S. Navy, under direct order from tho President. After some delay Lieut. Commander Pierson, of tho gaaboat Frolic, went aboard tho Cuba and demanded tho surrender of tho ves sel, showing an order direct from the President, for the Cuba to bo turned over to him. Commodoro Iliggins then sur rendered his sword and vessel to Commo dore Pierson, and himself as a prisoner of war to tha Xavy of tho United States. Tho Cuban flag was then hauled down and tie entire crew sent ashore, The affair, ' in some of its aspects, is regarded here as an outrage, especially tho turning, loose in this city of a hundred sailors and ma rines, entirely beyond restraint or control cf cfScers. In anticipation of trouble a large special police force has been put on dcty to-niuht. Alabama Clatters. Washington, Oct. 19. Tho Mont gomery Journal has information from an authentic source, that complete arrange ments have been made T6r paying all tho interest of the State debt,'ialling duo on th(3 first of November. The requisite arrount has been sent from the State Treas ury to New York, where interest is - pay able. The financial condition of the State is reported healthful. National Capital Convention. St. Louis, Oct. 21. The Capital Con vention adopted a preamble reciting the facts existing at the titue of locating the seat of Government at Washiugtion, and the changes which have oceured since. It was resolved that it was absurcd to suppose that a handful of inhabitants in 17VS, passed, or desired to execute au thority to fix the site of the National Capi tal forever un the banks ol the Potomac; that people have endured the resent ill located Capital tbree-fuurths of acentury, patiently waiting for the vast territory ot the Union to be peopled and organized into States, and until a centre of the pop ulation, area and wealth coald be deter mined when a permanent location for the seat of Government could be selected; that the time has come when all sectional issues are settled, and all dangerous do mestic variances arc disposed of. The resolutions declare the proper place for the Capital to be the Mississippi valley, as the center of the continent. They re cite the advantages at some length. The resolutions conclude as fallows: Resolved, That while advocating the removal of the seat of Government to the Mississippi valley, we will not serve the interests of any particular locality, but urge Congress to appoint a commission for the national Capital in the great valley of the Mi&sissini. Resolved, That the removal of the na tional Capital being only a question of time, we emphatically oppose and condemn all expenditures of money for the enlarge ment of old Government buildings and the erection of new oaes at the present seat of the national Government, as a use less and wanton waste of the property of the people. EXaionie. Cleveland. Oct. 19. The proces sion of the Grand Commandry of Masons of this city to-day, was the most imposing ever witnessed in the State. Fifteen hundred men wcro in the line of march, comprising also the Commandry of Erie, Pennsylvania and Detroit, 31ichigan. The city is crowded with Masons from all parts of the States. The amount of taxable property in Coos county is $432,600; number of polls, oiu ; the levy for the present fiscal year is 18 mills. - - - ScBorcLA is a taint or infection in the hu man organism, -which weakens the vital forces, and disorders or disarranges . the functions of the whule system.
