Mr. Cole offered a joint resolution in relati an to the Southern Facific Railroad. The Senate insisted on the amend ment to the bill to supply vacancies in the Executive Department. Mr. Chandler introduced a bill to ex tend the custom laws of the United Statea over Alaska, and to establish a Collection District therein. Th3 Indian Appropriation Bill was taken up, without final disposition. , Mr. Sherman made a lengthy report on the Tax Bill, which wa3 agreed to. Adjourned. in the House, Hr. eciicncic made a report from the Coznuiittco on the tax bill. The report was agreed to, and the bill passed. Schcnck stated that all that portion of the bill relative to tho banks had been stricken out. Special agents are limited to twenty-five in number. Mineral oil is put on the same footing as regards other - manufactures. There is no tax on petroleum per gallon. Spirits in boads are 1 required to be moved in nine uonOis. Tho special tx on distil leries remains. Tho tax on sales of "wholesale liquor dealers will be one per cent. By the provisions relating to in spections, l,G0O, or 1,700 officers will bo :got rid of, only about 100 inspectors be ing left to inspect tobacco, snuff, cigars, etc. It will reduce the number of reve nue clSeers more than half. In reply to a question with reference to adjournment, Mr. Schenck said that the principal business before the Commit tee on Ways and Means, was the Fund ing bill referred to it to-day: which the Committee would report back in eight hours. ; 1 The Senate amendment to the House bill to create the office of Surveyor Gen eral ot Utah wa3 incurred m. Washington', July 14. At the even ing session the Senate passed the Fund ing Dili. The Senate Committee on Foreign Af fairs will probably rcDort to-morrow the new Chinese treaty, which provides for commercial intercourse with China, with resident Minister at Washington . and a -change of immigration law. It is other wise very important, cpening the Chinese Jmpire to this country. The HeraltVs Washington dispatch says tbat Lniei Justice Chase has again declared himself in full sympathy with the Democratic party, although he disa grees with the plank m their platform in relation to the Southern Constitutions, and believes those Constitutions should stand till changed by the people of each State all voting. Coetmbia, S. C, July 14. The Leg islature elected Thos. J. Robertson to the U. S. Senate for the short term. The Senate to-day elected F. The Legis lature met yesterday. It contains 30 colored members. In the Senate the doorkeeper is colored; in the House the doorkeeper, sergeant-at-arms and chaplain are colored. Gov.
