Wo eommeml the article to every Democrat, as well as to those of either party, who feel an interest in the solution of this vcxotl voting ques tion. The Guard foreshadows what vhouM be the policy oi the Demo cratic party. It declares that the "question of the speedy return of the Government of the United States to a pure -white basis, is the one proposi tion that immeasureably exceeds all others in importance." The truth of that statement ought to be obvious, and is. The suffrage question is the tender spot the vital point in our politics. As a principle, it underlies till others; as a question, is paramount to all others. It is of the first impor tance, because every problem in poli tics must finally be solved by it. It regulates the Tariff, prints green backs and issues bonds. These and the multiplicity of questions growing out of them, we shall easily take care of, if we take care of the ballot. The dan er that threatens our institutions is the attempt, even now partially suc cessful, to debase the ballot, to tear down and uproot the doctrine of white supremacy, to introduce the negro and ultimately the Chinese as an ele ment in politics, in short to destroy a white man's Government in the Uni ted States. Of all the dogmas of the Republican party, this is the most dan gerous and the most vulnerable. The radical leaders, for the like reason that a beseiged commandant tries to con ceal the weakest point in his wall, shrewdly put into prominence ques tions of minor importance. They have never boldly declared for negro suf frage in their platforms, and yet every victory they achieve at the polls is a trinmph of that principle. It is upon this single point that our forces should be massed for the contest. A scatter ing fire alonsr the entire line will avail nothing, beyond the noise it makes. Xapolcon won victories over great odds by throwing his entire force, in a combined attack, upon a single point in the enemies lines. Concentration is victory. e cannot afiord in this perilous hour to indulge in differences upon minor questions. The mighty question which is paramount to, and which absorbs all others must be first settled. Let our one rallying cry be 1 l This is a white man's Government." Xet our banners proclaim it, and in this sign, by an organized, concentra ted and well directed movement, we shall cone u r. ' The great Wi of the Arucrirai people ar3 opposed to Efgro sutTra'a." Instead of uing genuine popular Democratic thunder iu the campaigns, these demoralized or incompetent leaders" bare in sisUd on employing nothing but th? artiib-ia! heet-ircn, spent thunders of hypocritical loyalty." The Surveyor General for this Stato appreciates his friends. Forty thousand dollars worth of Surveying has been let in two contracts, in each of which one of the Pengras figure as a principal Contractor. If current re ports are worth anything, these con tracts all go to Pengra & Co., and no body else ever gets one. One of the .parties contracting to do $20,000 vorth of work has employed Hon. IL II. Gilfrey to do the Surveying. In other words, Applegate hires Pengra & Stratton, and Pengra & Stratton liire Gilfrey, the latter performs the labor and the former enjoy the recom pense or the fatness thereof! Tho more hands these contracts go through be fore reaching tho workingman, the more expense there is. It would be interesting to know whether any public money, and how much, has been expended in survey ing along, and for the benefit of the military road of Applegate & Pengra ; and how" much has been fooled away in making surveys, so called, in the Goose Lake and John Day's districts and in attempting meridian lines; and what amount has been thrown awav upon a few of tho Surveyor's friends. who are too lazy for manual labor and arc too incompetent for anything else, Pcbtlaxd Election. The Portland Citj elec tioni resulted in favor of tho Republicans by majorities averaging 200 and upwards. The vote ' is said to Le much lighter than usual. The Herald ajs that some Democrats who went into the con ventions and assisted ia making the ticket, refused to rot it. Whatever may have been the causes, thy can't be remedied now. We confess to some dia f pojntme at, having entered into the anticipations el some of our sanguine Portland friends. "Our thistles flourished fresh and fair, And bonnie blocm'd our roses, But Bads came like a frost in Jane, And wither'd a' our posies." Prentice says he trys to t,c impartial, but for all that he is unable to look at the negro except on the dark eidc. ' - : STRENGTH, A?J A IV ASIGU.UENT. Mr. Seward bought Alaska, and every body Ir.ughcd, politicians treat ed the transaction as a huge joke and the newspapers called tho newly con tracted for territorySe ward's iceberg.' However, in duo time tho Senate, took up the purchase. Mr Sumner spoke his speech; public opinion glorified over the prospective spread of empire, and tho papers filled numerous col umns with statistics giving a most satisfactory exhibit of the wonderful resources of" our newly acquired tent tory." The Senate by a large, vote rati fied the purchase. In tho meantime another little real estate transaction, between Mr. Seward and Denmark, for the purchase of the Island of St. Thomas, developed itself. St. Thomas seemed to oiler inducements as a sort of Naval Station for the United States in the Islands of tho West Indies perhaps it could bo more properly called "a footing" which was to eventuate in the annexation of most if not all of the West India grou. So anxious was tins government that no wrong should be done to any body, not even the unsuspecting Danes whom fortune or misfortune had made inhabitants of St. Thomas, that a com mission was appointed to take a vote of its inhabitants and learn their wish es m the matter of the transfer. And here let us say parenthetically that Denmark ought to appreciate the ten derness of the regard shown for the inhabitants of their Uland in consult ing their feelings on the transfer of jurisdiction, when no similar courtesy was o fie red to eight millions of their own fellow citizens before ban ling over to the recon.structing agents of Congress. Iut the St. Thomascr.