Wo owe eome to others ; they expect their pay; and if our friends will pay us we can pay those whom we owe. Wo are making out bills gainst those owing us, and we hope, as they ". are generally small, they will be promptly cancelled when presented. ABBOTT A BROWN. SxAit-rox. Our citizens nre now thor oughly aroused relatifo to the small pox question. Wherever you go tho conversation generally begins and ends about small-pox. During the "week it has been repeatedly cir eulated that somebody in Albany had been attacked by the small-pox ; but wo ore hap py in being able to state that all such reports art false at this time, (15th inst.) Our City Council bare had two special meetings, and have taken sundry important steps in regard to this matter. For particulars see Council proceeding. We would repeat the advice we tendered last week ; which is that those of our citizens who have not yet been vaccinated embrace the first opportunity for so doing. In ninety mine cases out of a hundred vaccination is a preventive. If any one not vaccinated should te attacked by the small-pox, we also advise that such person be vaccinated, unless the ' pustules have made their appearance, as accination materially modifies the disease in such cases.. At least such is the testimony of standard medical writers. We mentioned last week that carbolic acid is said to be a preventive of small-pox. It has been extensively used jn sundry locali ty in California ; and perhaps it may be used in Albany with good results. Let those, however, who may resort to it bo very care ful how they use it, for it is a powerful pon ton. Mr. Berger. a London chemist, lately killed himself by carbolic acid, in attempt ing to introduce a drop of it into one Of his tooth for the cure of tooth-ache. Xeverthe- lens, its powers of arresting suppuration, of . talking healthy granulations, of causing wounds to heal rapidly, and its antiseptic qualities as a topical application to offensive ini purulent discharges, are said to be as tonishing ; and hence, in skillful hands, it is regarded as a very valuable therapeutic agjnt. On laat Monday night, Mr. Lewis Churchill, living ncarlirowns Ville in this county, met with a fatal acci dent, under the following circumstances: lie bad gone to a religious, meeting at a church in the vicinity of his residence, and at the termination of the exercises, started hone," neglecting to light his lantern. The iiiht was very dark, and in hurrying along he missed the path and stumbled against a tump, falling violently neross it and receiv ing such severe internal injuries that death resulted in about twelve hours afterward. 1 . An Attempt waa a&da by some philanthropic member, previous to adjournment, to resolve the body into a "jwwt house" until after the amall-pox scare was over, but the effort proved abortive. This U an increase of 30 chil dren ever last year. Scsk. The steamer "Active," while on her down trip from Corvallis last Tuesday, and when within three or four mile of Al bany, struck a snag and commenced filling ; but sh was immediately beached, and her cargo was injured only slightly. Small-Pox. Mr. Jno. W. Gilmore, living . on Oak creek in this county, last Sunday re ceived a telegram from Jacksonville, stating that his son William was among the victims - to that hdrrible contagion, small-pox ; but 'later news convey the glad intelligence that , lie is new convalescing. Council Proceeding. Satcrdav Evening, Jan. 9, 18G9. k Council met pursuant to call of tho Mayor, Roll called; present: Mayor A. W. Stanard, Councilmcn Ilackleman, Nixon, Cundiff, Comley, Mealy aud Marshall. Tho Mayor stated the object of the meeting to 1)0 for the purposoof speedily procuring a house outsido of tho city limits, to which might be removed cases of small-pox if any should make their appearance in tho city and also to try to prevent its coming to tho city. On motion, r committee of three, consist ing of Councilmcn Ilackleman, Comley and Menley, was appointed to procure a pest house as soon as practicable, and in jraso there should be a cae of small-pox come to the city, to take charge of tho patient and have him removed to such pet house, and to procure bedding and everything necessary for the comfort of the patient, and also to procure medical attendance and a suitable person to wait upon and tako care of auch patient. The Mayor stated the oLject of the meet ing to be to make some arrangements to cm- ploy a Health Officer. A motion that the Committee on Hospital be empowered to employ a Health Officer, was lost. On motion, a committee of three, consist ing of Councilmcn Nixon, Marshall and Cundiff, were appointed to procure the ser vices of some person to act as Health Officer until otherwise ordered by the Council. Council met : roll called ; Present : May or Stanard, and Councilmcn Comley, Nix on, Ilackleman, Cundiff, Mcaley and Mar shall. Minuter of previous meeting were read and approved. The committee on printing reported tha they had conferred with the publishers of the two newspaper of this place; that Mr. Van Cleve proposed to do the same amount of printing that the City had done last year for the next ensuing year for the sum of $.10; and that Messrs. Abbott & Brown had pro posed! to do the same for the sum of $75. On motion, the report was received and tho committee discharged. On motion, the contract to do the City printing for the ensuing year was awarded to Messrs. Abbott & Brown for the sum of $75, to bo paid quarterly, they to do the same amount of printing that they did for the City last year; - The Recorder reported that he had made arrangements with Mr. Witney for the use of his room for the amount of 2,50 per month. The committee that was appointed to pro cure a Health Officer, reported that they had procured the services of Dr. V'm.. Lister as such as long as required by the Council. On motion, it was ordered that Dr. Lister bo contained as Health Officer until the next regular meeting of the Council, ,for which they were to pay $2 per day. On motion adjourned. L. W. Sometimes they administer it neat, sometimes diluted with water, sometimes medicated ; and whllo admitting, as any sane and turnout man admits, that it it. morally and physically, a poison, when taken to excess, they arguo that under certain conditions, and In certain cases, its uso is not only ad finable, but essential to the preservation of life and the restoration of health. Tho liquors of commerce arc so generally adulterated that it is perilous to give them to Uk persons. All the brandies, rums, gios, whiskies, Ac, are more or less empoisoned. Yet they have not a m ord to say against opium, mercury, stryebuioc, iodine, qui nine, and other deadly is.ns which areprtscrib cd daily by thousaads of medical men. Are these less deletcrioas than the pure aleobolie stimulant osed as a medium for diffusing the healiog Influ ence of wholesome herbs and roots through the ystcra? The most uncompromising uitra-probibl-lionlst must admit that they are not. But be has a rejoinder iu reserve. The powerful mcdicants referred to are prcscirbed io limited doses. Bounds are affixed to their use by those who reeomniend them. And Is ft not the same, we ask, with regard to medicated spirituous stiraa lahu? Bigoted prohibitionists would do well to learn a few lessoni from Sacred History. The patriarch! and prophets of the old dispensation and the apostles of tho new, were not one idea men. They did not hold that the abuse of the thing waa aa argument against its uso. The cultivation of the vine as a material for the manufacture of wine, is sanctioned by tho Scriptures. It is commanded to be given to "him that is ready to perish," and also to "those that bo of heavy heart!." Bad wine and wino taken in excess, is mado the type of lleavea'u wrath, as tho "wino of astonishment," of "rapine," of "fury," of "affliction." Ac, but good wino is not only not proscribed, but is forci bly recommended in many pages of the Bible. Some commentators insist that the articles'thus recognized by Divine Authority contained no alco holthat it was unfermcntcd juice of the grapo ; but as it is called "strong drink" in Proverbs and elsewhere, and Is expressly stated to be "gladden ing," this construction is evidently .contrary to the text." The true friends of tempernuco resort to no such sophistry as this. They admit that a diffusive stimulant is a good thing when judiciously applied, and this, and nothing moro than this, is the argu ment of the truly temperate.'
