act approved July fifteenth, eighteen hundred and
seventy, "to provide Jor tho compensation of
gi and jurors iu the circuit and district courts of

and the same is hereby, repealed ; the said section

He it reeolveti by the Senate and House of Kept
reeentaticee of the United Stuteeef America in Cun
greet assembled,'. That the publication of the ab-:
a tracts of specifications and of the engravings here-,
toforo accompanying the annual report of tho
Commissioner of Patents be discontinued after the
publication of that portion of the report for
eighteen hundred and sixty-nine, for .whieh the
plates have already been prepared ; and that, in ,
lieu thereof, the Commissioner be authorized to
have printed, for gratuitous distribution, net to
exceed one hundred and fifty copies of the com
plete specifications and drawings of each patent
subsequently issued, together with . suitable .in
dexes to be issued from time to time, one . copy to
be placed for free public inspection in each Capitol
of every State and Territory, one for the like pur
pose in the clerk's office of tho district court of
each judicial district of the United States, except
when such otliues are located in Stale or territorial
capitols, and one in the library of Congress, which
copies shall be taken and received in all court"? as
evidence of all matters ; therein contained, and
shall be certified to under the hand of the Com
missioner and seal of the Patent Ofiiee, and shall
be taken and received in all courts as evidence,
said copies not' to be taken from said depositories
for any other purpose than to be used as evidence ;
and the" Commissioner of Patents is hereby au
thorized and directed to have printed such addi
tional nnmbers'of copies of specifications and
drawings, certified as hereiuheiore provided, at a
price not to exceed the contract price forsueh draw
ings, for sale, as may be warranted by tue ac
tual demand for the same ; and the Commissioner
is also hereby authorized to furnish a complete set
of such specifications and drawings to any public
library which will pay for binding the same
into volumes to correspond with those in the
Patent Office, and for the trau.-portatiou of the
same, with convenient access for the public there
to, under such regulations as tho Commissioner
(hall deem reasonable : And provided also, 'i bat

dred and sixty-five, section nine, of act of Con

tho Island of San Domingo, and to such other
places, if any1, as such commissioners may deem
necessary, and there to iuquiro into, ascertain,
and report the political stare and condition of the
republic of Dominica, the probable number of in
habitants, and the desire and disposition of the
people of the said republic to become annexed to
aud to form part of the people of the United
States; the physical, mental, and moral condition
of the said people, and their general condition as
to material wealth and industrial capacity ; the
resources of the country f its mineral and egri
eultural products ; the products of its waters aud
forests ; the general chjfraotor of the soil ; the' ex
tent and proportion thereof capable of cultivation ;
the climate and health of the country I its bays,
harbors, and rivers; its general meteorological
character, and the existence and frequency -of re
markable meteorological phenomena; the debt of
the government and its obligations, whether fund
ed, and ascertained, and admitted, or unadjusted
or under discussion; treaties or engagements with
other power ; extent of boundaries and territory
what proportion is covered by foreign claimants
or by grants or concessions,, and generally what
concessions or franchises have been granted with
the names 'of the respective grantee ; the terms
and cenditions on which the Dominieaa : govern
ment may desire to be . annexed to and become
part of the United States as one of the Territories
thereof; such other information with respect to
the said Uovernment or it territories as to the
said eommh)ioaers shall seem desirable, or? im
portant With reference to the future incorporation
of the said Dominican repnblio into the United
States as one of its Territories.
SEC. 2. And be it further resolved ', That the
said commissioners shall, as soon as conveniently
may be, report to the President of the United
States, .who shall lay the report before Congress.
Sko. 3.i And be it further resolved. That the
said commissioners shall serve without compen
sation, exeept the payment of expenses ; and com
pensation of the secretary shall be determined by
the Secretary of the State, with the approval of
the President: Provided; That nothing in these
resolutions contained shall be held, understood,
or construed as committing Congress to the policy
of annexinz tho territory of said republic of Dom