-; vield ed a cheerful assent and but one thing needful yet remained the seal of the Senate's approval. Congress met ind adjourned. Mr. Sumner made no speech, and the Senate made no allu sion to the Denmark bargain. A sec ond session passed in the same way. And now Denmark in a forcible paper to this Government protests against the indignity offered her. She in stances the manner of our transaction with Russia in striking contrast to that of ours with herself ami puts some pertinent questions to American hont:r and justice. That the govern ing sentiment in America regards the St. Thomas trade with aversion is obvi ous. Hut what will be done about it ? Will the Government ratify this mat ter as it did that of Alaska? It is cer tainly committed, as far as good faith goes, and if the Senate refuses to consider the purchase, or considering rejects it, the position of Denmark will be humiliating. The United States will subject itself to the imputatb n of offering an affront to that nation because it is weak. It will appear that iu business matters, regard for a contract depends less on what we ought in honor to do than in w hat we fear to do, and that one code of morals applies to transactions with a power ful State like Russia and another to those with a weaker State like Den mark. In other Words that Right and wrong depend upon "a short sword and a long, a weak arm, and a strong." Sad Accidlnt. On last Sunday as Mr. Levi Linder and family were on their way to Camp Meeting, tie horses taking fright, overturned the wagon and threw the whole family down an embankment about twelve feet. Mrs. L. sustained a painful fiacture of her leg, and the youngest child, we believe about 18 months old, was so badly hurt that it died a few hours alter the accident. The rest were more or less bruised but not serious ly. Eu;cnc Guard. On the 11th inst., says the Democratic Press, a young man known as Jack Turner, about 30 years of age, died suddenly at tho lower end of Spring Valley, from excessive drinking of cold water while ' ho wa3 very much heated. The day it will be remembered, was exceedingly warm, and coming iu from the field during the day, the de ceased drank about two gallons of water in a very short time, when feeling giddy, he staggered to a bed, fell upon it and al most instantly expired. Anothfb Suicide. M. Evens, who resided near Ashland, went into his house one day last week, took his gun and start ed out, as was supposed, ou a hunting ex pedition ; but not returning for some two or three days, search was made, and when found, he had ended his miserable- exist ence by discharging the contents cf the gun into his head. Henry J. liny niend editor of the New York Times, wns struck with apoplexy at l o'clock this morning and died at 5 o'clock. Ho intended to have the body of ono ol his children who hud died a few. weeks since, removed there.. Ho returned to tho 'times office, and remarked to one of tho asociato editors that ho never felt better iu hi lift, except a slight feeling of fatiguo. llo went to his residence where ho remained until 0 o'clock, and then went out to a tie ml a political uuct ing. Ho returned to his resi dence !'t 11 o'ch ek, and soon as ho had entered tho hall ho fell heavily on the floor; but nono of tho inmates heard his fall, they huving retired for tho niirht. About o'clock this morning ono of Mr. Raymond's children became restlcs, and after becoming fully awako heard some one breathing heavily Person in tho house were awakened, and on defending to the hallway found Mr. Hiymond ex tended on the floor unconscious. Physi cians soon arrived and pronounced him boyond all medical aid. They also de clared tho caso to bo apoplexy. He lin gered unconeiously until 5 o'clock, when he died, surrounded by the members f his fnuiily. He. passed away apparently with but little pain. He had terrible gashes under both eyes, aud hi lace ter-i ribly disfigured. The combatants clinched after a desperate struggle, and both wen', down together near the ropes. The round was decidedly in favor of Allen. Ofh round. Heavy hitting. Allen who teemed the freshe-t of the two, looked very com placent, throwing trouod hh opponent with the greatest eac. 7th rounu, Mc Coolo presented a forlorn appearance, and wa not very rapid in responding to time. Allen looked fresh and cheerful. After Koine exchanges of a not very satisfactory character to McCode, Allen decided to go to gra-s in order to escape another terrific blow from the giant' tdedge ham mer. 8th round, McCoole's backers urged him to make short work of his opponent, but in vain. He struck out wildly with his right, but missed hh mark, Allen striking him on his potato trap with ter rible effect. It became evident that tho fight would come to a speedy terminnti n. the giant being knocked partly off his pins, which terminated the round. 9th and last round, Doth men responded to the call. The excitement was so intense that the referee could not bo heard. The combatants approached each other and en gaged in terrible close quarters for n few seconds, and then clinched aud rolled over side by side iu close conflict, both hugiring mother earth. Allen placed his hand in the eyes of McCoole. gouging desperately, when the cry -of foul was raised from Mc Coole corner. Ihc ropes were cut and the wildest excitement prevailed for a lew minutes, but the crowd soon dispersed to wards the boat. The referee was afraid to give a decision. Several pistols were pre sented at tm head, but he refused to decide the matter until he reached the boat. Allen out-fought McCoole all the way through, and to all appearance would have won the fight if allowed to proceed. Mc Coole was much blown and badly pun ished, and really whipped. The fight lasted about twenty minutes. The boat has not yet reached St. Louis, aud nothing caD be learned at present. Washington News. . Washington, June 19. The TJrick layer'b Union expelled six members be cause they persisted in working with two colored bricklayers in tho Washington Navy Yard. Reports received from tho revenue offi cers of Fast Tennessee, Norh Carolina and the border counties oi Virginia, have communicated intelligence of the seizure and destruction of sixty illicit distilleries within the past few months. The work was rendered exceedingly difficult and dangerous owinar to the resistance of the distillers and the desperate character of those en:a:ed in the business. Gene ral Sherman has directed the military to render all assistance in their power to the revenuo officers. Id consequence of the nire difficulty encountered by revenue officers in Philadelphia in' attempts to suppress the numerous contraband distil. lcrics, application has been made to tho Secretary of tho Navy for a squad of ma rines, tho Attorney General directs the U.
