At a meeting yes terday the CahiDct considered the Lux embourg question, and came to the con clusion not to take any steps to prevent Prussia occupying the territory, reserv ing for further consideration the steps to be taken in case of a forcible annexation. It is expected that Prussia will take Lux embourg and Holland instead of Alsace and Lorraine, and that the war will end with the restoration of such. Tho Prussians delay the bombardment of Paris owing to a lack of ammunition, coupled with the fact that the roads are heavyj .and the opening fire may , be de ferred a fortnight. The rail Mall Gazette urges Eng land's duty to impress Prussia that, a violation of the neutrality of Luxembourg will not be viewed with indifference or passed with impunity.' Tho depftrttre Irom neutrality by Luxembourg is no ex cuse for Prussian aggression. It is said that the French delay in ac ceding to a conference is due wholly to the difficulty of communication. - ' ' Prussia charges that the French Con sul at Luxembourg keeps an open office for the re enlistment of French fugitives. A dispatch from Versailles, dated December 14th, says no effective guns are u-'ountcd, tho bombardment will not commence before the 1st-of January. The guns now mounted are useless. eusailles, Dec. 17. The Germans, after a slight skirmish, on the 11th, oc cupied Beaumont. Bclfort is well defended, but the neigh boring positions were taken by tho Ger mans with a loss exceeded by that of the French. Rome, Dec. 1G. At the Feast of the Immaculate Conception a gang of ruf fians, headed by one Fougett, a notori ous infidel, got up a riot at the gates of the Vatican, and made a savage attack on some of the Roman people friendly to His Holiness. - They were armed with swords and. hatchets, and niadci a terrible on slaughts, killing four citizens.
