SATURDAY ...BjEtfEMBER 12, 1863.
SXUXICUMX ELECTION.
The election for cjty officers took placo last
Monday, and resulted in tho election of a
Democratio Major, Recorder, Treasurer,
and four out of the six Councilmcn. Owing
$o peme dissatisfaction with a portion of tho
Democratic ticket, tho Radicals elected tho
Marshal and two Councilmcn. Tho average
rote of tho successful Democratic candidates
hows a slight increase over the Democratio
majorities of last year ; and there , is no
question thaftho city of Albany is decidedly
Democratic. We can carry it when wo try.
" We hope that tho new board of officers will
act immediately in reference to afiro engine.
The issue pf a fire engine was ono thing that
contributed to tho success of our ticket last
Monday. It was one thing that helped de
feat two of our candidates for Councilmcn,
and to elect their opponents. The citizens
here a good majority of them want imme
diate steps taken for tho purchase of a fire
engine ; and as one cannot be had without
taxation, they are willing to be taxed for
that purpose, and they expect this Council to
do it. Everybody is either directly or indi
rectly interested in having a good Fire
Company organixed ancl a fife "engine pro
cured at the earliest possiblo moment. We
hear it on all sidej that if, when Mr. Cald
well's building burpt down the other nighj,
we had had a good fire engine and fire com
pany, it would have' been saved ' without
- 1 it f
much difficulty. Not only so, but give us a
fire engine and every one who insures hi
property, whether goods or houses,' can get
them insured at greatly reduced rates of in
surance. There is scarcely a business man
in town but would be benefitted, to a greater
or lc3S degree, by a fire company and fire
engine. There is plenty of good material
here for a Fire Company; now Ictus have a
fire engine.

Aujaxt Legislature. The third regular
session of the "Legislature of the State of
Albany," held last Saturday evening, was a
startling feature in the history of our coun
try. Bills, revolutionary and otherwise,
were introduced ; some of which, if success
ful,''will undoubtedly inaugurate a reign of
terror in Ochoco, the Goose Lakft country,
nd perhaps in Patagonia and other foreign
ports. Mr. Arnold, of Washington county,
introJuced a school bill, which, among other
things, requires everybody over six and un
der stxteen years of age, to attend school at
least three months every year. Mr. Flinn,
of Multnomah, introduced a bill making
murder in the first degree punishable by in
carceration in the Penitentiary for life. Mr.
'Wad s worth, of Marioa,' gaVe notice that oh
next Saturday evening he would introduce
an appropriation bill ; and Mr. Whitney, of
'Yamhill, gave notice that at the same time
he would introduce an amendment to the Con
stitution of the State of Oregon, by striking
cut the word "white" therefrom. The bill re
lating to the abolition pf capital punishment
was taken np and discussed in a very full
and interesting manner, almost every mem
ber resent giving his views more or less
clearlv. ftueeinctlv and at.lv unon the nro-
j t j j 4 (
posed measure. When the discussion was
close 1, and the "previous question" called
for, the vote stood : in favor of the bill, 8 ;
opposed to the bill, 18 thereby defeating
'Abe till end allowing hanging to proceed in
Oregon is usual. The Grecian Btnd is still
on the table, but will probably be up before
long. Rumor is aoat fjiat articles of im
peachment will be introduced at the session
io-nlght, arroingihg bna of the officers of
"the Legislature on "trial for "high crimes
and 'misdemeanors in office." This body is
'surely fast following in the wake of the
Illustrious Rump at Washington,
A JSitpxrior Edifice. AVe learn that Mr.
J. E. Garrett, near Peoria' in this county,
has just completed a finelaje and commo
dious dwelling, coniainihg'nine rooms. The
main building is 18x22, with' an L. . It pos
sesses all the requisites of a first-class dwell
ing, and is believed by many to be superior
in fini sh and plan to any country-seat in the
county. The house was constructed under
the supervision of Mr. Joseph Conner, of
thiscojnty. The plastering was done by
Mr. George Humphrey, jr., of Albany, and
is said to be a superior specimen of work in
that line. .Persons who design erecting
country residences would do well to examine
the plan of Mr. Garrett's house. .
"The Brook" is the name of a new sa
loon inst opened on the northeast corner of
3Iain and Ferry streets, by Messrs. Mont-1
gom ary &, Tower. The building was former-
Ij occupied by the latter gentleman as a meat
'market; bat fince he has discontinued that
"business the premises have been remodeled,
'the doors and windows re-painted, and the
rooms appropriately partitioned and furnish
ed for the new purpose for which it is to be
used. An advertisement of "The Brook"
will appear in the Democrat shortly.
iroRK -tacking. "xe junior" was one
evening this week shown through the pork
packing establishment of A. Cowan & Co., by
thoso accommodating gentlemen, ' Messrs.
Hackleman and Davidson ; and we found it
to be quite an extensive institution'. 'Some
thing over nine hundred hogs have been cut
up and salted down, and about one hundred
and fifty barrels of lard besides innumera
ble 10 fi cans of the same have been ren
dered out and put . up ready 'Sot shipment.
Citt OrrictRS. The following named
gentlemen are our city officers elect for" the
year 1869. The three that are in Italics are
Hadicals ; all the others are Democrats
Mayor, A. W. Stanard; Recorder, L. W.
Doolittle ; Marshal, D. Fr.oman ; Treasurer,
; James Shields ; Councilmen," Joseph Nixon,
B. W. Cundiff, J. II. Hackleman, J. B.

