Brooks, employed in the "NVcoton Fictpry, had his hand caught in tho picking machine. Amputation was found to be necessary, and is now being performed by Drs. Barclay and Safron. Washington,' Nor. , 2C. Boutwell ptcsented majority report from Judiciary Committea, recommending the impeach tuent of the President, signed by Bout well, Thomas, Williams, Lawrence, and Churchill.- - The report charges the Pres ident witlMisurpation of power and vio lation of the law in the. corrupt abuse of the appointing,' pardoning and veto power ; with corrupt interference in elections, and generally with the commission of ,acts amounting to high crimes and niis lemeanors under the Constitution " Wilson and Woodbridgo presented a minority report declaring that the Com mittee has not a particle of evidence which could be received by any court in the land. They declare, that bad spirit should be laid aside and the iutcrcst of the republic only be consulted. Marshall and Eldridge, Democrats, also submitted a report, declaring the President's offenses to be his inability to follow the lladical party in their mad assaults upon and departure from consti tutional government. The consideration of the subject was postponed to Wednesday of next week. Wasiiin'STOX, Nov. 27. The House Committee has decided to admit Ilolla day, Jore3 and Beck of Kentucky, as members. All the other Kentucky mem bers will receive their seats, except Young, whose seat will bo given to Mc Kee, the contestant - The United States Judges have de cided to Tecommend the passage of a law authorizing -the empanneling of a jury ' tolry Surratt from Pennsylvania or Ohio. New. Okltans Nov. ; 26. -Eighty-five members are present in the Conven-,tion- Judge Taliaferro was elected per manent President, with a colored Secre tary, and Serjeant-at-Arms. There has been a settlement with Fil ler & Trenholm as to the title to specific Confederate property in their hands upon the surrender of Lee. This gives the Government four or five ships of war, and cotton valued at 720,000 pounds sterling. Naples, Nov. 22. Mount Vesuvius is still pouring forth immense volumes. Seven distinct streams of lava are pour ing down the side of the mountain, and make a magnificent scene. Washington, Nov. 29. In the Sea ate Chandler offered a resolution that irben hostilities shall have commenced between England and Abyssinia, it Is the determination of the United States to ' maintain a strict and impartial neutrality. Chandler said the resolution was an exact opy of England's proclamation of neu trality in 1861 applied to the case of our : rebellion. juornii miroaucea a dm requiring uie Secretary of the Treasury, after July 1st, 18G9, to redeexa greenbacks in gold. Section second provides that after June "and July, interest having been paid, the Secretary is requited to sell all the gold over seventy-five millions remaining in the Treasury, in such manner as the best public interest demands. The other eec ction3 require the ' national backs to re deem their notes in coin after July 4th. 1869. Merrill, said he would press the bill at lin early day.. The Senate then adjourned. A strong feeJins is manifested in favor of the withdrawal of all the national bank, circulation and the issue of'greeu 1 backs instead. . Washington, Nor. 29. Mallory of Oregon, intends offering a bill relating to the election of Congressmen in all the States. The Herald's special says a strict count shows that ander the most favor able cire-BBastarices, only forty votes can mixy .relied on in favor ; of impeachment. Of these several are said to be doubtful. Should the -tone of the President's mes 6age be moderate, many now included ia favor of impeachment will oppose it. ' . Richmond. Nor. 29. Hunaicutt, editor of the Neva Kaliont indicted for using inflammatory language in a public speech, has been admitted to bail. His bonds are 850,000, and he is to appear at Charles City County Court for trial after, the adjournment of the Convention ofwhich he is a member. N Err Yo k Oct. -31. The census of immigration shows that during the year endinz October, 30th, 1867, 20S,428 lm inigrants arrived at this port, s -; Montgomery, Ala., Nov. 23 The franchise clause provides that persons con victed of treason shall not exercise the right of suffrage. It is believed this will -. exclude persons excepted by the $20,000 clause, against whom proceedings were I instituted, in the entering plea of guilty. If this 13 so, about 30,000 whites will be - disfranchised. Chicago, Nov. 23. The Kansas Citj and'Cameron' railroad has been finished with appropriate ceremonies. This gives .Chicago direct railroad communication . ; with Kansas City and Galveston. . Richmond, Nov. 24-The trial of Jeft Davb will commence at 2 o'clock on Mon- .day.
