QFflClAL CITYo PAPER. ALBANY, FRIDAY, MARCH 31, 1876. .Railway m mimrm HUta In the Senate on Tuesday, Wright introduced a bU which proposes to give to the Covington, I olumbia & Ulack Hills Railroad Company, ot Nebraska, a national charter, under the name ot the Sioux City, Black Hills Jfc Pacific Ilaifroaa Company, wiih right ot way and authority to construct and roautain a line ot railway trora Sioux Crty through Nebraska, Dakota, Wyoming, Idaho and Oregon to the city of Port land, all to be completed within fifteen years. When that road i completed we shall try our luck in the Black Hills settlement, provided we can stand tlie Company off on the price of a ticket, ' Ml'MM KJca !! Ess). .-, . Supt. W. If. Watkiuds ltas got him self into a scrape which may worry him to get out oC Mr. 1 1. C Myers charges him with being interested in tlie boot and shoe business carried on at the penitentiary by Walter Jackson A Co., although the statute reads : "Tlie Su perintendent, Warden,. Assistant War. den, shall not receive the labor of any prisoner for their individual profit or use, or l interested directly or indirect ly in any contract upou which such libor is employed or used." In tlie Warden (H. C. Myers) report, Messrs. Walter Jackson &Co. , are charged with six hundred and ninety-one (691) days convict 'labor, for the quarter ending February 9, 1876, while the Superin tendent (W. IT. Watkinds) report tor the same quarter charges W. Jackson & (To., with only four hundred and seventy-four (474) days a deserepanry of two fiundred and seventeen days! As this now Is entirety among the faithful, we may expect to see a very pretty little fibt, or a large amount of mutual concession. We learn soroe- thing of the same nature from Umatilla. A large portion of tlie Snakes are also forming an alliance with their former ene my ; in fact, we arc led to believe tliat many Indian tribes who have heretofore been apparently friendly, will join In the coming struggle as a last resort to arms, Others again, especially the Crows and Pawnees, will join tlie whites, as the Warm Spring Indians clung to the milita ry during the Modoc campaign. Califbrnians boast ot the delightful climate of that State, yet we have tlie statement of "X in the Ortgonian that they iiave had sixty -five days of rainfall there during this winter. Not such gentle, soothing rainfalls as visit Oregon, but deluging storms, accom panied by , bigh wind?, that make it impracticable to use an nmbrella. No wonder Oregoniau in California growl. Tlie Democrat ic press is ei liter steeped m igaorai ce or is utterly lacking in every principal ot lioocsty and sincerity. For the bene fit of these ignorant but "bo , honest editors, let us go back to tlie history of tlie musty past, when Democracy was iu tlie zenith of its power, even to tlie days of that pure patriot and patron saint of Democracy, Andrew Jackson. Among the first or tlie official acts of President Jackson was the appoint ment of Samuel Swartwout collector of customs tor tlie city ot New York, a man tainted with tlie Aaron Burr trea son, a tact with wliicli Jackson was ac- quainted at tlie time lie made the appoint- met. In the November following, the administration concluded to look into the matter, and after a little blus tering, charged the loss to the Govern, ment ! And tlien comes Wm. Linn, Receiver ot Publie Money at Yandalia, 111., who defaulted in tlie sum of $55,960 06. . Next we have W. P. Harris, of Mis- susipii, who was defaulter in the sum of $109,178 08. Gordon D. Boyd comes next, with a defalcation of, $50,937 29. And tlien comes F. Hawking, $100,- 000 : A. G. Mitchell. $54,626 55 : J. Allen, $26,691 57, and a number of other, until the amounts stolen by the receivers of public moneys, under Jack son's administration, amounted to $1, 000,000, which added to the Swartwout steal, foots up $2,325,705 69. In addi tion to tlie above, Gen. Gratiot default ed in a total amount ot $43,958 91 But we pass on. During Polk's administration, various I public officers, such as collectors of cus- toms, navy, pension and Indian agents, marshals, etc., to tlie number of forty, were found to be defaulters to the tune I w. vu. -" -v. i hniMiffieii a.wi aAat a-afr rMtnlM mnnavs I Msruavwav ivvvivvib va puwiiv mviiv I AoteMng1emanof all tliese was ever 1"""!