C-icncH Festival. See the card an
nouncing a Church Festival, in to-day's pa-
per. xne lames are making extraordinary
' exertions to render their entertainment
'a complete success; and the object (making
1 improvements on their chapel) should cer
"tainly secure a liberal patronage from our
' irefe hearted and generous vcitizens.
Christmas Ball. We are authorized to
announco that thcro will be' a magnificent
Christmas Ball, at Parrish's Hall, in this
city, on tho night of tho 5th inst. (Chnst
mas). Thoso pcrsons'composing the sovcral
committees aro among our most respectable
citizens, and their names are sufficient guar
anteo that tho Ball will be all that thoso who
who Lave a predilection for "tripping tho
light fantastic" could desiro. Arrangements
have been mado for a sumptuous collation
and excellent music. Tickets of invitation
will bo issued in due time.
Tne famo of tho celebrated Plantation
Bitters has no parallel in tho history of
medicine. The thousands, upon thousands
of bottles that aro mado and sold daily is
but proof positive of their wonderful virtues.
Thousands of Certificates can be produced,
showing the efficacy and certainty of the
cures which they effect,' and tho Medical
Fraternity, usually 60 jealous of anything
which causes persons to think and doctor for
Ihemselvcs, aro compelled to acknowledge
its efficacy and wonderful virtues, and pre
scribe them for those who seek their advice.
They aro sold by all druggists.
s .y. ,
Generous. Tho foro part of this week
tho house-carpenters and a number of other
gentlemen of this city, turned jut and assist
ed Mr. Caldwell in erecting a hew house', in
placo of the one that was destroyed by fire a
few weeks ago J and tho framo is now up
and tho roof on the hoVise'.' " Tho citizens of
Albany cannot be e.v celled for generosity and
charity by any people on the coast, "or any.
where else.
Tonsorial. C. A. Blackley, fashionable
barber and hair-dresser, offers his services,
in to-day'sJEMOCRAT to all those desiring
anything done in the "barbarous" line. He
has tho reputation of being an excellant
"knight of the razor and strop.',' TBy-the-way,
Mr. B. alp tenders his services man
agers of parties' "and talis, as a first-class
"caller" for figures in the mazy dance. '
Farm For Sale. Mr. Wm. C. Miller, of
this county, has an advertisement in to day's
paper, offering a magnificent farm, situated
four miles north of Albany, fur sale on easy
terms. This is a ppleridid opportunity for
any one who has money to invest in rail es
tate. Read his card for particulars, "
Settlement Notice. Those persons who
arolnterested should not fail to read the no
tice of Mr. A. Cowan. Ho invites all his
debtors, "ii respective of race, color, or pre
vious condition," to call in and "dough over"
before tho first of January, 18G9. '-

Consolidation. We hero it rumored
that the combination line of steamers now
on the Willamette are about to edpsolidate.
The steamers now running by this line
are the Wenat and Carrie between Port
land janoi Uregon city, 'ana ttie tsuccess
and Ann between Canemah and Eugene
City, These boats are now owned by
Four companies, hut a consolidation is
talked of, and will doubtless be effected
soon, which will strengthen the opposition
and give increased confidence of auccess.
There is a large amount of- freight going
up the river by these steamers at the
present time.nuch greater than any pre
vibus widter season; The Success leaves
Canemah every MondaV and Thursday,
connecting at Albany, with the Ann for
Eugene City. A new jsteamter is .under
way at Canemah, and will soon be ready
for the trade. ortland Ilerald.

Gkktlemes : I have no hesitation in laying
that I believe the great majority of locomotive en
gineers have found by experience that Walthak
Watches are the most sATisrACTORT ef aay
for their nses. They run -with the greatest
acccract AD steadisess, notwithstanding the
rough riding of an engine, and, as I have kever
knows ose to wear oct, they must be durable,
r hone to seethe time when, railway companies
will generally adopt your watches, and furnish
them to all engineers and conductors. In my opin
ion it would gjeatly tend to promote regularity
and safety, lours respectfully,
