quit a large number of tho eltuens of At-

Wednesday evening. Mr. Eli Carter was
called to the chair, and 0. T. Vininjj,- Esq.,
chosen Secretary. . The chairman stated the
object of the meeting to lo to devise means
. forjpecaring the route of tho East-aide Kail-
road through this city, and otherwise aiding
anl: encouraging the enterprise. Messrs.
II. Cranor Jas. II. Foster, John Conner
ani'Dr. Alexander were severally called up
on aml'eiprcsscd their views with regard to
the matter ; after which, on motion of Dr.
a Alexander, a Committee consisting of eleven
of the citizens of Albany was appointed to

template rumnng the road throogh Albany,

elucidate in our article of last week, and to
-which we would now call ntteution. If the

as at present contemplated by the
Company, it is hard to estimate the damage
whi;;h .the property-holders of . Albany and
"Vicinity will thereby sustain. A rival town
will be laid out at some central point ; a de
pot will be erected ; machine shops built ;
and inducements held out to capitalists and
CoiSers i go there and settle. A depot al
ways creates more or les business ; business
men are aware of this fact and they will act
Accordingly. As this rival town grows, and
-trado increases, and the ca-stern portion of
the county augments in wealth and popula
tion,' a movement will be inaugurated which
'will oltimately result in the removal of the
county scat from Albany to this rival town
aforesaid.- There is already a latent feeling
the minds of those living at a distance
from Albany that it would be far better if
the county seat were more centrally located.
Some persons having - business with our
courts, or some of our county officers, are
compelled to travel twenty or thirty miles ;
f coarse all such would favor its removal.
As time progresses this number will be es-
k nentudly increased ; and it is sheer folly to
hut .our . eyes to the fact that they will
lanior. for a change. Some say, let the Rail
road run where it pleases Albany has such
aratart, and being on the river, the ifailroad
can net injure it much even if it should run
east of us and build up a rival town. We
implore all friends of Albany not to "lay

IXallroadtrapning east of this lace, will not
only injure it; it will do worse it will kill
it. Eailroads affect the business relations of

tky kill them, and -they do it quickly.

rivers and expensive canals. We recollect
when the Ohio river was crowded with large

running up and down the Ohio river are few,
and baII and sickly looking compared
with those of twenty years ago j . and. it, is

Illinois are .eat up and checkered over with
railrosds, and they do the greater portion of

Mr. John Ambler, of Waterloo precinct,
this county, almost miraculously escaped a
terrible death from the falling of a tree dur
ing a severe wind storm ono night last week.
It seems that tho forco of tho wind had
blown tho door of the houso ajar, and Mr.
A. got up out of tho bed to close it; but find
ing that ho was umablo to succeed in closing
the door alone, ho called his wife to his as
sistance and, just as she got to tho door a
treo fell across the house, crashing tho roof
and tho timbers which supported it entirely
in, and, coming on down, was precipitated
across tho pillows upon which but fi moment
beforo had rested the heads of Mr. and Mr.
Ambler. There was a young babe in tlio
bed at the time- of the fulling of tha tree,
but fortunately the little slumbercr was rest
ing some distance down from the head of the
bed, and thus escaped injury.. There weru
several other children, lclonging to the fam
ily, in tho house at the time, all of4 whom
were more or less injured by' tho crushing
in of the house, but none seriously. Mr.
and Mrs. A were only slightly hurt. This
may bo regarded as the most providential
escape, in this section of country, on rec

Lycel'm. On last Saturday evening -quite
a number of our citizens convened at tho
District School House, in this city, for tho
purpose of taking the initiatory steps toward
the organisation of a debating club to pass
the long winter evenings in an interesting
and beneficial manner." Committees on per
manent organization were-appointed, and
also a question selected and debaters chosen
for tho next meeting, which will be to night
rat the same place; when a permanent and
thorough organisation will b c Hoc ted, offi
cers elected and rules; and regulations Tor
government adopted. We trust our citizens
will give "aid and comfort" to this parlia
mentary and august body,' and thus asuist
in promoting nn Institution which will tend
to interest, instruct and amuso both young
and old during tho long "misty" season
which is fast approaching.
Seniors Accidk.it. John Irviuo. the ion of
oar worthy Sher.i!T, met with a distressing accident
on lal Thursday night at the Court House. While
attempting to leap over the chain around the raUed
platform in fro lit of the building, his foot caught
in the cable, and bit head and bodjr were precipi
tated forward over the platform to the ground,
the force of the fall knocking him insensible Af
ter coming to his senses and sitting upright be be
gan expectorating blood and complaining of sharp
pitas, and it is feared that he hat receired internal
injuries wLich may yet prove dangerous.

Cibct'It Cocet. An extra session of the
Circuit Court of Linn county will be held by
JuJge Boiie, commencing on the 12th of
next December. It lias been ordered speci
ally to try Lyman W. Pomcroy, of this
county, on a charge of poioning his wife
some eight or nine years ago.
"MtratLLo's OrrtcAi. Illcsioss" did not ex.
ibit in this city on lat Thursday evening, as had !
been adrertifed, owin; to the explosion of a gas
tube belonging to some of the lighting apparatus
of the exhibition. The managers intend showing
in this city on next Tuesday night, at the Court
llouse.

Vinmg, Secretary. The meeting was addressed
by Mer. Cratior, Foster, Conner and Alexander.
On motion a Committee of eteren wat appointed,
bT the House, to eonfer with the director! of the
Oregon Central Railroad Company, with regard to
the location of laid Road through t'.e city of Al
bany; and report at our next meeting. The Com
mittee consits of Messrs. W. F. Alexander, Jas.
Foster, D. Froman. A. Haekieman,, Walter Mon
teitb, John Conner, Joseph Nixon, Jas. Elkins,D.
M". Thompson, L. C. Uurkbart and Martin Fayne.
A motion was made and carried that, when this
meeting adjourn it adjourn to meet at the call of

An Act to provide fur the conveyance of
tho Inaaoc to tho Asylum.
Sec. 1. That it shall be the duty of the
bhcrius Of tho tcvcral Counties, within
this State, to convey to tho Asylum for
the Iusanc, such person or persons as the
proper authority of their respective coun
ties may declare to bo ioHane, provulnl,
Aoireivr, that they are paujcrs, and are
unable to defray the expenses ot their
conveyance to the Asylum.
Sec. 2. Tor the conveyance of the In
sane to the Asylum, the Sheriff shall re
ceive the same fees and compensation that
is allowed tQ the Sheriff lor conveying
prisoners to tho Penitentiary.
Sec. 3. Said fees and compensation to
be paid by the State out of the fund set
apart for the Insane and Idiotic.
See4. Whenever the Sheriff presents
the Certificate of the County Court cf
nis county to the secretary o! Male,, he
shall audit the same and draw hk war
rant on tho Treasurer for the payment

An Act to amend Title three of Chapter
tweuty-eight vf the (jencra'l Laws of
Oregon, relating to Pcddlsrs' License.
Sec' 1. That Section 21, Title 3, Chap-
tcr 28, be and the amo is amended to
read as follows: Sec. 21. No person
or persons applying for a license or per
mit shall be entitled to the fame until bo
or they shall file with the County Clerk a
receipt trom the County Treasurer for
the amount ordered to be paid by such
applicant or applicant, agreeably to the
provisions of this 1 itlc ; provided, hotc-
rrcr, That this act shall not be so con
strued as to include any goods, wares or
produce manufactured or railed tu this
