SATURDAY.. -.AUGUST 22, 1S6S. pEHOt'KATIC IL,ATI'01tJI. Adopted by the National Democratic Convention, convened at New .York, July4, 1868. The Democratic party in National Convention assembled, reposing its trust in the intelligence, patriotism, and discriminating justice of the peo ple, standing tspon tbe Constituti on as the founda tion and limitation of the powers of tlio Govern ment, and the guarantee of the liberties or tho cit izen ; and recognising the tiuc?ti'ns of slavery and secession as haviug been settled for all titne to come by tbe war or tho voluntary action of the Southern States in Constitutional Convention as sembled, and never to Lo renewed or reagitated, do with the return ef peace dein&ud : Firtt Immediate restoration of all the States to their rights in tho Vniota tinder tho Constitu tion, and of civil government to the American people. Second Amnesty for all pa.t political offenses, and th regulation of the elective franchise in the States by their citizens. Third Payment of the public debt of the United States as rapidly as practicable ; all muneys drawn from the people by taxation, except inueh as is requisite for the necessities of the Government, economically administered, being honestly applied to uch payment, and where the obligations of the Government do not exprvssly Mate upon their face, or the law under which they were issued does not provide that they shall be paid in coin, they ought, in riht and in ju.-tice, to be paid in the lawful money of the United States, Fourin Equal taxation of every species -of property according to its real value, including Government bonds and other public securities. Fifth One currency for the Government and the people, the laborer and the t-fTice holder, the pensioner and the collier, the producer and the bondholder. ? urfa Economy ia the administration of the Government ; the reduction of the stauding artny and the navy: the abolition of the Freedman'a Bureau, and all pclitical instrumentalities designed to secure ncrru supremacy; simplification of the system, and ii-"ontinane of iminbitorial modes of assessing and collecting Internal Revenue, so that tho buruea f taxation may be equalized and lessened; th-; crciit of the Government and the currency ma U good ; the repeal of all enactments for enrolling the State miiitia into national Torres in time of p-aee , and a tarriff for rvveuue upon foreign imports, and such equal taxatin under the internal Revenue laws as will afford inci dental pruteetion ta domestic manufactures, an 1 as will, without impairing the revenue, itupoe the least burdon upon and best promote and encour age the prea industrial interests of the eountry. Streutk lleform of abuses in the administra tion, the e5 ulsion of corrupt men frt m of fice, tha tbr iretin of uscles oQevs, the restoration of rightful authority t , and the independence cf, the executive and judicial de-p-artmenty of th" government, the subordination f the military t the civjl power, to tbe end that the U5jna?u ns of Coogresa and the despotism of the srri may ecas?. Ei'ihii E iuat rights and protection for nat uralized and native-born eitizens at home and Abroad, the assertion of American nationality which shall command the respect of foreign pow era and furnish an example and encouragement to people straggling for national integrity, con stitutional liberty and individual right and the maintenance of the rights of naturalized citizen against the absolute d'.-ctrioe of immutable alle giance, and the claim of ferugn powers to pun ish them for alleged crime c.uimitui beyond their jurisdiction. In demanii-g tnc.'-s meaurc ao-j reforms we arraign the Padical party fxr its disregard cf right and tbe unparalleled eppreaaion aiid tyranny which liaTe inir&cd its career. After the ni"t solemn and unanimous pledge of both Uoua u Cor press to prosecute the war ex clssirely fr the maintenance of tbe Government and the preservatb-n of the l a ion under the O-b- etitumn. it I as repeatedly violated that ra-?t sa cred p!?dge nc kr which alone was rallied that noble volunteer army which, carried oar flag to victory. Ia.-tcai .of resforin the Union it has. so far as in ivs power, dissolve! it, and subjeettd tea itati6, in tine of prof-ssa 1 jvae. to militarv despotl-'ia aa 1 ner supremacy. It has nullified there tie r'bt of trial by jury; it hs aboli-Led the k'ib" crj.Hi, that ai'-Bt .-acrvd writ of liberty: it haj ovtr.farjwn t-.e frvti.-ra f ?re-eh and the pres ; it has uubrtitnted arbitrary seizures, and arrests, and military trials, and secret star cham ber inquis iticns for the constitutional tribunals ; it has disregarded ia time of peace the right ot tie people to be free from searches and seizures: it has entered the post and telegraph cfSces and even the private rooms of individuals, and seized their private papers and letters without any spe cific charge or notice of aldavi a required by the organic 1 iw : it has convert'.d the Amcncan Capitol into a tactile; it has etabii?hed a sys tem of spies and oncial ejonaje to wbu-b no constitutional monarcny ot turpe would now dare to report ; it has abolished the riht of ap Deal on important constitutional questions to the anpreme iudk'Lil tribunal and threatens t curtail or destroy its criminal jurisdiction which is irre vocably Tested by the Constitution, while the learned Chief Justice has been subjected to the most atrjc-iijus calumnies, merely Lecacza bs wonl l not prostitute his bih oEee to the anpport cf the false and part'uan chargt-s r referred aAiDt the President. Its corruption and extravagance tars exeeedei asythin? known in hi.'tory, and by; its fraals and monopolies it has nearly doubled) the burden cf the debt created by the war. I has stripped the President of hLS constttntiona power of appointment, even of his own Cabinet Under its repeated aisaulfa the pillars of the Gov rnment are rocking on their base, and should it .succeed in November next and inaugurate it President, we will meet as a snmectel an-l con quered peopl j ami 1 the ruins of liberty and th scattered fragniant? of the Con.'Wtution. And we do declare and resolve that ever sinc -the people of the United States threw off all etbJ Jection to the British Crown thep-ivilege andtrty of snSrae have belonged to the several stal. and have been granted, regulated anl control exclusively fcy the political power of each S rCTpeetiTelv, and that any attempt by Conjrr on any pretext whatever, to deprive any State this right, or interfere with its extrcue, is a I trrant nsurpauon of power which can find no w. rant in the Constitution, and if sanctioned by t people will subvert our lorm of Government, a; can only end in a single centralized and con idated government in which the separate existed qualified despotism be eetablUbel in place of i-, JTderal Lnicn of coequal fctates. j And that we regard the Reconstruction Acts (so called) of Congress, as each, as usurpations and unconstitutional, revolutionary and void. That our eoldiers and Bailors who carried the flag of onr country to victory against a most gal lant and determined foe must ever be gratefully remembered, and all the guarantees given in thoir . favor must be faithfully carried into execution. ' That the f ublic lands should be distributed as widely as possible among the people, and should be disposed of either under the pre-emption of homestead lands, or sold in reasonable quantities, and to none but actual occupants, at tbe minimum price established by the Government When, grants of the public lands may be allowed, neces sary for the encouragement of important public improvements, the proceeds of the gale of tsuch lands, and not the lands themselves should be so .applied. ' & That the President of the United States, Andrew .Johnson, in exercising the power of bis high of fice in resisting the aggressions of Congress upon the Constitutional rights of the States and" the People, is entitled to the gratitude of the whole American people, and in behalf of the Democratic party we tender him our thanks for bis patriotie efforts in that regard. Upon this Platform the Democratic party ap peal to every patriot, including all the conserva tive element and all who desire to support the Constitution and restore the Union, forgetting all past differences of opinion, to unite with us in the present great struggle for the liberties of tho peo ple, and that to all such, to whatever party they may have heretofore belonged, we extend the right band of fellowship, and hail all such co-operating .fritn us as menus and brctnren. - i LAW OF NEWSPAPERS;' ! 1.
